Introduction
ELECTION 2010: CHANGES IN CONGRESS
Riding a wave of voter dissatisfaction, the Republicans rebounded decisively in the 2010 mid-term
elections by regaining control of the US House of Representatives and picking up six seats in the US
Senate.
In the United States Senate, the Republicans had a net gain of six seats. The thirteen new Republican
Senators are: John Boozman (AR), Marco Rubio (FL), Mark Kirk (IL), Dan Coats (IN), Jerry Moran
(KS), Rand Paul (KY), Roy Blunt (MO), John Hoeven (ND), Kelly Ayotte (NH), Rob Portman (OH), Pat
Toomey (PA), Mike Lee (UT), and Ron Johnson (WI). The Democrats have three new Senators: Richard
Blumenthal (CT), Chris Coons (DE), and Joe Manchin (WV). There will be 47 Republican Senators in
the 112th Congress.
In the House of Representatives, the Republicans picked up 63 seats. The ranks of Democrats defeated
include three committee chairmen: Jim Oberstar (Transportation & Infrastructure), John Spratt (Budget),
and Ike Skelton (Armed Services). The House Republican gains were spread across the country with
concentrations in the Mid-Atlantic and Mid-West area. New York led the country with six GOP pick-ups.
Ohio and Pennsylvania each had five. Florida and Illinois had four, and Tennessee, Texas and Virginia
had three each. States with two Republican net gains include Arizona, Arkansas, Colorado, Indiana,
Michigan, Mississippi, New Hampshire and Wisconsin. States with one GOP pick-up include Alabama,
Georgia, Idaho, Kansas, Louisiana, Maryland, Minnesota, Missouri, Nevada, New Jersey, New Mexico,
North Carolina, North Dakota, South Carolina, South Dakota, Washington, and West Virginia. The
Democrats offset these losses with three pick-ups, one each in Louisiana, Delaware, and Hawaii.
ABOUT THE 2010 ELECTION GUIDE
K&L Gates is providing this guide to help you better understand and keep track of the changes in
Congress. It provides a starting point for assessing the coming changes in House and Senate Committee
and Subcommittee memberships. The following are included within this guide:
All new Members of Congress are listed alphabetically, by state and district along with links to the
campaign websites which contain biographical information. Outgoing Members of Congress are listed,
with the reasons for their departures.
Complete delegations of each state are included, with new Members of the House highlighted and their
predecessors shown. Seats that switched parties are highlighted in red for Republican pick-ups and blue
for Democratic pick-ups. Races that are too close to call are marked with an asterisk and highlighted gray.
The year of the next election is shown for each Senator (e.g., Senators whose year of next election is 2016
were elected or reelected in 2010).
Roster lists for each full Committee and Subcommittee from the departing 111th Congress are included;
with nonreturning members lined out and projected full Committee House Chairmen noted.

Senate Committees
Please Note: The information provided on the Senate committees in this guide contains information from the
111th Congress, with the exception of the removal of Senators who retired or were defeated in the 2010
elections. At the full-Committee level, the Chairmen and Ranking Members listed reflect what is expected for
the 112th Congress. For Subcommittees, however, the Chairman and Ranking Members listed simply carry
forward information from the 111th Congress. We will continue to update the committee information as
rosters are finalized. Senators with asterisks are in races too close to call and could lose.

House Committees
Please Note: The information provided on the House committees in this guide contains information from the 111th
Congress, but flips the rosters to reflect the Republican take-over of the House. Members who retired or were defeated in
the primary or general election are struck through. Members who resigned are not included in the Committee rosters.
At the full-Committee level, the Chairmen and Ranking Members listed reflect what is expected for the 112th Congress.
For Subcommittees, however, the Chairman and Ranking Members listed simply carry forward information from the
111th Congress. We will continue to update the committee information as rosters are finalized. House members with
asterisks are in races too close to call and could lose.

K&L Gates Public Policy and Law Practice
For more than 36 years, K&L Gates has helped clients solve their critical legal, policy, and
political problems in the national’s capital—on Capitol Hill, at the agencies, and in
the courts.
Virtually every sector of the economy is
affected by the government. Fates, futures,
and bottom lines often shift substantially as
a result of governmental decisions. Those
who can shape decisions have a competitive
edge. To achieve their goals, companies and
other organizations need timely and relevant
information, and the ability to identify and
access the right government officials about
issues and proposed legislation or regulations
that affect them.
Public Policy and Law Team
The Public Policy and Law group has more
than 60 lawyers and policy professionals
with 500 years of combined experience in
federal and state government. Our bipartisan
team members include: a former Senator
and Congressman, a former Governor and
Attorney General of the United States, and key
former Democratic and Republican counsels
and staff to the House and Senate leadership,
Congressional committees and numerous
Members of Congress.
Members of our team have worked in the
Executive Branch and regulatory agencies,
including the U.S. Departments of Commerce,
Defense, Energy, Justice, and Transportation;
Central Intelligence Agency, Federal
Communications Commission; Office of
Management and Budget, Office of the U.S.
Trade Representative; Securities and Exchange
Commission, and others.
Members of the Public Policy and Law
group know what makes government tick in
Washington, D.C., as well as in states in key
regions of the country.
Knowledge and Experience
Our success is built on a philosophy that
emphasizes a deeply substantive and
teamwork-based approach to public
policy. Our goal is to understand a policy
issue from every direction—substantively
is well positioned to consider a range of
legislative, regulatory and judicial options to
benefit our clients.
We offer innovative solutions, provide
exceptional service, and deliver extraordinary
results. That approach has worked for more
than three decades, which is why the Public
Policy and Law group has thrived through eight
Administrations and 18 Congresses.
Ethics Guidance
The Public Policy and Law group maintains an
active government ethics counseling practice
to help guide our clients through the maze of
government requirements. The firm has written
the book on government ethics—“A Guide
To Political and Lobbying Activities”—which
includes advice on political fundraising,
lobbying disclosure rules, Congressional and
Executive Branch ethics.
and politically— and to use the collective
knowledge and experience of our team to
help a client achieve its objectives. The group
K&L Gates is the 5th largest
law and lobbying firm in the United States (Legal Times, April 2010)
Areas of Practice
Services
The Public Policy and Law group maintains specific
practices in a range of substantive areas:
Public policy and law services include, but are not
limited to, the following:
• Aviation/Airport Policy
• Legislative monitoring and advocacy
• Defense and Homeland Security
• Regulatory advocacy and implementation
• Environmental Policy
• Government procurement
• Energy
• Appropriations
• Export Compliance
•Administrative agency advocacy/
grants and Loans
• Federal Funding
• Financial Services
• Fisheries
•Political and campaign
finance counseling
• Government Contracts and Procurement
• Government Ethics and Election Law
• Health Care Policy
Public Service
The Public Policy and Law group also has
a long and cherished tradition of providing
pro bono representation. Among our most
satisfying representations is our work with
Water Advocates to pass and fund the Senator
Paul Simon Water for the Poor Act of 2005.
More than one billion people currently lack
access to clean drinking water, and each day
water-related illnesses kill 3,900 of the world’s
children. The Water for the Poor Act commits
the United States to promoting safe, affordable,
and sustainable drinking water and sanitation
in the developing world. A broad, bipartisan
team of professionals from the Public Policy and
Law group worked with Water Advocates to
help draft and pass this legislation. In addition,
the firm has worked to increase annual federal
water aid funding to $300 million.
