High-Powered Drive U nder W a y In Behalf of County Employees ALBANY, Oct. 25 — A highpowered drive by the County Div­ ision of The Civil Service Em­ ployees Association rolled across New York State this week, h igh ­ lighted by organization campaigns in several counties. While public employees in Mont­ gomery, Fulton, Cattaraugus, Warren, Nassau and several other counties were in the process of establishing Association chapters, statewide reports showed active campaigns for salary increases in other localities. Beaching: Peak Charles R. Culyer, Association field representative, indicated this week that activity in the County Division was rapidly reaching a peak throughout the State. Pointing out th a t the Associa­ tion was prepared to carry its 1949 program into every section of the state, Mr. Culyer listed the fol­ lowing “centers of interest:” In Nassau All civil employees in Nassau County—county, city, village, town and school districts—have been invited to attend a meeting in Hempstead Senior High Sdiool at 8 p.m. October 27. Sullivan County The Village Board of Monticello has voted to give village employees coverage under the New York State Retirem ent Law. Action by the board had been sought by the Sullivan Chapter of the Associa­ tion. Herkimer and Suffolk Association representatives have met with salary committees of Herkimer and Suffolk counties re­ cently to discuss salary adjust­ ments for the coming year. As a result of the Suffolk meeting, Mr. Culyer reports further meetings are planned between the super­ visors and representatives of the Suffolk Chapter of the association. Otsego / ’ Recently in Oneonta, Mr. Cul­ yer appeared before the Board of Public S afety to present a request for salary adjustments for mem­ bers of the police and fire depart­ ments. The Otsego Chapter of the Association is vigorously backing the salary appeal. Schenectady County In other localities, efforts by the Association to obtain pay increases for public employees was bearing fruit. Pay increases were voted last week for public employees in Schenectady County, where an active Association chapter has been campaigning for .salary ad­ justments. Saratoga County Saratoga County has granted its employees a general wage boost of $200 and increased the auto travel allowance lor officials and em­ ployees, from six to eight cents a mile. N Y C to O ffe r H u n d red s of W e lfa re D e p t Jobs at $ 5 2 NYC will receive applications in an exam ination for Social Investi­ gator in January, President JoI seph A. McNamara, of the MuniI cipal Civil Service Commission, announced today. The written test will be held as soon as pos­ sible after the period for receipt of applications ends, and the pro­ mulgation of the eligible list will be rushed, he added. “The requirements in the new exam ination will be substantially the same as those in the last one,” he revealed, “except that educa­ tional credits will be extended to graduates of the following June.” Hundreds of jobs will be open. No Degree Required The liberalization of educa­ tional credits allows candidates to compete, subject" to high school or college graduation June, 1949. If the candidate does not attain the expected graduation, the credit claim is denied. The eligible list therefore is not expected to be out before June next, but will be out before the end of 1949. “The eligibles on the present Social Investigator list are hereby warned,” President McNamara re­ sumed, “that their list will be terminated just as soon as the new list can be promulgated. In other words, we shall terminate the existing list as soon as pos­ sible. “The new list would be out be­ fore the end of the year (1949) and any eligible on the present list, who wants a job, will have to act before the end of the year or lose his opportunity, and pre­ ferably should act much sooner.” As before, no college degree will be required. S. civil service officials are concerned over the snipinj? at the members of the new Fair Employment Board. This Iward was set up to deal with cases where discrimination i.<j charged on the basis of race, creed, color or reli^rion. Sniping began as soon as the names were announced, and most of it was described as petty. One member of the Board was de­ nounced because of the state lie lives in, another because he is an AFL membei', a third on the ground that the only interest ho has is “ti percent.” It is felt here that such snip­ ing cannot help the work of a board whose purpose it is to carry out tlie dtMnocratif concept of meiit. COMPETENT PERSONNEL OFFICERS FOR ALL DEPARTMENTS AND INSTITUTIONS WHEREAS, one of the out­ standing needs of successful per­ formance in all lines of business, public or private, where large numbers of workers are employed, is a competent personnel admin­ istrator on each level, and WHEREAS, this is especially vi­ tal to ellicient and economical administration of Civil (Jovernment, and WHEREAS, this feature of per­ sonnel administration has been largely neglected in the State Civil Service, THEREFORE, BE IT R E­ SOLVED, that the Association call upon the proper authorities to establish the position of Per­ sonnel Oilicer or Personnel Dir­ ector and to supply necessary facilities to such Personnel Officer or Director in each Department and Institution, or other agency of government where a substan­ tial number of workers are em­ ployed, and BE IT FURTHER RESOLVED, that such Personnel Officers or Directors shall be in the com ­ petitive class of the Civil Service. 32. DENUNCIATION OF SUBVERSIVE INFLUENCES WHEREAS, A prime duty of every citizen is loyalty to his government, respect for its laws and institutions, and a firm res.solve to safeguard and defend his birthright of freedom, and WHEREAS. It has transpired that agents of foreign govern­ ments have and are conspiring to implant in the minds of our citi­ zens a false ideology with intent to overthrow our laws and in ­ stitutions and replace them with a dictatorship and a form of government which have thus far yielded only moral degradation, brutality, poverty, fear and death to millions of human beings in many wide areas of the earth, and WHEREAS, The technique of those who would destroy our gov­ ernment is one of subtlety, spying and cunning infiltration of key positions inside and outside gov­ ernment, and WHEREAS. There is abundant evidence of attempts at infiltra­ tion in our national government and that there are organizations in our State devoted to similar ideologies and to similar attempts at infiltration and directly ap­ pealing to civil service employees of the State and its subdivisions, THEREFORE. BB IT RE­ SOLVED. That the delegates to this annual meeting of the Civil Service Employees Association. Inc., do hereby condemn and de­ nounce all Communist or other­ wise inspired subversive efforts of Individuals and groups, aimed at the destruction of our government. 33. LABOR B.ELATIONS IN GOVERNMENT WHEREAS, This Association is dedicated to the principle that the Government Is the servant and not the master of the people and that its objectives are to be attained by truly democratic methods, and its constitution fur­ ther provides that the Association, with the conviction that the peo­ ple are entitled to uninterrupted governmental service, renounces the use of the strike by public employees, and V/HEREAS, The arbitrary, re­ strictive and undemocratic pro­ visions of the Condon-Wadlin Act deny to public employees many of the fundamental rights and privi­ leges of citizens and have focused attention upon the fact that pub­ lic employees do not possess full freedom of association or full lib­ erty to discus grievances or prob­ lems with their superiors; and WHEREAS, It is necessary to establish appropriate machinery for consultation, negotiation and discussion of working conditions and other personnel matters a f­ fecting public employment; NOW. THEREPORB, BE IT RESOLVED, That the Association bend its efforts to bring about the adoption of the bill prepared by the Association providing for a Public Employment Labor Rela­ tions Act which will lay down the principle that it shall be the public policy of the State to en­ courage the practice and proce­ dure of joint, orderly and regular discussion and negotiation for the settlement of differences between public employees and the State, and its local subdivisions, and to protect public employees in the exercise of full freedom of associa­ tion, self-organization and dis­ cussion by representatives of their own choosing for the purpose of regular discussion and negotia­ tion of terms and conditions of employment or other mutual aid and protection, free from restraint, inteilerence or coercion. 35. MORE ADEQUATE REIMBURSEMENT FOR MEAL EXPENSE WHEREAS, the rules of the State Comptroller^ relating to al­ lowances for meals and lodging provide a limit of $9.50 per day with a limitation on the portion of this allowance which may be used for meals placed at $4.00 per day. and WHEREAS, it Is increasingly difficult to purchase food in res­ taurants and elsewhere at costs which will permit the limit re­ ferred to, THEREFORE. BE IT RE­ SOLVED, That the Association urge immediate request to the Comptroller for review of the rules in question and a more adequate allowance to purchase all meals. 36. IMPROVED WORKING CONDITIONS FOR NON­ TEACHING SCHOOL EMPLOYEES WHEREAS, There is wide var­ iance in the hours actually worked and wide discrepancy in the pay received by non-teaching employ­ ees of school system to the State of New Work, and WHEREAS, The Legislature of the State of New York has con­ sidered and enacted legislation tending to fix the hours of em­ ployment and minimum wages in diverse fields of public em­ ployment and particularly State Hospitals and Prisons and also, at its last session fixed a minimum wape for school teachers, NOW, THEREFORE, BE IT RESOLVED. That the Associa­ tion urges the enactment of laws to effectuate a standard program of adequate pa yand fair hours of employment for such non-teaching school employees. 37. MEAL CARD ARRANGEMENT RESOLVED, That the Associa­ tion recommends that meal cards be made available to employees in Institutions wherever meals are served to employees, such cards to be furnished at present meal rates, and that such cards be punched by the person in charge of the dining room only for such meals as are actually taken by each employee and that the em ­ ployee be charged only for the meals taken. 38. EMPLOYEE REPRESENTATIVE ON ALL PERSONNEL BOARDS OR COMMITTEES RESOLVED, Tlrnt the Associa­ tion urge upon the State Civil Service Commission and the local Civil Service Commissions, per­ sonnel officers and proper author­ ities of political subdivisions, that in accordance with modern per­ sonnel procedure, employees, sel­ ected by the majority of fellow employees in a democratic m an­ ner, should be included on all boards, committees »nd similar bodies established to consider per­ sonnel matters, or provision should be made for responsible consulta­ tion with such employee represen­ tatives before decisions are made on matters of such nature. 39. ESTABLISH PROPER TRAVEL ARRANGEMENTS AND REIMBURSEMENTS RESOLVED, That the State of New York as the Employer, and the Association as employee, joint­ ly undertake a study of the onthe-job automobile transportation needs of State employees, doing this with the intention of m ain­ taining this effort as ^ permanent and continuing activity, changing recommendations from time to time to that end that; (1) Proper automobile equip­ ment be furnished by the State and designated for the use of all and only its Employees*when it can be shown that this would fac­ ilitate the work of the em ­ ployee to the extent war­ ranting the investment, and could thus be justified over the alternative of paying the employee for his onthe-job use of his or her own car. (2) A proper scale be evolved for reimbursement for use by the employee of a per­ sonal car. 40. PROMPT SALARY PAYMENT I WHEREAS, it appears that ae:>pite excellent attention on the part of departmental agencies and the Department of Audit and Con­ trol and the Department of Civil Service to the processing of pay­ rolls, that m any instandes occur where pay checks to field employ­ ees and others are delayed beyond regular pay periods, and, WHEREAS, This is a serious matter to the employees concerned In that their obligations for neces­ sary purchases for themselves and their families are interfered with, with resulting distress, THEREFORE, BE IT RE­ SOLVED, That the Association urge upon each office of govern­ ment concerned that it adopt a policy which will assure that all pay checks are given priority and dispatched to the various field offices and employees so, as to reach them promptly and regular­ ly as pay periods occur. 41. TRAVEL TIME ALLOWANCES RESOLVED, That the Associa­ tion appeal to the proper authori­ ties to secure fo r'a ll persons re­ quired to travel in transferring wards of the state beyond the regular tour of duty compensating time off or overtime pay for all time spent in traveling. 43. UNEMPLOYMENT UNEMPLOYMENT COMPENSATION AND * EMPLOYMENT SERVICE WHEREAS, the service supplied under the Unemployment Com­ pensation and the employment service laws are indispensible to the welfare of workers generally throughout the State of New York and the United States and WHEREAS, the successful m inistration of these Laws been and is being seriously inti fered with by reason of unsou, and unreasonable financial pf visions for allotment of adminil trative funds, and WHEREAS, such unbusiness-ij practices have resulted also wholesale/dismissal at times, wiu out warning, of htmdreds of Service employees, and consequa severe distress for such worW and their families In this Sta THEREFORE, BE IT SOLVED, that the Associatij urge upon the Congress of « United States, the prompt ado tion of legislation to assume th all monies collected under 1 Federal Unemployment Tax, otherwise, for the administratl( of the laws referred to, be aut m atically and permanently ai propriated for such purpose ai deposited in the Federal 'r^ Fund, and shall be at all tin available for the administrate needs of the States, as require for the efficient and econoniici operation of the Unemploymei Compensation and Employmei Service Laws. 44. It is expected to be ready in a few weeks and will contain only those examination titles which present actual oppor­ tunities for employment. The jobs are in the metropolitan district. The arguments were made by The Civil Service Employees Association, which has made the reallocation of nursing jobs one of its top projects. William F. McDonough, Execu­ tive Representative of the Associa­ tion, opened the presentation with a plea to the Board to view the subject with a new outlook pred­ icated not only on the intrinsic value of the services rendered but also on the social significance of the nursing service, the need for encouraging it and the heavy de­ mands placed upon nursing per­ sonnel by official duties. Seven titles were discussed. P at­ terson, giving the statistics of ap>pointments and resignaiUons. Of 1,222 names certified, only 689 have been appointed, and there are 824 present vacancies. The resignations exceeded the a p ­ pointments. President McNamara Inclined to agree with Commissioner Hil­ liard that the experience in filling jobs as the result of the exam ina­ tion was disappointing. Cooks Learn to Cook; N e w Program Success ALBANY, Oct. 25—Twenty-four head cooks from the institutions of tile New York State Depart­ ment of Mental Hygiene are learning how to do it at the de­ partment’s new Food Service T iaining School. The school, at Hudson River State Hospital, in ­ cludes a fully-equipped food ser­ vice laboratory, it has be«n set up on a permanent basis. The school consists of a large assembly and classroom, library, offices, a large kitchen with tJie mofet up-to-date equipment for demonstration and practice, and ample space for refrigeration and storage. The quantity foods lab­ oratory is fully equipped in ac­ cordance with recommended specifications for institution Kitchens. All phases of m enumaking are to be studied. The school is under the direc­ tion of Mrs. Katherine E. Flack, the department’s director of nu ­ trition services, and Ilah M an­ chester, associate nutritionist. FitzGerald and others in April to void t ^ eligible lists for the positions of State Veteran Counselor and S en ­ ior State Veteran Counselor, Div­ ision of Veterans Affairs. Mr. FitzGerald heads a group of approximately 40 Veteran Counselors, presently employed, who charge illegality and irreg­ ularity. Samuel Resnicoff, counsel for the group, who obtained a stay restraining the State Civil Service Commission from making any ap­ pointments, explains that a con­ siderable number of intricate legal questions were considered by the court, requiring extensive research. The decision will be of paramount importance, said Mr. Resnicoff, as the court will be called upon to pass upon the authority of the Commission to delegate its func­ tion to prepare examination questions. The Civil Ser­ vice Commission will decide this week exactly what examinations will be Included, but it is oxy 3Cted t)!;;at three of the opencompetitive tests will be for rtousing Assistant, Dietitian and Accountant jobs. There will be written tests for these three. For the Dietitian exam a college de­ gree will be required. There will also bo about a dozen of the many .subway pro­ motion examinations listed in n i e LEADER, October 12 Issue. Besides, there will be a few tests for medical titles. No Steno Test Yet Not included in tiie list is the examination for Stenographer. When this is announced the Com­ mission will bepin an experiment in having an examination con­ tinuously open. The experiment probably will start with the Dec­ ember serif's, and Typist. Zaretzki Favors Adoption Of Mitchell Preference Bill Department, who at th a t particu­ lar time were working 84 hours each week. Aside from fire and smoke, fatigue is the worst enemy of a fire-flghter. The NYC Fire­ men, during World War n , were' compelled to work these arduous hours. The frequency of line of duty injuries reached an all time high of 400 each m onth—these men being injiu-ed responding to alarms or injured in fighting fires. The fatality rate was exceedingly high. Statistics Confirm Improvement “During the past 12 months, seven Firemen were killed in the discharge of their duty, consider­ ably fewer than during the war period. The line-of-d uty injuries have been reduced to approxim­ ately 200 a month. In the early part of this administration, the average m an-days of sick leave amoimted to approximately 12,500 each month. On the occasion of inaugurating the new system of hours during the m onth of Janu­ ary, 1948. sick leave was reduced to 7,500 m an-days for that par­ ticular month. “At the time of the establish­ m ent of the straight three-platoon system, the quota of Firemen for carrying out these working hours was 9,444. During the past two and one-half years, I have been able to change assignm ents and adjust the working conditions so that this quota has been reduced to 8,756, a saving to the City and to its taxpayers of $2,855,200 each year. “Under the above circumstances, I sincerely appeal to my fellow citizens to vote ‘Yes’ on Proposi­ tion No. 1 and by so doing legalize the present hour system and con­ tinue the improvement of the eflBciency, morale and health of the NYC Firemen.” UFA Rally for EUgibles The Uniformed Firemen’s As­ sociation, which is leading the drive for the enactm ent of the Proposition, will hold a mass rally tomorrow (Wednesday) at 8 P.M. in Washington Irving High School, Irving Place and 16th Street, to Insure active support by present and prospective Firemen eligibles. President John P. There are more than 2,000 proV'sionals In the title. The Commission is already apying the policy of rushing the igible lists for those titles in which there are the greatest num ­ ber of provisionals. The Medical-Physical Bureau, of which Paul M. Brennan is director, would have to process a large number of prospective eliibka quickly, so that around ,000 medically acceptable would be on the list, and the Bureau o f Investigation, af which Edward Dobbins Is director, likewise would have to approve an equal number. S f R«ady for Fast Pace ‘‘I have notified the Commis­ sion, said Mr. Brennan, “that the Medical-Physical Bureau is ready to proceed at a fast rate, just as soon as the Auto Engineman med­ icals are completed.” The scheduled dale for the completion of the Auto Engineman medicals Is November 15, and the Medical-Physical Bureau would be ready to start the next day on the Clerk, Grade 2 candidates. "The Investigation Bureau really sets the pace,” explained Mr. Brennan, “for the M edical-Phy­ sical Bureau can do its part of the work faster than investiga­ tions can be completed.” Time-saving Method The investigations, which deal with character, takfe more time. The policy of combining the in ­ vestigation and medical test on the same days for the same can ­ didates, Inaugurated in the T y­ pist Grade 2, test, is being pur­ sued also in the Clerk, Grade 2 examination. The candidates fill out the personal history cards when they appear for the medical, which is only a qualifying test. This method makes matters easier for the candidates and also ex­ pedites the work of the Commis­ sion, said President Joseph A. McNamara. He added that the Commission probably could pub­ lish the list next month. The Commission has refrained from publishing lists wholly sub­ ject to war veteran preference claims, medical test and Investi­ gation, to avoid appointments that may have to be revoked. The Commission would promulgate the list, so that it would be useful for ap ­ pointments, as soon as all dis­ abled war veteran preference claims are cleared by the Veterans Administration. There are not m any such claims, as the list consists mostly of women. The disabled veterans would be cer­ tified at once and non-disabled veterans next, as soon as a sub­ stantial number of their claims is perfected. The list is now in the Com­ mission’s computing room, where scores are being checked and rel­ ative positions of eligibles estab­ lished on the basis of percentage. The appointment order will be different because of war veteran preference. In January, 1947, the Comp­ troller made a determination dis­ missing all of the claims filed foa* prevailing rate of wages on the grounds that the provisions of the Labor Law were not appli­ cable to employees who were graded. In February, 1947, Michael Cor­ rigan, on behalf of the Structure Maintainers and Structure Maintainer Helpers, instituted a pro­ ceeding to set aside this deter­ mination. Secretary William Jerome Daly has sent to heads of departments, divisions, bureaus and offices, by authority of the Board of Trans­ portation, the first of a series of five weekly bulletins constituting an office primer on correspond­ ence, office practice, forms and styles, with some hints on how to write letters. Under the heading of “General”, the bulletin counsels employees to keep abreast of events by reading daily newspapers and civil service newspapers “about matters con­ cerning your City and your job in the Board of Transportation.” The employees are advised that the title “Honorable” should be used only for those elected to pub­ lic office, or cabinet members or representatives of foreign govern­ ments. The District Council asserts that many Auto Engln,emen are directly concerned with asphalt work operations ahd therefore are fully qualified to compete in the designated promotion examina­ tion. Police Commissioner Arthur W. Wallander will appoint Patrolmen (P.D.), effective November 1. He had hoped to be able to appoint 500, but Budget Director Thomas J. Patterson had called attention to the appointments beyond schedule that had been previously authorized and made, emphasizing the budgetary difficulty of pro­ viding any more Patrolmen at this time than 350.
