RIVERVIEW SCHOOL DISTRICT NO. 407 CARNATION, WA 98014 Minutes of Board of Directors’ Meeting September 22, 2009 District Office – Conference Room A/B CALL TO ORDER Mr. Bawden, Board President, called the meeting to order at 7:02 PM, followed by the Pledge of Allegiance. MEMBERS PRESENT Mr. Bawden, Mrs. Van Noy, Mr. Pflugrath, Ms. Oviatt, Mr. Edwards Student Representatives: Ms. Bawden, Ms. Fields COMMUNICATIONS, AGENDA ADJUSTMENTS, AND HEARING OF PUBLIC Mr. Bawden announced the Board held a Work Study on budget and levies prior to the meeting. The next Work Study is scheduled for September 29, 2009 on the WSSDA Conference presentation and the NSBA Conference in April. The Board felt more discussion was warranted on the levy election and decided to hold another Work Study on levies on October 6th, from 78:30 PM, after the Roundtable. The Board will also hold a breakfast Work Study on Board Goals on October 8th at 7:00 AM at the Raging River Café in Fall City. Mr. Bawden noted the Tolt Middle School Ribbon Cutting Ceremony for Howard Miller Athletic Field will be on September 24 at 3:15 PM, prior to the Chief Kanim football game. Mrs. Van Noy and Mr. Edwards will be attending. Mr. Howard Miller will be cutting the ribbon with Ms. Gavigan. Mr. Bawden said he spoke with Phil Gore from WSSDA about the Board piloting a selfassessment provided by WSSDA. A packet will be coming to Board members shortly. Mr. Bawden enjoyed the Cedarcrest Curriculum Night and was very impressed in Ms. Aitken’s classroom with the active board demonstration. Mrs. Van Noy mentioned that September 14 was United Way’s “Day of Caring,” and she was at a homeless event at Quest Field attended by Governor Gregoire and her Cabinet, as well as Randy Dorn, State Schools’ Superintendent. She was able to speak with Superintendent Dorn at length about strikes and technology in our schools. On a personal note, she enjoyed her hike in the Olympic Peninsula last week. Mr. Pflugrath attended the Career & Technical Education Advisory Committee kickoff, noting the biggest change is the middle school program this year. Quite a few middle school teachers were there. Riverview has three middle school teachers who will obtain their CTE certifications by next year. Mr. Pflugrath went to Hopelink Open House at Duvall Place last week, and visited their family emergency housing. Afterwards, he was able to talk with Friends of Youth members and Representative Roger Goodman about more preventative measures in relation to drugs and kids. -1- COMMUNICATIONS, AGENDA ADJUSTMENTS, AND HEARING OF PUBLIC, Cont. Ms. Oviatt attended Cedarcrest Curriculum Night also. She mentioned an email received from Cedarcrest High School on a self-evaluation survey of parents, staff, and students provided by Center for Education Effectiveness. It will be an inclusive survey where we can compare ourselves to state data. She attended the Cross Country meet today and talked to the new Athletic Trainer who is excited about getting a refurbished golf cart to benefit students who get hurt in activities. Mr. Edwards had the opportunity to attend the Monroe Miracle League Field Grand Opening. He also received the Official Proclamation from the City of Duvall congratulating the Cedarcrest High School Drill Team, Adam Candland for Track and Field, and the Baseball Team on their state championships. Mr. Edwards attended the Tolt Middle School Curriculum Night and enjoyed hearing how impressed parents were with the new remodel. Ms. Fields added that the active board is used regularly in AP Calculus and it makes things a lot easier. Agenda Adjustment Motion 09-53: To amend the Consent Agenda, Personnel Actions, and also by adding Item E. Approval of Out-of-State Travel for Marc Hillestad. (Pflugrath and Van Noy) Unanimous. CONSENT AGENDA Motion 09-54: To approve the September 22, 2009, Consent Agenda as amended. (Oviatt and Edwards) Unanimous. Approval of Regular School Board Meeting Minutes for September 08, 2009 Approval of Warrants General Fund Warrant No. 172878 through 172916 in the amount of $98,488.22, No. 172920 through 172963 in the amount of $25,793.95, and direct deposits of $95.77; Capital Projects Fund Warrant No. 172877 in the amount of $38,878.80 and No. 172964 through 172966 in the amount of $16,895.66; ASB Fund Warrant No. 172917 through 172919 in the amount of $598.82, and No. 172967 through 172974 in the amount of $1,503.04; and Private Purpose Trust Fund Warrant No. 172975 through 172984 in the amount of $14,442.79. Total payroll for September 15, 2009 was $3,877.78 which includes General Fund Warrant No. 172985 in the amount of $472.21, and direct deposits of $2,710.08. Approval of Personnel Actions, as amended Approval of Service Contracts Approval of Out-of-State Travel for Marc Hillestad -2- OLD BUSINESS Construction Update Sean Ryan, Project Manager, updated the Construction projects. Carnation Elementary Remodel Design Development drawings have been completed and the design team has started developing the Construction Documents. The SEPA checklist draft was completed today and forwarded to the design team for comment prior to publishing the final document. Erickson McGovern provided the Design Development estimate on September 22, 2009. Preliminary analysis indicated that the project is currently under budget. Cedarcrest High School Field Improvements Erickson McGovern and AHBL, Civil Engineers, are working on developing the routing of the tight line in conjunction with the adjacent property owner for storm water management. Cedarcrest High School Remodel CDK is gathering the close-out documentation to submit for final acceptance. Cherry Valley Elementary Remodel Design Development is nearing completion. The SEPA checklist draft has been completed and forwarded to the design team for comment prior to publishing the final document. Riverview Learning Center Design Development has been completed and the design team has started on developing the Construction Documents. Erickson McGovern is to provide the Design Development estimate for budget analysis by mid October. Tolt Middle School Field Improvements The contractor is performing ongoing field maintenance until final project acceptance by the School District. The Ribbon Cutting Ceremony is scheduled to occur on September 24 at 3:15 PM. Tolt Middle School Remodel The project achieved Substantial Completion on August 28, 2009 when the Fire Marshal and the City of Carnation gave authorization to occupy the buildings. Erickson McGovern is working with the district to finalize the list of corrective items that Allied Construction is to repair prior to Final Completion and Acceptance. The building mechanical systems are currently being tested and calibrated for optimal performance in the commissioning process. -3- OLD BUSINESS, Cont. Strategic Plan Status Report Dr. Smith reported the following ongoing tasks are being addressed appropriately: 2/A/1: Effectively manage the budget process to maintain a 5% uncommitted general operating fund balance. 2/A/2: Provide monthly financial reports to the School Board. 2/B/1: Report on the development of the remaining four capital projects and their respective timelines. 3/C/1: Continue to include a communications/staff-student-parent-community relations component as part of new employee orientation. Goal 1: Increase the academic achievement of all students. Objective B: Improve State assessment scores in reading, writing, and math to meet or exceed 80% of students meeting standard with 60% of students meeting or exceeding standard in science by 2010. Task 1: Implement Student Online Assessment Resource (SOAR), an on-line student assessment data repository system that is highly assessable to teachers. Dr. Smith explained WASL information has been uploaded and is available for teachers and administrators. Last year’s fall and spring writing assessments are also uploaded and teachers will be pushing in fall writing scores themselves. We will be implementing Measurement of Academic Progress (MAP) in math (K-10) during the month of October. Teachers will receive training on MAP on October 1. Objective D: Implement Professional Learning Communities (PLCs) Task 1: Train administrators and selected teachers in PLC model. PLC training occurred last May with Scott Poirier from WEA. PLC teams look at student data or trends in their classrooms, then come up with a professional development goal, and determine how to address that goal. The principals are doing variations at their Ad Council meetings. 2009-10 Board Roundtables Dates have been set for the Board Roundtables. The Board reviewed “Purpose, Process, and Payoff” for each session. It was suggested the middle school/high school students’ Roundtable be more specific on discussion topics, such as (1) does the curriculum adequately prepare you for the WASL, ACT, SAT, etc.; (2) does the curriculum keep students engaged in learning; (3) do students respect the administration and teachers and vice versa; (4) how is the food and vending machines; (5) drugs, alcohol and safety of students; and (6) where do students see technology in our schools going. For the high school athletic Roundtable, Ms. Oviatt will work on specifics. Mr. Pflugrath will work with the various entities on the health and human services Roundtable, and Mr. Bawden will speak with Dr. Smith on the Math Curriculum Team Roundtable. Second Reading, Policy 4040, Use of School Facilities Motion 09-55: Unanimous. To approve Policy 4040 for Second Reading. -4- (Pflugrath and Van Noy) NEW BUSINESS First Reading, New Policy 3086, Student Sports – Concussion and Head Injuries The Zackery Lystedt law was passed during the 2009 legislative session for protection and preventive measures against brain injuries and concussions for student athletes. The first part of the law addresses nonprofit youth programs in which such programs must provide a statement of compliance with policies for the management of concussion and head injury when using district facilities. The second section directs school district boards to work in concert with the WIAA to develop guidelines, information sheets and forms to inform and educate coaches, youth athletes and their parents of the nature and risk of concussion and head injury including continuing to play after a concussion or head injury. A major part of the law is the requirement for districts to collect signed concussion and head injury information sheets on an annual basis from the youth athlete and the athlete’s parent. The district must have this information on file prior to the athlete’s initiating practice or competition. Until this acknowledgment is received, the student may not participate in competitive district athletic activities. Motion 09-56: To approve Policy 3086 for First Reading. (Edwards and Oviatt) Unanimous. REPORTS Student Representative Report Ms. Fields reported as follows: ASB is in full swing with Homecoming planning; the game is on October 2 vs. Kings and the dance is on October 3 at Union Station in Seattle. There are two pre-homecoming assemblies. One is this Friday with a fashion show for the spirit days next week, and one is next Friday to announce royalty and arouse school spirit for the game. ASB is working on making some ASB t-shirts to wear for leadership activities with other schools. FFA is starting their Blue and Gold Tour on October 1, which is open to anyone interested in joining. DECA had their first meeting today and are working on planning a laser tag event, as well as planning for the DECA Fall Leadership Conference in October. FBLA members had their first meeting; the student store is up and running, and one project is to make Cedarcrest green. Ms. Bawden then continued the report: NHS officers are preparing the applications for this year’s members. ConnectedEDU students are awaiting their first meeting. Cedarcrest football team is undefeated so far, with a game this Friday at South Whidbey and next Friday is Homecoming against Kings. Cross Country had a great first meet with 6 girls and 5 boys each placing in the top 7. Their second meet is today at McCormick Park and another big meet on Saturday at Lake Sammamish State Park. The first relays held at Tahoma had the students running through 50 feet of water on their trek. Volleyball’s next game is Wednesday at Granite Falls. Girls’ soccer has a game today at Kings and Thursday at Granite Falls. -5- Superintendent Report 1. 2. 3. 4. 5. 6. 7. 8. 9. The superintendent attended the Hopelink ribbon cutting at Duvall Place, along with Dan Pflugrath, Ken Heikkila and Ray LaBate. The facilities were impressive, with apartments for needy families. He noted approximately 1000 families were eligible for low income housing, but only eight families were able to be accommodated. Representative Roger Goodman was also present. Tomorrow, the superintendent will provide a slide presentation on the newly remodeled buildings to the Duvall Rotary. Cherry Valley Elementary school is again being recognized as one of the 5% highest improving schools in the state for reading and math achievement over the past five years. An awards luncheon will be held this Saturday at the City University of Seattle’s Renton Campus, with Dr. Smith and Principal Becker attending. Previously OSPI recognized Cherry Valley in 2007 as a “School of Distinction;” however, the award now is called “Great Schools” and is presented by Phi Delta Kappa International-Washington State and the Center for Educational Effectiveness, using the same criteria as OSPI. There will also be a school assembly presentation in the near future. He thanked the school board members for attending the ribbon cutting ceremonies prior to the Cedarcrest and Tolt Curriculum nights. The next ribbon cutting will be on September 24 at 3:15 PM for the Tolt Middle School Athletic Fields, at Howard Miller Field with a football game following against Chief Kanim Middle School. Application was made to OSPI and a grant received to sell $11,600,000 of no interest/tax credit bonds within the next 120 days. This can save taxpayers the interest on $11,600,000 if a buyer can be found. Mr. Adamo and the superintendent attended two school election workshops sponsored by Seattle Northwest Securities and by D.A. Davidson. Wendy Tumbleson, Schools Committee Chair, and Anthony Smith were able to attend the D.A. Davidson workshop. Both events were extremely informative and will assist in explaining to voters the importance of renewing the four-year maintenance and operation levy and the technology levy during the February 9, 2010 election. The Riverview Education Foundation Golf Tournament will be held on Saturday, September 26, at the Trilogy Golf Course in Redmond. Wednesday, September 30, the annual Tolt Dam Evacuation Drill for Tolt Middle School, Carnation Elementary and the District Office will be held at 9:30 AM, with this year being a partial drill only. Mr. Robertson and Dr. Heikkila will be attending the Fall WASA Conference at SeaTac on September 29 and 30. The conference will focus on ARRA stimulus funding.
