Section ~ L GENERAL 1. Authorization This table is in accordance with AR 1-75/ OPNAVINST 4900.3 lF/AFR 400-45 and AR 310 series. Together with documents listed in paragraph 3, it is the authority for the designated State Department General Services Office (GSO) and Warner Robins Air Logistics Center (WR-ALC) to requisition and issue, in accordance with pertinent State Department and Department of the Air Force directives, all items of equipment listed herein, unless otherwise indicated. 2. Application a. Items of equipment listed herein are authorized for the operation of United States Security Assistance Organizations, United States Central Command. It is the mission of these Security Assistance Organizations (SAO) to administer U.S. military assistance to their countries of assignment; to manage the international sales and logistics program, residual aspects of the grant aid military assistance program, and the International Military 1 3 3 4 4 4 4 5 5 5 5 6 6 6 6 Education and Training Program; to foster host country military competence; and to further U.S. national policies and interests. b. Procurement, issue, substitution, and reten­ tion of equipment authorized herein will be accom­ plished in accordance with AR l-75/OPNAVINST 4900.3 lF/AFR 400-45 and the provisions of Joint State/Defense Airgram CA 727, subject: Transfer of USMILGP Administrative and Support Functions to the Embassy. c. Allowances listed in Section 11 herein are not duplicated by authorizations listed in Section I, paragraph 3. d. Trophies and articles of historical nature are not listed in this table but may be retained until unserviceable. e. When an LCC-A preferred item is authorized in the JTA and a suitable substitute is on hand, such items normally will be retained until not economically repairable. f. Items of equipment authorized herein, except commercial non-type classified items, are the latest adopted type articles. 1 JTA 75-61 K)PNAVINST 4900.154 g. The listing of an item or set, kit, or outfit in this table provides authority for acquisition of applicable repair parts, accessories, special tools, and components thereof which are shown in appli­ cable manuals, listings and bulletins, commensurate with the assigned responsibilities for maintenance and the density of the authorized items. h. Issues made by a military department against authorizations and allowances contained in this JTA, such as those specifically identified in Section H, w~ll be chargeable to the appropriate military department’s appropriation. (See AR 1-75/ OPNAVINST 4900.31 F/AFR 400-45, chapter 4). i. Property requisitioned by the SAO through WR-ALC or the Department of State against authorizations and allowances provided by Section I of this JTA will be chargeable to the SAO’S T-20 operating funds. (See AR 1-75/ OPNAVINST 4900.31 F/AFR 400-45, chapter 4). j. Items contained in this JTA are authorized only to the extent that these same, or comparable, items are not furnished by the Department of State or the host government. k. Unless otherwise restricted by orders or regu­ lations, the allowances listed herein may be de­ creased or deleted at the request and discretion of the SAO Chief. The use of authorizations estab­ lished herein is a command function; the SAO is not required to request to the full extent of authorization allowances. The retention of autho­ rized items and the enforcement of supply economy also are command functions to be exercised by the SAO Chief as authorized by this JTA. AFTA 016 Special Purpose Equipment.
