North Penn School District Lansdale, Pennsylvania 19446 General Conditions for Proposal 1. The North Penn School District Board of School Directors invites vendors to submit request for proposal for the Installation of Classroom Audio Visual Equipment. 2. Proposals will be accepted until 2:00 pm on Friday, February 8, 2013, at which time they will be opened at a public meeting at the Educational Service Center, 401 E Hancock St., Lansdale, PA. 3. The proposal should be submitted in a sealed envelope and clearly marked on the outside, “Installation of Classroom Audio Visual Equipment”. 4. No charge will be allowed for federal, state, or municipal sales or excise taxes, for which the school district is exempt by law. The proposal price shall be net and shall not include the amount of any such tax. Exemption certificates, if required, will be furnished on forms provided by the bidder. 5. On proposals for Services involving the furnishing of labor and/or materials, the successful bidder shall be required to furnish performance and payment bonds in the amount of 100% of the bid. 6. On proposals for Services involving the furnishing of labor, materials, and/or equipment, while said Services are being performed the successful bidder must maintain in full effect the following minimum insurance coverage: 6.1 Workers' Compensation. 6.2 Comprehensive public liability in the sum of $100,000 for each person and $300,000 for each accident, including contract liability. Such shall be endorsed with a save harmless clause in favor of the North Penn School District, its officers, members, and employees. 6.3 Property damage in the amount of $50,000. 6.4 Automobile and truck insurance in an amount not less than $300,000 on account of any one accident, and property damage in amount not less that $50,000. 6.5 If special hazards, such as might result from blasting, represent a possibility, these shall be covered by a rider to the policy or policies in an amount of not less than $50,000. Prior to the beginning of the Service, etc., to be performed, a certificate of insurance shall be furnished to the School District showing the insurance coverages required above. The Contractor shall assume full responsibility for loss of life and property, injuries to persons, including all employees of the Contractor or Subcontractors. 7. DISCRIMINATION PROHIBITED: According to Section 755, Public School Code of Pennsylvania, 1949 as amended, the contractor agrees: 7.1 That in the hiring of employees for the performance of work under this contract, or any sub-contract hereunder, no contractor, subcontractor, nor any person acting on behalf of such contractor or sub-contractor, shall, by reason of race, creed or color, discriminate against any citizen who is qualified and available to perform the work to which the employment relates; 7.2 That no contractor, sub-contractor, nor any person on his behalf, shall in any manner discriminate against or intimidate any employee hired for the performance of work under this contract on the account of race, creed or color; 7.3 That there may be deducted from the amount payable to the contractor under this contract, a penalty of five dollars ($5) for each person for each calendar day during which such person was discriminated against or intimidated, in violation of the provisions of this contract; and, 7.4 That this contract may be canceled or terminated by the School District, and all money due or to become due hereunder may be forfeited, for a second or any subsequent violation of the terms and conditions of the contract. STANDARD OF QUALITY: The various materials and products specified in the specifications by name or description are given to establish a standard of quality and of cost for bid purposes. It is not the intent to limit the acceptance to any one material or product of lesser quality would not be acceptable. This RFP is for classroom audio visual system installation in 21 classrooms spread across seven elementary school facilities in the school district. This specification covers the requirements for a company to install classroom audio visual systems using system components listed herein. These systems are intended to work with school district resources to supply a complete instructional technology system that can be arranged in multiple configurations. Flexibility, integration of multiple sources, and potential for compatibility with future technologies are essential to this concept. The work covered in this document consists of furnishing all labor, materials, and services necessary to install a complete audio visual system as indicated in these specifications. SYSTEM DESCRIPTION: Provide a complete audio visual system for classroom sized for approximately 30 students. The system shall consist of a wall mounted interactive projector, control system, and audio amplification. Audio and video source equipment interfacing and wall control location shall be located on the same wall as the projected image. A single interface panel shall provide for HD15 video, 3.5mm audio, RCA composite video and audio, and USB type B connectivity as close to the center of the room as possible. Projector shall be installed in such a way as to maximize the projected image size on existing white board surface. The system power, audio amplification, and control interfacing shall be concealed in a specified ceiling box located near the projector location. Equipment Requirements GENERAL: 1. All system components shall be correctly listed and labeled by Underwriters Laboratories Incorporated (UL) for their intended use. 2. All cable shall be fished in-wall unless agreed by owner to be impossible or impractical. 3. Component manufacturers and parts numbers shall be consistent across entire project. FIXED: The following equipment shall be utilized in system design as described. System shall be all-inclusive, installed one per room, and include any and all support cabling, wires, connectors, hardware required even if not specifically listed. 1. Epson Brightlink 485Wi short throw interactive projector. a. Shall be wall mounted using included Epson hardware on front wall of classroom, center, maximizing the projected image size. i. Projector must be affixed to wall surface in a manner that meets or exceeds manufacturer specifications and complies with all applicable building and safety standards. b. Image shall be projected on existing dry erase white board. c. Projector shall serve as system audio-video switcher and volume control. d. Projector shall have HD15, 3.5mm audio, composite video and audio, USB interactive control, and RS-232 projector control connected. 2. a. b. c. Pixi+ (Plus) model manufactured by SP Controlls Inc. Shall control Epson projector via RS-232 interface. Shall be installed on or as close to front classroom wall as possible. Installation must be compliant with ADA requirements. a. b. c. One pair shall be installed per room in a manner that provides the most uniform audio coverage to the student seating area. b. Shall be connected, one speaker per output channel, to the RDL amplifier using appropriately sized speaker cable. c. Speakers must be installed per manufacturer specifications and all required drop ceiling cross pieces and tiles supplied and installed. d. Speakers shall be installed per manufacturer specifications. e. May be connected in constant voltage or low impedance configuration. 5. CB-12 Ceiling enclosure manufactured by FSR Inc. a. Shall be installed in dropped ceiling space as close to projector location as possible. b. Shall contain amplifier, RS-232 output module and power supply, active USB power supply and receiver, etc. Power for all system components must be derived from inside this box. c. Box must be installed per manufacturer specifications, secured to building structure, and all required drop ceiling cross pieces and tiles supplied and installed. d. Knockouts must contain appropriate grommets and clamps when used for cable pass through. 6. Signal Interface panel. a. Shall be a double gang panel installed on the same wall as the projector and as close to center of the room as possible. b. Shall be installed standard height above finished floor. c. All equipment and enclosures described in this specification shall be installed plumb and square per the manufacturer’s instructions. 2. All equipment except that designated as supplemental, portable, or loose equipment shall be secured and permanently attached to the permanent structure in a manner consistent with all manufacturer specifications and code requirements. 3. All supports shall meet or exceed load requirements of the intended application with safety factor. 4. Substitutions and exceptions to this specification are not acceptable. No substitutions permitted unless agreed to in writing by owner. 6. All installation site work shall take place between the hours of 4pm and 11pm, Monday through Friday. Any deviations must be discussed with and approved by the district prior to work occurring. SITE VERIFICATION OF CONDITIONS: 1. It is the responsibility of the integrator to verify site conditions in person prior to submitting a bid. Site visits must be coordinated with a representative of the NPSD prior to arrival. All persons entering school buildings for the purpose of site inspection must be escorted by a NPSD staff member at all times. Successful bidder shall supply complete and accurate wiring diagrams detailing the interconnection of various components and equipment. This diagram must be approved by the District prior to any work being performed. 2. The contractor shall coordinate with the District an installation schedule for the entire project. This project schedule shall be delivered to the district prior to commencing installation work. DELIVERY: 1. NPSD shall not be deemed to have accepted any installation until inspected and signed off by a representative of NPSD. 2. During the period of time between delivery and acceptance the district cannot be held liable for any damages to or theft of any components. It will, therefore, be the responsibility of the integrator to obtain insurance against loss, theft, and damages. INSTALLATION: 1. The successful bidder shall furnish all materials, labor, systems setup, configuration, testing, and other services necessary for proper installation of the system components specified herein. 2. All work shall be in accordance with any and all applicable manufacturer specifications, building codes, and other regulations. 3. NPSD will provide permanent electrical power to the system after the conclusion of this project. Integrator shall use temporary power for the purpose of configuration and testing. Equipment shall be configured and ready for use at the end of installation with the exception of permanent power. 4. All rubbish, debris, and dirt resulting from contractor’s work shall be cleaned up as required, removed from buildings, and, to the extent possible, recycled. The premises shall at all times be kept in a clean, safe, and professional manner. 5. With the installation of equipment and cables, consideration shall be given not only to operational efficiency but also to overall aesthetic factors. The contractor shall redo any work deemed by the district to appear sloppy or unprofessional at no additional cost to the District. The District shall have the final decision over whether work must be redone. 6. Integrator is responsible for repairing any damage caused during the installation process to the satisfaction of the District. 7. Vendor shall warranty all labor for a one-year period.
