possibly back down when taking
care of the Federal workforce and
expect it's wishes to be heeded
by the captains of organized labor.
A Proper Concept
Federal employees have been
put off steadily in their efforts
to gain comparability with private
industry in wages and benefits.
This concept, first set forth
during the Kennedy Administration, has been accepted by all
parties as the goal In any wage
negotiations
between
Federal
workers and the Government since
that time. Prospects for the concept
becoming
reality,
after
significant advances last year,
seemed very bright right up until
the announcement of the Johnson
guns-and-butter budget in this
year's State of the Union message.
The Federal employee may wonder where he stands and why.
Crys of inflation are becoming
daily occurances in the pages of
the daily newspaper, resulting
largely from the recommendations
of the President's Council of
Economic Advisors that the 3.2
wage-hike guideline l>e strenuously imposed on any upcoming
salary talks in and out of private
industry. The relatively conservative economic line being proposed by the Administration has
been, at best, skeptically received
on the labor-management front.
Labor organizations are meeting
the restrictions with scorn and,
in most cases, carrying on with
wage demands deemed reasonable according to standard operating procedure, the cost of living and the influence of affluence.
Department of Labor representatives are being faced with resentment in the usually pleasant confrontations of organized labor and
a Democratic executive wing.
One union in Etenver is demanding a 16.5 peixjenit gain in
benefits and wages over last year.
That union's demands are an example of the feeling in craft unions thixmghout the countiy. The
Labor department in this re.spect
is considering turning down cont r a c t e d for Ooverrunent projects
who have not stuck to the 3.2
guideline.
All this points out why the Administration should be preparing
to vigorously oppose any wagehike for it's own employees exceeding the guMepost figures. And
II should, point out the danger of
inflation. But does it? Obviously
not as far as the average American wage earner and hie representatives at the bargaining table
are concerned.

salary legislation is assured of passage. I t should be. But
s u c h an important matter is not to be l e f t to c h a n c e a n d
until the bill is actually passed, public employees everywhere
should continue to let their legislators know t h e y w a n t t h e m

illness w a s received by t h e Commission. At t h e subsequent
trial, a Personnel D e p a r t m e n t investigator t e s t i f i e d t h a t h i s
inquiry revealed t h a t the doctor k n e w n o t h i n g about t h e
telegram bearing h i s n a m e . I n an e f f o r t a t rehabilitation,
t h e employee t e s t i f i e d t h e doctor gave h i m permission t o
send t h e telegram, but because of t h e doctor's a d v a n c e d
years t h i s h a d slipped his mind. The employee's t e s t i m o n y
as to w h y h e used t h e doctor's n a m e follows:
T h e whole t h i n g w a s I w a n t e d t h e verification. I
knew t h a t the Civil Service were tricky e n o u g h to try
to get me. You will see it in m y letters. S o I simply
s e n t a telegram, w i t h t h e doctor's permission. Naturally,
I put his n a m e to it becaues I a m n o t a doctor. T h a t
is how t h e y contacted t h e doctor, through t h e telegram.
Is t h a t not right? Do you understand? T h e point I w a n t
to m a k e is t h a t I did not rely upon t h e p h o t o s t a t copy
alone, or t h e original. I h a d to hav« some proof t h a t I
w a s ill a n d t h e only way I could put t h a t proof across
w a s by double check. I s e n t a telegram a n d I sent t h e
doctor's certificates.
MEANWHILE, THE Personnel Director ascertained t h a t
t h e employee h a d been convicted of several crimes. Also,
t h e employee h a d resigned f r o m a n o t h e r civil service job
while f a c i n g charges of Incompetency a n d misconduct.
THE PERSONNEL Director t h e n n o t i f i e d t h e a g e n c y
t h a t t h e employee's certification h a d b e e n revoked. G i v e n
10 days to submit his c o n t e n t i o n s i n writing as to his proposed disqualification, t h e employee d e m a n d e d a n appearance.
THIS DEMAND w a s n o t honored. Instead, t h e Personnel
D e p a r t m e n t told h i m h e was m a r k e d n o t qualified a n d
barred from City e m p l o y m e n t .
AS PERMITTED by t h e Commission's rules, t h e e m ployee appealed f r o m t h e disqualification t o t h e Commission
and w a s given a date to appear. Contending h e h a d a job
on t h a t date, h e telegraphed a request for a later date. T h e
telegram w a s disregarded, and t h e Commission denied t h e
appeal without h e a r i n g t h e employee.

The new health insurance benefits for retired City employees
and their dependents start April 1,1966.
Under a choice-of-plan program, the City will pay 75 per cent of
the cost of basic medical and hospital coverage for retirees and their
dependents until March 31,1967. Thereafter the City will pay 100 per
cent.
However, in the event the spouse or other dependents survive the
retiree, the City will not continue to pay for their health coverage.
It is important, therefore, that in making a choice of medical plan
you consider the kind of health insurance protection your surviving
dependents can expect once they leave the City program.
H.LP. takes pride in the fact that it is the only medical plan in
which surviving dependents can continue by direct payment the same
program of basic benefits they enjoyed while the retiree was alive. This
means continuing benefits for home calls and visits to family doctors
and specialists^ which will not be available to them by direct payment
under the other medical programs.
Both the retiree and spouse who are eligible for Medicare should
enroll now for Part B of Medicare in order to have, available the broad
program of benefits that H.LP. is developing to supplement the federal
program.

make It possible for qualified veterans to buy h o m e s for
their own occupancy on special terms.
THE BENEFITS In t h e FHA program are similar to
those In the OI h o m e loan program of t h e Veterans Admln^
Istratlon. T h e FHA program, however, is o p e n to veterans

who are not eligible under t h e VA program a n d to veterans
