S.G.A. SENATE MEETING
November 16, 2015
The meeting was called to order in the Leaders Suite of the Donald G.
Bollinger Student Union at 4:30 p.m. Presiding officers were Vice President
Mary Sauce and Vice President Pro-Tempore Lawrence Arceneaux, III. The
Recording Secretary was Dolly McGeever.
The pledge was led by Senator Darian Graivshark and the prayer was given by
Senator Meah Johnson.
The Nicholls Student Government Association Mission Statement was read by
Senator Josue Diaz Juarez and Senator Katelyn Cortez read the first value of
the Nicholls Creed.
The following Executive Board members were present:




Thanks to everyone who brought the cans for the food drive.
We
collected 4,089 cans for John Kerry and the Holiday on the Bayou Food
Drive.
I’ll give a report on the Tech Fee Committee Meeting.
On the SubCommittee meeting, we voted on the Tech Fee Proposals.
I’ll give a
report to the Tech Fee Committee on that on Wednesday.

room and start with Women’s small on the left and go all the way
through. All your names are on them thanks to Senator Meghan H. Just
grab those on your way out so we’ll have those for next semester.

you don’t plan to return next semester, talk to me after the meeting.

TREASURER’S REPORT – LES THERIOT




Today is our last meeting and we have a lot of unfinished business and
new business with a lot of finance motions. Be on the alert for that.
We’re going to the next Tech Fee Committee meeting. SGA will be giving
some funds for the firewall that we’ve been discussing. We do have the
funds for it so I’ll help with that.
I have the last series of University Committee meetings coming up.
I’ll save those reports for next semester.
Please take more than one of the SGA Coat Drive fliers and post them
around campus to let everyone know about it.

I move that the Senate purchase 500 removable bumper stickers at $.49 each
for a total of $245 to distribute to students attending university events and
to promote community awareness. The funds would come from the Community
Projects line item of the budget and should not exceed $300 to include
shipping. Passed and signed.

I move that the Senate allocate $1,156.57 to purchase one (1) OptiPlex 9020
Mini Tower Computer plus $50 for software license, totaling $1,206.57 for the
John Folse Culinary Institute. Funds should be taken from the Senator

I move to amend Article XII Allocation Policy, Section D, Number 3 “Rules for
Conferences, Registration and Travel” of the Bylaws to add subsection “F”.
Organizations requesting over $100 are required to raise at least half the
amount SGA is allowed to fund. This excludes money already budgeted for the
event by the organization. Tabled.

Bourgeois Corollary to include a fifth section to read as follows:
Section 5.
All SGA Senators are required to work at least half an hour at
any SGA Scantron Giveaway event. If said event lasts multiple days, the half
hour of work will count for the entire event. Tabled.

I move to amend the Bourgeois Corollary Article 10, Sections 1 and 2 include
sub-section e, which would read as follows: “Once funding has been provided,
all recipients must submit a 200-word report on how that funding benefited
them and what they learned from any associated conferences or conventions to
the SGA President, Treasurer and Secretary.
This report should include an
accompanying approval via signature or electronic signature by the student’s
organization’s advisor.
The student should also submit evidence of their
attendance by means of a program or other documents received at the event.

209 in White Hall. The cost breakdown is as follows:

I move that the Senate allocate $420 to fund two “Basic Life Support for
Healthcare Providers by the American Heart Association” CPR classes.

class will hold 6 students at $35 each.

I move that the Senate sponsor a bus trip to Whitney Plantation in Wallace,
Louisiana in Commemoration of African American History Month to be held in
February of 2016. The entry fee for the plantation tour is $10 a person for
31 students, faculty and staff expected to attend. The total of the trip is
$310 and would be taken from the Executive Travel line item of the Fall

Today we discussed three motions:
 A motion for the reappointment of Lawrence Arceneaux, III to the
position of SGA Photographer.
Since Co-Chair Senator Austin W. was
absent today, Treasurer Les T. acted as Co-Chair and oversaw the
interview while I, the Chair, was not able to conduct the interview.
After the interview and discussion, the committee found the motion
highly favorable.
 A motion to form a Garden Committee in order to oversee the renovations
to Peltier’s Garden. After discussion, the committee had no opinion on
the motion. Senator Tommy T. said that Campus Improvements had already
taken up those responsibilities.
 We went over Senator Jaleesa S.’s motion to Amend the Bylaws regarding
additional forms. The committee found the motion highly favorable.
We went over one absentee form and excused it.

Senator William C. defers to Vice President Mary S.
She said
last week we had some controversy over whether this would work because we
don’t have a way to hold students accountable for doing this after they’ve
been funded. What we discussed as an E-Board on Friday is that for the time
being, this will be a good motion for us to pass even if we have no way of
enforcing it because it shows the administration our interest is obtaining
evidence of what our money is going to.
If the students don’t follow it,
it’s technically not on us but we can try to enforce it and will enforce it
through emails to their advisor to make them very aware of this requirement.
It really wouldn’t be fair to penalize them afterwards if they don’t do this
because it would just be bad leadership. Would you consider this necessary
to show the administration who has been coming down on us on the budget and
finances. This money is going to a good cause and to good students.

Discussion: Senator Lawrence A. said we always have to pass these motions to
make Scantron Giveaways mandatory and there’s been a few times in the past
where we had to bring up these motions either the week of or the week before
and it became in inconvenience to many of the Senators. This is to get rid
of all that. It will be solidified in the Corollary that it is mandatory and
you need to turn in an excuse if you miss it. It will solidify that half an
hour is the required amount of time that you have to attend. I felt it was
appropriate within the Corollary because you never know if SGA might stop
giving out scantrons or the University might stop using scantrons entirely.

Discussion:
Senator Tommy T. said as you’ve probably seen if you’ve been
here before we have these red election “Vote Now” signs that we put around
campus.
With our last election, the amount that we put out and the amount
returned to us was significantly different. Whether they were picked up and
never returned, stolen or blown away, other than that, we don’t have as many
as we usually do.
If you think about our campus size, with just a little
sign, we need more than just what we have to make sure we get the word out to
all students to let them know that it’s time to vote, where and how to vote.
This is very important, especially the more people who vote, the more voices
are heard. That’s what we do.

I’m representing the Psychology Department. With this purchase, this allows
students research opportunities.
With research opportunities, this allows
Psychology students acceptance into graduate schools.
The Psychology
Bachelor’s degree is not an earned degree so students really rely on the
graduate school acceptance. With this proposal of the laboratory equipment,
you’re aiding the students with that potential to get into a graduate school.
As a Psychology Dept. student here, we hope that you consider this proposal

Discussion: Senator Grant H. defers to the African American Committee Chair,
Ms. Deborah Moorhead. Thank you. The African American Committee is hard at
work to present a list of programs throughout the month.
Some of them are
presentations. We are looking into trying to get a nationally known person
to speak on race relations.
We know this is something that is very much
needed at this time and we want to ask your help in securing somebody of that
caliber. I do want to let you know that the Foundation has made a commitment
to actually help us up to $4,000 so if you feel that you can give some more,
that will be fine too because we actually have a program that is running into
the neighborhood of $13,000 so we’re just trying to get what we can and then
go back to the committee and let them decide what exactly they want to pay
for.

Discussion: Senator Josue D. said the Men’s Soccer Club was formed about a
year and a half ago.
It was organized for students who were not active in
baseball or football. This allows them to travel for the season. It’s not
only for athletic men because last year we had a good number of girls who
would come and play soccer. This is a very good thing for them.

Discussion: Senator Tyrane H. said the Meet the SGA Day is for the Nicholls
staff and students to actually know what SGA is all about because honestly I
feel that at the Scantron Giveaways, they take the scantrons and leave. So
why not make a whole day of fun, games, music, food and a lot of things going
on.
Right now a lot of student organizations so we can have the SGA
President and Vice President speak.

Discussion: Senator Lawrence A. said this is the first time we’re using the
Office Equipment line item of the budget.
I thought that since we have a
Photographer position now, I think its best we get an actual camera for the
position. That way we could be sure any future Photographer will have camera
of high quality instead using a cell phone. I don’t believe they should be
handicapped to become a Photographer if they have the most skills presentable
to the position so I think it’s best to have that just in case. Also, just
in case the Photographer’s camera isn’t working or they don’t have it, they
have a backup.
Or their Public Relations officer needs it for an event to
make a flier or something else to show the students of Nicholls. I think its
best that we should have a camera for SGA and it’s not expensive at all.
It’s also a high quality camera.
It’s a 1080P HD high definition camera.
It’s similar to mine but a newer version and I’ve had experience with the

Discussion: Senator Lawrence A. said this motion has been in the works for
over a year now and has finally been able to be moved. We finally have the
amounts that the signs will cost. The design that was attached on the motion
is not the official design. It has yet to be determined. We’re still waiting
on the confirmation.
One of the designs is what it could look like.
Nicholls, as all are aware, is a Tobacco Free or Smoke Free, Cigarette free
and eCigarette free campus. We have no signs to show this. The ones we had
in the past were temporary signs that have either blown over in the wind or
just removed from the ground. Some students don’t see them. They’re usually
by the Rec Center and Peltier parking lot and students get caught smoking.
Students need to know that this campus is tobacco free.
With these signs,
they’ll no longer have students that don’t know.
They’ll be aware that we
are a tobacco free campus.

UNIVERSITY COMMITTEE REPORTS
Tech Fee Committee Meeting – Grant Henry by Proxy for Lillie Bourgeois,
William Crenshaw, Adam Doucet, as well as, representatives from Nursing &
Allied Health, Business and Education.
President Lillie B. presented report:
The committee met to discuss distribution of funds for 17 proposals from the
separate Colleges and organizations around campus. With a surplus budget of
$154,390. In the committee’s best interest, most of the proposals were not
fully funded with the exception of proposals from the Dyslexia Center and the
Student Union.
However, every college will receive surplus money from the
Tech Fee Committee with most of the proposals being partially funded in one
way or another.
In regard to SGA’s proposal of $90,000 to improve Wi-Fi,
$25,000 was allocated from Tech Fee.
Discussion was led on the possibility
of Administration covering $25,000 and SGA covering $40,000. Strong sentiment

towards this proposal made it one of, if not the hardest, proposal to come to
the consensus on amount of money to be allocated.
COMMENT:
Vice President Mary S. said Tech Fee came up with $25,000
so we still have to come up with $65,000. Considering they
only had $154,000 and most of these proposals were well
into tens of thousands with 17 proposals, that’s still
pretty good but it will take a lot.
It’s on ongoing
process up there.
Hopefully, we’re looking to help with
SGA and perhaps we can put up at most $40,000 comfortably.
We have surplus that we’ve accumulated over the years from
previous budgets.
We’ve been saving for projects similar
to this that are in need.
DISCUSSION PERIOD:
Senator Scholarship:
Vice President Mary S. said our Senator Scholarships go to Senators who have
been active in all aspects of SGA. For all of our events, they’ve been there
and somebody you can turn to and to count on to know Roberts Rules in the
meeting. They’ve been someone who is interested in active as a voice
throughout campus, getting information, someone who has made motions during
the meeting. There are two scholarships at $500 each. You vote on one and
the E-Board votes on the other (Senator Roster was distributed for voting.)
Corollary Discussion:
Vice President Mary S. said every year the way our Corollary works, typically
it never changes but at the last meeting of the Fall semester we discuss the
Corollary and any necessary changes before we approve it which will be at the
first meeting of the Spring semester. We have made a few changes. President
Lillie B. will talk about what we discussed in the E-Board meeting on Friday
regarding the Corollary.
President Lillie B. said I know had amendments and those are totally fine.
The only other thing that some people had a problem with was the motion
numbers for this semester.
I know for some of you that have been here a
while, that use to do “What I’ve done/heard.” forms, I heard so much grief
last year.
People said they were going to quit SGA because they had to do
those forms. In all actuality, the forms really helped keep you on track and
Vice President Mary S. on track knowing what everyone was doing.
It also
helped keep me on track and the rest of the E-Board, including Secretary
Dolly M.
I do think it was a really good thing to have.
My mind set was
instead of turning in the forms, just replacing that with the motions. I
guess that was an issue. So we’re thinking about bringing back the forms and
changing the number of motions. Perhaps next semester we can have a motion
due before mid-term break and another after.
The “What I’ve done/heard.”
forms would replace one motion.
Secretary Dolly M. has more information on
what was discussed at a meeting.
Secretary Dolly M. said the focus will be more on what we can do to increase
enrollment and to get other projects out there because just spending money.
The motions are not just for purchasing things but there are great needs on
campus, the budget cuts being what they are.
I recommended to several
Senators and the E-Board that on your Thanksgiving break, do research on line
of other universities and see
what they’re SGA or campuses are doing.
Embrace those ideas and bring them back to Nicholls. We need to move a little
further than just spending the money. We need to work on good projects that
will bring students to Nicholls.
Vice President Mary S. said they want us to have goals and a way to report on
what we’ve been doing other than just doing motions.
The “What I’ve
done/heard.” forms would be a way of reporting what we’re doing so we can
follow the administration’s requirements.
It would make us more efficient
also.
We can change the form, similar to what we had, but something that
makes us more accountable. We can cut back on the motion requirements.
COMMENT:
Senator Emily S. said I can concur that it would be good to
being the “What I’ve done/heard.” forms back just to hold
us more accountable.
I personally found a little bit of
disconnect with SGA without a deadline. I need a deadline
before I want to go out and do it which is true of a lot of
us.
DISCUSSION PERIOD CONTINUED:
Vice President Mary S. told the new officers that it’s a form that we used to
turn in every Friday but we cut it back to every other Friday and it was due
at noon. We had two sections, What you’ve done? Which is talking to people
and anything you’ve done for SGA like attending a University Committee
meeting and the “What I’ve heard.” was when talking to students, what’d you’d
change of what they liked. This is what we’re thinking of bringing back.
COMMENT:
Senator Lawrence A. said the forms only took a few minutes
to fill out.
Vice President Mary S. said most of you are working on things anyway if
you’re active on campus so you’re able to take a few minutes to fill it out
and turn it in. So with that said, if someone wants to bring up a motion to
amend the Corollary.
Next semester we’ll have to vote on approving the
Corollary and making any necessary changes for the semester.
Keep that in
mind.
Christmas Social:
Senator Abigail L. said the Christmas Social will be held on November 30th
from 5:00 to 8:00 p.m. Remember what you’ve signed up to bring. It’s posted
on the Facebook page. Senator Lawrence A. asked if the gift exchange would
be White Elephant. Vice President Mary S. said yes and the gift should not
be over $10, something you find at home or something you buy.
