NORTH PENN SCHOOL DISTRICT Administrative Regulations 1501(a) COMMUNITY RELATIONS Communication With Public Community Television Channel District administrators recognize the unique opportunities and responsibilities which accompany the assignment of an educational community cable channel. With increased use of North Penn Television, the educational channel assigned to the North Penn School District, there exists the need for decisions about programming, announcements, advertising, and policy positions. Management of North Penn Television is assigned to the office of school & community engagement, more specifically, the coordinator of communication media and television specialists. These individuals will make program decisions with direction from the superintendent and advice from members of the superintendent's cabinet. This philosophy should guide the management of North Penn Television: • North Penn Television will be maintained and operated by the North Penn School District to create programs which educate the general public regarding the district's vision, mission, goals, and ongoing responsibilities. • The primary focus of programming will be analysis of the district's comprehensive curricular and co-curricular programs and the work of the board. • Those who manage North Penn Television must strive to maintain the highest standards of fairness and balance in programming content. • Programming for North Penn Television must be sensitive to "prevailing community standards," the diversity of the community, and the sensitivities of religious, ethnic, and special interest groups. • The district will work to create partnerships with business and industry representatives which foster a collaborative agenda and promote the vision and mission of the school district. These partnerships may result in the acceptance of monetary contributions, and/or human resources, to enhance quality programming efforts. Guidelines for the daily management of the channel include, but are not limited to, the following: • Emphasis for programming should be based on the district's fundamental responsibility for curriculum and instruction. Co-curricular activities should also be featured as important to the comprehensive goals of the district. • Involvement of students and staff in all aspects of production and program planning is expected. Students at all grade levels should become involved in the production of appropriate educational television programs. Teachers and other staff members are encouraged to interpret the goals and programs of their school or department through the creation of quality programs. CONTINUED ADM. REG. 1501(a) 8/13/09 srk 1501(b) • Promotion of attendance at district sponsored events should be encouraged by announcements and appropriate program publicity. The channel may broadcast announcements for fundraising, activities sponsored by student groups, Home and School Associations, and other parent support groups. • Management of North Penn Television must include careful scrutiny and routine challenge to all requests for publicity and promotion by community groups. While the educational channel exists as a community service, it does not exist to publicize the activities of community groups that are unrelated to district programs.
