Singapore’s Approach
These are the regulatory principles Singapore
has used since it fully liberalised its market in
2000:
Proportionate regulation & reliance on market
forces

competition, including at facilities-level (equal
access at all levels)

Examples: IP Telephony
In June 2005, Singapore finalised its regulatory framework for
VoIP:
Licencees can use 8-digit level “3” numbers and are:
not required to provide number portability, emergency
service connection, directory enquiry and printed
directory services, or conform tp QoS levels set by IDA
Must provide clear information about service limitation
to user

Examples: National Infocom Infrastructure (NII)
In March 2006, Singapore announced its plan to develop a Next
Gen NII to cater for the growing demand in network traffic. It
aims to:
enable facilities based competition- open the door for players
from the entire telecommunications value chain to participate in
Singapore’s enlarged market
cater for new bandwidth-intensive services and emerging
applications such as IP video telephony, immersive digital media,
HDTV and IPTV
provide seamless connectivity throughout the island

Singapore will adopt a

Wired Network – pending industry’s feed back, Singapore
will release the Request-For Concept in the next few weeks.
Wireless Network – the Call-For-Collaboration (CFC) was
release on 9 March 2006.

Examples: Wireless Broadband Access (WBA) and

Singapore does not specify what technologies should be used in
our consultations, auctions, Request-for-Concept or Call-for
Collaboration. It is up to the industry.

Emerging Issues – Long Term
Realign the regulatory structure to meet the
changing need of the convergent market
(telecommunication, multi media and content)
Establish a balance between the regulator’s role
in setting regulatory framework and industry
driven factors in determining NGN-based
competition.
