last Tuesday night, Feb. 14. to
empower their negotlatliig team
to take whatever steps necessary
to settle the ^ p u t e between the
Coiuity and the CSEA. The m ea­
sure, which grants the team
power to call a strike of all 600
county workers, was passed with
only two dissenting votes out of
about 250 cast.
The following evening the; first
inform al fact-finding session was
held between the county’s negoti­
ator. Joseph Kelly of T healan
Associates, CSEA collective bar­
gaining specialist Harm on Swits,
and the Public Employment Re­
lations Board appointed fact­
finder, Paul Prosper.
Also present was the CSEA ne­
gotiating team headed by William
Zippiere. According to a union
source, no progress was m ade a t
the meeting, but a network of
communication was being estab­
lished which could be used to call
a strike, if needed. The tentative
date for the form al opening of
the Professional, Scientific and
Technical Bargaining U nit of
state employees to “deliver the
knock-out blow to the AFL-CIO
once and for all,” and revealed
th a t more than a qu arter of the
signatures presented by a group
challenging CSEA’s represe^itation rights for the unit have been
thrown out by the State Public
Employment Relations Board.

ganization, PEF, were disallowed
by PERB as p art of the showing
of interest requirem ent. "The re­
maining signatures are substan­
tially imchecked and unverified,
and therefore are highly suspect
as well. Since the total puts PEF
right on the borderline in m eet­
ing the 30 percent showing of in ­
terest requirement, I don’t have
a doubt In the world b ut th a t
they actually fall short of the
required number. But, unfortu­
nately, we’ll probably never
know,” he said.

Service Em ployees A ssociation who are policy­
holders in the CSEA-sponsored Supplem ental Life
Insurance Plan will share in some $278,000 in
dividend checks being m ailed out this week.
T he dividend declared by the Mutual Life In ­
surance Company, who underwrites the CSEA
supplem ental life plan, is an increase from th a t
declared in the last policy year and was m ade
possible by “th e continued growth of member
participation and the favorable claim experi­
ence.”

improprieties in the county high­
way departm ent. The disclosures
led to a grand Jiuy investigation
of Mr. Orow’s superior, Highway
Superintendent Jo h n Cook, and
to Mr. Cook’s tem porary suspen­
sion.
Mr. Cook dismissed his depu­
ty in March, 1976, based upon
th e recommendation of a hearing
officer who h ad been found guilty
of six out of 19 charges. Mr.
Orow h ad been an 18-year civil
service employee of St. Lawrence
County.
All five Albany Appellate Di­
vision Judges agreed there was
no basis for th e dismissal.
Mr. Cook was forced to make
reimbursement for improper ex­
penses after an audit of the de­
partm ent. The Judges said his
statem ent on the classified infor­
m ation to th e press were “pro­
tected by his right to free
speech.” The audit followed Mr.
Orow’s disclostures.
Mr. Orow was also accused of
releasing th e Information “for
political purposes tc em barass the
superintendent and discredit the
departm ent.” The court said it
did not “condone” the practice,
but said it was not a valid reason
for discharge.
The other charges on which
Mr. Orow was foimd guilty—all
of which were also dismissed by
the court—involved the purchase
of supplies and equipment for the
department. One charge alleged
th a t he purchased gravel without
determ ining the true ownership.

here in Albany is that Gov­
ernor Carey is thinking of
adding another Democrat to
a vacancy on the Commis­
sion.
A Dem ocrat, Victor S.
Bahou, was appointed by Mr.
Carey as chairm an o f the
Commission and he later
nam ed Liberal Party member
Josephine Gambino to a sec­
ond vacancy. The third spot
has been open for about a
year and it was assumed a

a 4 percent raise, they w ant you
to pick up th e cost of 1/4 of
your dependent health coverage,
which equals 4 percent of your
salary,” Mr. Swits said. “Or the
county would give the workers
a 4 percent raise if they would
agree to abolish summrt- hours.
Along with this reduction in
coverage and increase in work
hours, the County also w ants to
do away with four pages of con­
tra c t provisions which protect
employees,” he said.
Mr, Kelly commented th a t th e
county was ready to approve a
pay increase but th a t the m atter
of summer hours and health in ­
surance would first have to be
resolved. Summer hours, he said,
did not affect th e m ajority of
County workers and were insti­

Mr. Campbell responded th a t
the county had done no studies
to dem onstrate a real public need
for the extra summrt* hours. He
said there was a, “large gap in
the area of money,” and th at
there had been a “breach of
confidence in m anagem ent” on
the p art of the workers, “because
they see m anagem ent getting pay
raises w ith no decrease in bene­
fits.”
Mr. Swits charged th a t Mr.
Kelly, of T h elan ’Associates, the
firm paid by the county to do its
negotiating, “is not only attem p t­
ing to force the alleged county
position b ut he is refusing to
present the various counter-pro­
posals th e CSEA negotiating
team has developed.”
Mr. Kelly answered that, "the
charge contemplates th a t the
supervisors would be willing to
withdraw those dem ands.”
“The board has directed me to
propose a standard office work­
week, 35 hours, year round. It
sounds as if h e’s asking me to
drop the county’s proposals,” Mr.
Kelly said.
“T h a t’s not negotiating,” Mr.
Campbell said. He said th at not
bringing a union counter offer

against investing state employee
pension funds in New York City

Mr. Levitt is Insisting on an
“iron-clad" federal government
guarantee before purchasing city
securities with the $9 billion in
retirem ent reserve funds. The
state comptroller is the sole trus­
tee of the funds.
Using employee pension fimds
is part of a plan suggested by
some federal, state and city offic­
ials as th e best way to solve New
York City’s fiscal problems.
Mr. Levitt, speaking to an in ­
formal meeting of the Legislative
Correspondents Association, a
group of reporters covering the
state capltol, said New York area
politicians are trying to force
him to invest funds in city secu­
rities. He said no one has come
forward with a safeguard plan.
The U.S. Senate Banking Com­
mittee, headed by Senator Will­
iam Proxmlre (D-Wls.) unanim ­
ously called for a halt to federal
loans to the city. The committee
said the City and S tate could use

Civil Service Employees Associa­
tion Region n president, to sug­

C30P Chairm an B ernard M. Kilboum, Mr. Bendet, an avowed
opponent to the pension investing
plan defended Mr. Levitt’s stand
and declared th a t th e 77-year-old
comptroller was too valuable a
public official to lose. Mr. Kiliboum replied, recently, saying he
agreed w ith Mr. Levitt on th e
pension controversy but stopped
short of saying he would urge his
fellow OOP leaders to nom inate
him.
“The Republican Party has a
number of outstanding possible
candidates for comptroller, and
certainly no one would be con­
sidered for this sensitive post who
would not be complietely tru st­
worthy to protect the funds of
your members and the S tate’s
employees,” Mr. Kllbourn wrote.
Mr. Kilbourne urged Mr. Ben­
det and his followers to support
th e Republican candidate who­
ever he is.
Mr. Levitt said he h as not
given much thought to w hat he
will do if he loses the Democratic
nomination for th e post he has
held since 1955. He indicated he
may ru n as an in d ^ n d e n t if the
Democrats don’t renom inate him.

E have heard so m any tiresome com plaints about the socalled laziness and indifference o f civil servants th at
we have grown weary.
Too often, civil servants are rated as overcompensated,
underworked and pampered. Public employee unions are
som etim es blamed for just about every ill th a t befalls a
com m unity.
This explains, perhaps,, the attitude th a t prevailed when
em ployees from New York City and other agencies and locals
across the state were forced to .su ffer more th an anybody
else during the fiscal crises created by budgetary misdeeds
of years past.^When workers were laid o ff their Jobs because
public treasuries were low, we heard too often from m any
people th at the victim ized employees deserved their fate
since they had rarely worked for their pay.
It is refreshing, occasionally, to hear a different tune.
It happened during the recent snow storms. Sanitation
workers, who put in m any long and difficult hours to clear
roads and highw ays during and following the severest storm s
since the Day After Christmas snowblast of 1947, received
w ell-deserved praise from m any public officials. New York
City’s relatively rapid recovery was due primarily to its
hard-pressed sanitm en. Workers from m any other com m u­
nities across the sta te cam e to the aid of hard-hit Long
Island and did w hat officials called a m asterful job.
We hope the public image of public em ployees has som e­
what changed for the better. They certainly deserve that,
to say the least.

lowing the alleged inhum an dum ping o f former m ental
patients.
Even though the controversy has become the battle
cry of the Civil Service Employees Association, we felt it
was wiser to withhold com m ent until tim e perm itted a
careful analysis of the problem.
We now find it necessary to side w ith critics o f the pro­
gram state officials call deinstitutionalization. We believ.e
deinstitutionalization, w ell-intended as it may have been,
is a sham perpetrated on the public. M ental Hygiene workers
and, above all, on the patients. Under the program, officials
have proved to be overeager to release a patient before
he is ready to face the outside world. This is the real tragedy
o f the issue. R esidents o f com m unities where the so-called
dum ping occurred also have the right to be up in arms, since
the policy affects their lives and com m unities. But the real
victim s are the patients.
True, m ental patients should be returned to regular
com m unity living as soon as feasible. T hat should be part
of their recovery program. But dum ping them is merely
changing them from wards of the state to victim s of
the state.
The Governor and legislators should be aware of citizen
views on this issue. We urge readers to send them letters and
telegram s expressing their views.

ing tables a t Las Vegas are hardly
th e kind of Investm ent a trustee
should make of trust funds. ’The
same applies to New York City
bonds.
$100,000,000 Loss
While an investment in city
securities is far from a gambling
risk, it would nonetheless be an
im prudent tiling for a trustee to
do with funds belonging to
others.
The fact is th a t city bonds are
volatile. For example, an unfor­
tu n ate release of a report of the
UJ3. Senate Banking Committee
caused Big Mac bonds to drop
more th a n $100,000,000, accord­
ing to Felix Rohatyn, chairm an
of the Municipal Assistance Cor­
poration.
Fortunately, no state pension
funds are invested in Big Mac
bonds so the funds su ff^ e d no
losses as a result of this break
in the m arket.
New York City Comptroller
Harrison J. Ooldin has taken a
sim ilar position on investing state
pension funds in city securities.
Mr. Ooldin is testing the waters
for a possible prim ary contest
against Levitt for the Demo­
cratic Party nom ination for th a t
office.
Senator W illiam . Proxmire of
Wisconsin, who Is principally re­
sponsible for th e Senate Banking
Committee report, has taken the
position th a t federal aid to the
city is not necessary if. among
other things, state pension funds
are invested substantially in city
securities. Obviously the Senator
lacks an appreciation of th e re­
sponsibilities of a fiduciary and
has no understanding of state
civil service employees’ opposit­
ion to any such investment.
U.S. Can’t Lose
The federal government has
earned a $40 million profit on
the seasonal loan program to the
city th at expires th e end of June.
Moreover, the federal govern­
m ent has adequate collateral, to
use Comptroller Levitt’s phrase,
to cover the loans it has ex­
tended to the city. U nder the
law authorizing those loans, the
federal government may withhold
from th e city, in the event of the
city’s default, all funds due the
city under any federal program.
There is no way the federal gov­
ernm ent can lose by extending
th e program, or by guaranteeing
long-term bonds of the city.
S tate pension funds would
have no such security. It is the
height of folly to even suggest
investing those funds this way.

Petitioner began to work for th e respondent, Town of
Greenburgh, in 1973 in the Departm ent o f Public Works.
In July 1974 he was discharged after a scuffle' w ith a
co-worker. Two weeks later, however, he was reinstated w ith­
out back pay. He was not returned to his former position
as a m eter reader but was m ade the sole relief operator at
the tow n’s water pum ping station.
On his second day at the water pum ping station a fire
started in the basem ent and caused substantial dam age. It
had been established, after a thorough investigation, that
the fire had been deliberately set by an arsonist. The peti­
tioner became the only suspect because all doors in the
building were locked and officials reasoned he set the fire
to revenge his recent discharge.
The Greenburgh Public Works Com m issioner directed
petitioner to take a lie-detector test or face im m ediate dis­
m issal. He refused and soon after was served w ith written
charges alleging th a t petitioner had wrongfully assaulted a
co-em ployee, th at he either com m itted' negligence or arson
that resulted in the fire, and th at he wrongfully refused to
subm it to a lie-detector exam ination as part of an official
investigation.
A hearing pursuant to Section 75 o f the Civil-Service
Law was held and it was determ ined th a t all three charges
had been sustained. Based on the charge relating to the
fire and the refusal to take the lie detector test, the hearing
officer recom m ended th a t he be dismissed.
The petitioner com m enced a proceeding pursuant to
Article 7 of the Civil Practice Laws and Rules to review the
findings and determ ination o f the hearing officer. The
Supreme Court, Appellate Division, Second D epartm ent, held
th at the tow n’s determ ination was not supported by sub­
stantial evidence on the record and ojrdered the petitioner
reinstated.
•The court also said th at petitioner clearly could n o t be
guilty o f both arson and negligence. Indeed, the record
clearly showed th a t he properly m aintained the security
of the building and, hence,, a finding of gross negligence was
unjustified. In addition, a finding, even circum stantially,
th a t petitioner him self was the arsonist, lacks substantial
evidence on the record. The mere fact th a t the petitioner
was the only person who was supjposed to have been on
the premises at th a t tim e is not enough to throw suspicion
on him. The court also noted th at three other m en possessed
keys to the premises and th at there had been two other
suspicious fires at th is facility before the petitioner began
to work there.

WITH RESPECT to th e charge o f w rongfully refusing
to subm it to a psychom eter lie-detector test., the court con ­
cluded th at the petitioner was justified in refusing to take
the exam ination. The court referred to Dolan v. Kelly, 76
Misc. 2d 151, 348 N.Y.S. 2d 478, where th e court held th a t
a public servant m ay be discharged for his refusal to subm it

treatm ent really is. We are a locked facility within
24-hoiU' duties and have custodial functions as
well as treatm ent.”

itate the drug addict, more em ­
phasis should be p u t on the re­
direction of values. The pa&
tients should be exposed to

positive ‘stimuli and change

drug addict is constantly re­
minded th a t he is a drug ad­
dict. If we had proper fimdlng,
we could have the staff to provide the positive
therapy. W ithout funding, we are reduced to pro­
viding custodial care with little rehabilitation. If
you do not rehabilitate, you will foster a revolving
door with a dozen agencies overlapping their
functions and providing little help for a growing
problem.”

often defined as very narrow;
so when the workers were laid
off, they were n o t eligible to
work hi comparable Jobs. You
have a situation where a large
group of highly trained indi­
viduals who were laid off from their state Jobs
were unable to get supervisory Jobs. They were
skilled adm inistrators, yet they were ineligible for
comparable Jobs in other state agencies. The civil
service status is meaningless if there ar^ no com­
parable positions.”

know how to cut down in some areas where money

Commissioin held hearings last
m onth to study public employee
pension systems, particularly as
they deal with disability bene­
fits. In general, state employees
are entitled to 33 to 75 percent
compensation, as a result of ord­
inary or accidental disability.
The commission aims to find
out whether modifications in the
eligibility requirem ents, provis­
ions for periodic reexamination
and restriction of employment
for the disabled should be modi­
fied. I t will also study th e ad­
m inistration of the disability pro­
visions, particularly with refer­

There are, however, purely clin ical approaches whicl
could Increase th e chances th a t Ms. Aviles an d everyoni
in th e institutions, sta ff and clients, will n o t be hurt.
For exam ple, Gabriel Koz, director o f M anhattan Psy
chiatric Center, feels th a t the greatest deterrent is grouj
pressure, the knowledge by th e p atient th a t if he were
assault a sta ff member, th a t action would be “frowned on'
by everyone involved w ith the hospital.
He described, “a whole beautiful therapeutic experi
ence,” w hich, if achieved, would drastically reduce sucl
problems as assaults because o f group pressure and becausf
th e tensions, w hich operate when the atm osphere on a war(
is less th an perfect, would be elim inated.
“L et’s say we took three or four therapy aides, threi
or four nurses, and we set up a unit where people were con
tented; they were well m otivated; th ey liked their work
th ey were well led. You could bring alm ost an y psychiatrli
cross section . . . and this sort o f th in g (assaults) would b(
at an absolute m inim um ,” Dr. Koz said.
Rochester Psychiatric Center director Russell Bartoi
responded: “I ’d like to know his views on the Easter Bunnj
and Santa Claus.”
“W hen you’ve got a m ass o f paper work to be done
w hen you’re short-staffed, do you ever get the tim e to con
trol or contrive the atm osphere? It just doesn’t happen.”
Nilsa Aviles sat outside the nurses’ station talking w ith
two patients, m en in their early tw enties. One explained
th at he w anted to marry another Bronx Psychiatric Center
patient and asked Ms. Aviles, a therapy aide, w hen he should
stop m asturbating.
Another young p atient approached, announcing th a t he
was the gestapo. He ordered the m en to leave. Ms. Aviles
said they could stay.
“D on’t you know sh e’s vom iting all over you?” he
shouted.
He lunged for the wom an and knocked her to the floor,
beating her face w ith his fist. One o f the other m en dove
on the attacker and tried to hold him in a bear hug, as the
third patient ran for help.
“I ’m very frightened about going back to work a t this
place,” Ms. Aviles said soon a fter the attack. “Every tim e
I think about it I cry. But I c a n ’t leave because I have a
fam ily to support. People talk about p atien t abuse, but not
about abuse by patients against workers. These institutions
are hard as hell to work a t.”
She was out o f work for about a m onth, and paid m ost
of her own m edical bills, w hich am ounted to several h u n ­
dred dollars. According to Ms. Aviles, the patient who a t­
tacked her has been discharged.
Part o f th e problem on the ward where she was hurt
was th at no m ale workers were assigned. The lack of male
aides, a problem in m any institutions, was discussed in in ­

Resident CB^H^iyas causing a disturbance on Wing 421. Officers Long, Addiego
and Santaip responded. Upon arrival, officers found erployee PCAKL BLAKE lying on
trte, floor in the hallway outside Wing 421; she had been knocked to the floor by
Resident mmtand seenod to have sustained a head injury, although there »vaa in
visible laceration. tE BLAKE was taken to iUngsbrook Hospital.

said: “Like M edicaid and Medicare, m arvelous ideas, but
w hen th e patients aren’t gypping it, th e doctors are; but it’s
a m arvelous idea.”
Craig D evelopm ental C enter director Nadine Hunter,
agreed th a t the problem o f assaults again st sta ff could be
“drastically reduced,” if the right therapeutic atm osphere
were m aintained. Like Dr. Barton, she felt th a t there will
alw ays be som e incidents because o f th e nature o f the work.
B ut it m ay be a long tim e until there are funds to
provide adequate staffin g , effectiv e training, w ell-designed
facilities, and everything else required to reach th a t level
o f perfection. U ntil th en . . .
“We do the best we ca n ,” Dr. Hunter said, “up to the
Umit o f m inutes in the day and th e num ber of em ployees
we have.”
A problem in perfecting the system to th e point where
assaults against sta ff are m inim ized is th at, according to
Alvin M esnikoff, New York City M ental H ygiene regional
director, “We are trying to do several th in gs w hich are
contradictory.”
T he goal is to rehabilitate people. There is also a need
for security. “You can run a secure place by locking every­
body up . . . but th a t doesn’t deal w ith th e problems o f re­
h abilitation and treatm ent,” he said.
A balance m ust be established where patien ts are free
to express feelings and yet are restricted from hurting them ­
selves and others.
“I think we c a n m ake som e m arginal gains in the
selection o f em ployees and training, in better leadership
and weed out the ones who aren’t good,” Dr. M esnikoff
said.
He cites these other increm ental steps: the discharge to
alternative settings o f patients who do n o t belong in hos­
pitals; th e establ^ hm ent o f carefully used secure settin gs
for episodes o f disruptive behavior; effective use o f m edica­
tion, and encouragem ent o f com m unication betw een p atien t
and sta ff.
“But w hen w e’re struggling to ju st m aintain a nurse
on a ward overnight, there’s a problem,” Dr. M esnikoff said.
Progress toward the ideal atm osphere where morale is
high, everyone is involved, and patien ts are being rehabil­
itated, would, in Dr. M esnikoff’s view, require the sta te to
tap the strengths o f the voluntary hospitals and m edical
schools.
“I don’t think we can do it alone,” he said.
In New York City, the sta te is a large provider of acute
care. A cuteness and disruptive behavior are related. Dr. Mes­
n ik off’s plan would result in th e city, sta te and voluntary
facilities sharing the burden o f acute and chronic care more
evenly.
T he expectation is th a t people would be better served If,
in each com m unity, the m ental h ea lth facilities were inter­
related and available to all, regardless o f whether hospital
or agency sponsorship was private, sta te or city.
For exam ple, M anhattan P sychiatric would be divided
into perhaps ten treatm ent areas, corresponding to geogra­
phic com m unities in M anhattan. City and state hospitals
and other agencies would share responsibility for the m en­
tal h ea lth care o f people who lived in their com m unity. A
person needing care m ight be adm itted to a local hospital
or to h is com m unity’s area o f M anhattan Psychiatric.
T he advantage to those being treated would be less
anonym ity, less chance o f being lost in th e system , or
dum ped w ith no follow -up care.
T he hospitals and agencies w hich shared responsibility
for th e p atient while he was at M anhattan, would continue
th eir involvem ent after th a t p atien t was discharged.
Such a system would pr(^ably m ean an im provem ent in
w orking conditions for sta te em ployees. First, w ith private
hospitals and m edical schools involved, improved training
could be expected. There would also be a greater variety o f
p atients and opportunities w ith w hich workers could becom e
involved.
Most im portant, hijgh-risk assaultive patients would not
be concentrated in the state facilities. At som e upstate h os­
pitals, such a s Marcy P sychiatric Center, near Utica, where
there is a deep sense o f com m unity, th e level o f assaults

assaults, seem s more likely in a com m unity-based system .
Olive P itt h as been a head nurse at Bronx P sychiatric
Center for the last four and a h a lf years. During th a t period
she has been assaulted and seriously injured three tim es,
m ost severely three years ago, w hen an adolescent gajshed
her over the eye w ith a soda ca n tab.
She suggested th a t separate wards for adolescent p a­
tien ts m ight reduce the assault problem, because th e adol­
escent patients, she said, tend to be the m ost violent.
Ms. P itt and other Bronx Psychiatric C enter workers
told stories about chronically ill patients in th eir 70’s being
beaten by adolescents who live on the sam e wards.
A sim ilar problem was also m entioned by Santo DeVito,
president o f the Civil Service Employees Association Local
a t Syracuse D evelopm ental Center, where he said th e m ixing
o f aggressive young clien ts w ith old people h as created
IM ^blems.
Syracuse deputy director, Chuck Soper, responded th a t
a particular adolescent resident who used to a ttack everyone,
including sta ff, now on ly “teases and som etim es physically
attacks, not severely . . . th e older clients on th a t u n it.”
The problem w ith separating th is clien t from th e older
people, according to Mr. Soper, is th a t th e m an functions
a t a high level and should soon be returned to th e com ­
m unity. Elim ination o f th e assaultive behavior toward old
people m ust be accom plished before th e clien t is released.
But he could not lea m th a t lesson on a unit w hich did not
.in clu d e old people.
“He has to learn to a ct appropriately w ithin a group
th a t h e ’s going to encounter in the com m unity,” Mr. Soper
said.
Dr. M esnikoff offered another reason why it m igh t not
be best to segregate adolescents: “You take all th e violent
people and put them , together, you have a real problem on
th e ward. You have a culture o f violence. If you p u t the
chronic patients together th en there’s no stim ulation.”
One solution Is to have clien ts live together, integrated
according to the com m unity from which they com e. This
provides the kind o f stability w hich Dr. M esnikoff described
in the plan to interrelate all facilities and agencies accord­
ing to com m unity and regardless o f sponsorship.
However, the clien t could spend his days in programs
exclusively w ith other adolescents, or w ith others who have
sim ilar problems.
At Bronx P sychiatric a special program is being de­
veloped for the 16-to-18-year-old group. They would not be
m ixed w ith older clients. T he value o f integrating clients,
and having them react to th e m ixture o f people will be lost
w ith such an arrangem ent. But it m ay cut down th e num ber
o f assaults against s ta ff and other patients. T he atm o­
sphere resulting from th a t change could only en h an ce
therapy.
One final clinical consideration. A director, who asked
n o t to be nam ed, said th a t he would support th e “judicious
use o f adversive stim uli.”
“T hey are com pletely harm less electric stim uli. F righten
people. B ut because o f th e em otional connotation—^people
call it a cattle prod—we are not using it,” he said.
There was no support for such a proposal from other
directors Interviewed. Mr. Soper said, “The th in g th a t
bothers me is th a t we becom e very creative in our adversive
approaches and very lax in our positive approaches to aw ard­
ing appropriate behavior.”
He suggested th a t reinforcing positive behavior would
be a more effectiv e approach th an punishing unacceptable
behavior. Locked wards, other forms o f Isolation and various
other m easures th a t tea ch clients th a t there are con se­
quences to pay for assaultive behavior have been successful
at several institutions.
But as far as adversive stim uli, as Dr. Barton said,
“From th a t to torture Is such a fine line, it’s best n o t to
even embark in th a t direction.”

greater the chances o | catching veneral disease
are. VD is so widespread th a t it ranks only second
to the common cold.
Veneral disease is a serious problem. Left u n ­
treated, it cripples, paralyzes, sterilizes, blinds and
kills. The im portant thing for all of us is to know th a t it can be
treated m ost effectively. Most counties in New York S tate have free
VD clinics th a t anyone of any age can visit to receive confidential
treatm ent.

foUowing toll-free num ber: 1-800-523-1885. Your caU wUl be treated
confidentially and you will not be asked to give your name. Tlie
following VD facts will possibly help someone to make a n im porant
decision:
• G onorrhea is the most common veneral disease. Infection is
widespread.
• Some people think syphilis and gonorrhea are th e same dis­
ease. They a re n ’t. You can. however, have both a t th e sam e time.
• Gonorrhea symptoms usually appear in men w ithin a week or
two after infection—a discharge from the penis or a painful urination.
Women m ay have no noticeable symptoms. O ften th e only way men
and women learn they have a n infection is when th eir p artn ers w arn
them.
• U ntreated gonorrhea can cause sterility, gonoccoccal arthritis,
and pelvic inflam ation. It can also cause abnormal pregnancy. A child
born to an infected woman may become bUnd afte r birth.
• Syphilis can be as deceptive as gonorrhea. Men m ay notice
symptoms in the first stage—an open, painless sore called a chancre.
With women, or male homosexuals, the chancre m ay be Internal and
may go unnoticed because it is painless.
• The symptoms of the second stage of syphilis m ay also go
unnoticed, or be attrib u ted to another cause. Symptoms may include
a general body rash, a rash on the hands or feet, or a rash on the
genitals.
• In time, the noticeable symptoms of syphilis will heal, but th e
disease stays on. Eventually, syphilis causes crippling, blinding, h ea rt
disease, or insanity. I t Is also possible for a pregnant woman w ith
syphilis to infect her in fan t before birth.
The best advise is to know how to avoid VD. You can become a
sexual isloate. If th a t’s not appealing, there is a b etter way. If
interested, contact your local, county, or state health departm ent.

AFFIRMATIVE ACTION GUIDELINES UNCONSTITUTIONAL?
The Equal Employment O pportunity Commission’s proposed
guidelines for affirm ative action employment programs are uncon­
stitutional and unlawful and should be withdrawn, according to the
A nti-Defamation League of B’nai B’rith. In a letter to EEOC chair­
person Eleanor Holmes Norton, the league said the guidelines con­
travene the 1964 Civil Rights Act and th e due process and equal
protection clauses of the Constitution by effectively barring “reverse
discrim ination” victims from seeking relief. ADL said it shares
"EEOC’s perception th a t racial, religious and sex groups are still
excluded from areas of American enterprise,” b at the proposals are
“a step in the wrong direction.”

675 probation officers applied
for postal Jobs last week a t M an­
h a tta n ’s G eneral Post Office to
protest th eir probation officer
salaries.

formed United Probation Officers
(UFO) union. They applied for
postal clerk-carrler positions,
which sta rt a t $13,604. Probation

For the benefit of new officers,
Mr. Moore discussed th e back­
ground of the CSEA, as well as
the new staff structure and goals
of the organization.
