Introduction
ELECTION 2008: CHANGES IN CONGRESS
History was made with the 2008 election as Senator Barack Obama rode a message of change to a sweeping
presidential win. Democrats also increased their majorities in both the House and Senate.
In the United States Senate, the Democrats have a net gain of at least of seven with the race in Minnesota
finishing a recount in the close race between Al Franken (D) and incumbent Norm Coleman (R). The seven new
Democratic Senators are: Mark Begich (AK), Mark Udall (CO), Jeanne Shaheen (NH), Tom Udall (NM), Kay
Hagan (NC), Jeff Merkley (OR), and Mark Warner (VA). Republicans were able to hold open Senate seats in
Idaho with Jim Risch and in Nebraska with Mike Johanns. Assuming only seven pick ups, the new Senate would
feature at least 56 Democrats plus two Independents (Bernie Sanders (VT) and Joe Lieberman (CT)) who have
caucused in the past with the majority party. While this is a sizable increase for the Democrats, it leaves them
short of the 60 votes required to break filibusters.
In the House of Representatives, the Democrats have picked up a net increase of 21 seats. The Democrats will
start the new Congress with 257 Democrats, or about a 59% working majority. The House Democrats had pickups in the following states: three in New York, Ohio, and Virginia, two each in Florida, Michigan, and New
Mexico and one each for Alabama, Arizona, Colorado, Connecticut, Idaho, Illinois, Maryland, Nevada, New
Jersey, North Carolina, and Pennsylvania. The Republicans offset these losses with five pick-ups, two in
Louisiana and one each in Florida, Kansas, and Texas.

provides a starting point for assessing the coming changes in House and Senate Committee and Subcommittee
memberships. The following are included within this guide:
All new Members of Congress are listed alphabetically, by state and district. Outgoing Members of Congress are
listed, with the reasons for their departures.
Complete delegations of each state are included, with new Members of the House highlighted yellow and their
predecessors shown. Seats that switched parties are highlighted green. Races that are too close to call are
marked with an asterisk and highlighted gray.
The year of the next election is shown for each Senator (e.g., Senators whose year of next election is 2014 were
elected or reelected in 2008). Incumbent Senators who won re-election in 2008 are highlighted yellow.
Roster lists for each full Committee and Subcommittee from the departing 110th Congress are included; with nonreturning members lined out and projected full Committee House Chairmen bolded.

Outgoing Gov. Ruth Ann Minner has announced that she will appoint Ted Kaufman in Mid-January. Kaufman served as Biden’s chief-of-staff
for 19 years and will not run in the 2010 special election. Biden has expressed that he would like his son Joseph “Beau” Biden III to take his seat
in the Senate. Since Beau is about to serve in Iraq, he has taken his name out of the running for Delaware Senator at this time.

U.S. Attorney Fitzgerald has accused Gov. Blagojevich (D) of attempting to sell Barack Obama’s open seat. Should Blagojevich resign Lt. Gov.
Quinn (D) could have the authority to make the appointment. With scandal embroiling Governor Blagojevich, the U.S. Senate will not seat a
Blagojevich-appointed representative. The state senate has proposed holding a special election for this seat, which could open the possibility of
the seat switching parties.

Public Policy and Law
The K&L Gates Public Policy and Law group operates at the intersection of public policy, law and business.
Founded 35 years ago, at a time when few law firms had lobbying practices, the policy group has grown from a
single lobbyist to its current place among the largest practices in the United States. Today our practice continues
to thrive with a client base that includes leading publicly traded companies, emerging companies, associations,
public institutions and non-profit organizations, and other entities in America, and with a status as the fastest
growing top law/lobbying firm in the United States between 2002 – 2005 (National Journal, March 2006). K&L
Gates has also been ranked the sixth largest law and lobbying firm in the United States (Legal Times, March
2008).
THE POLICY TEAM
The Public Policy and Law team is comprised of over 60 lawyers and government affairs professionals with more
than 300 years of combined experience in federal and state government. Our bipartisan team members include a
former Senator and Congressman, a former Governor and Attorney General of the United States, and key former
Democratic and Republican counsels and staff to the House and Senate leadership, Congressional committees
and numerous Members of Congress. Members of our team have worked in the Executive Branch and regulatory
agencies, including the U.S. Departments of Commerce, Defense, Energy, Justice, and Transportation; Central
Intelligence Agency; Federal Communications Commission; Office of Management and Budget; Office of the
U.S. Trade Representative; Securities and Exchange Commission and others.
KNOWLEDGE AND EXPERIENCE
The Public Policy and Law group successes are built on a philosophy that emphasizes a deeply substantive and
teamwork-based approach to public policy. The goal is to understand a policy issue from every direction –
substantively and politically – and to use the collective knowledge and experience of its team to help a client
achieve its objectives. We are well-positioned to consider a range of legislative, regulatory and even judicial
options to help our clients.

worked for more than three decades, which is why our policy practice has thrived through seven Administrations
and 17 Congresses, longer than virtually any other lobbying organization in Washington, D.C. Likewise, our
