This is the seventh annual report from the Office of Educational Outreach (OEO) to the
Provost through the Dean of the College of Education. This report covers Fiscal Year 2015,
the period from July 1, 2014, to June 30, 2015.
OEO serves to administer and manage contract courses and degree programs offered by
USC units, particularly those from the College of Education (COE). Contract courses are
those offered under an agreement between USC and an outside agency or between a USC
academic unit and a USC funded project. Such courses allow enrollment of qualified
students based on the needs of the agency or project stipulated in an agreement. Contract
courses can also be part of degree programs offered under contract with an outside
agency. OEO provides services to faculty, students, and staff involved with courses and
programs where the tuition is funded by a contracting group.
The OEO is housed in and supported by the USC-Columbia College of Education. The
Office staff includes a Director (0.5 FTE), a Contract and Accounting Manager (fulltime), a Student Services Coordinator (full-time), and a Management Coordinator (0.5
FTE). The OEO Director is supervised by the Dean of the College of Education but also
serves as a tenured faculty member in the Department of Instruction and Teacher
Education (ITE). The Contract and Accounting Manager and the Student Service
Coordinator serve OEO solely and are supervised by the OEO Director. The
Management Coordinator serves OEO as a half-time employee and also provides
administrative service to ITE. She is supervised jointly by the OEO Director and the ITE
Department Chair.
OEO staff members coordinate work with USC academic units to assure the academic
integrity of contract courses and the quality of course instructors. The Office also
administers contract approval by the USC Board of Trustees for both courses and degree
programs for USC academic units in collaboration with the Office of the General Counsel
and through the USC Sponsored Awards Management group. The OEO web site at
www.ed.sc.edu/oeo provides information and resources for processing course and degree
program contracts.

Summary of Key Accomplishments for this Period:
1. Conducting the annual review of all degree program contracts consistent with
SACS expectations.
2. Monitoring compliance with USC policy ACAF 2.03.1
3. Monitoring USC course evaluations ensuring that courses offered under
alternative sessions are evaluated at appropriate end date.
4. Coordination of revenue accounting using College of Education 15200 LX00
account.
5. Approval of 92 course contracts serving 1,411 students and generating $571,830
in revenue.
6. Management of 14 courses enrolling 171 students within 3 degree and one
professional development program contracts generating $130,424 in revenue.
7. Overall, 106 contract courses were managed serving 1,582 students and
generating $702,254 in tuition and fee revenue through course and degree
program contracts.

ACAF 2.03 was revised in August 2009 and now stipulates that “…a minimum of five consecutive
calendar days of continuous instruction is required per credit” and “a minimum of three weeks of
continuous instruction is required for a three credit course” (I.C.2.a.i). The previous policy required one
week of instruction per credit but allowed for fewer than five, non-consecutive, days and did not require
three continuous weeks of instruction. With approval from the Provost’s Office, OEO is approving
contract courses that do meet the previous policy, but noting those which are approved but do not comply
with the current policy. For FY2015, there were 4 of 106 such courses each offered in Summer sessions
and noted within the table at the end of this report.
Goals for FY 2016:
1. Assist College of Education units in securing additional degree program and
course contracts, particularly professional development contracts with school
districts.
2. Collaborate with the Dean of the College of Education to expand the mission of
the Office of Educational Outreach so as to impact and support the College
outreach and partnership mission.
3. Participate in strategic planning with the College of Education’s administration
and faculty to set realistic contract goals that recognize the necessary balance of
resources devoted to instructional contracts and research activities.
4. Advise the Provost’s Office on policies related to contract course offerings.
5. Administer the annual review of all degree program contracts.
6. Continue to provide efficient and effective service toward securing, approving,
and managing course and degree program contracts as well as services to
students, faculty, and staff in support of existing programs.
The four figures and the four tables below and on the pages that follow provide details on
course and degree program contract activity from July 1, 2014, to June 30, 2015,
managed by the Office of Educational Outreach. [A glossary of acronyms and designator
abbreviations is included at the end of this report.]
