Download the most up-to-date guide to changes in Congress on our website at www.pgerm.com Introduction ELECTION 2006: CHANGES IN CONGRESS The 2006 mid-term Congressional elections proved historic as Democrats swept to victory and took control of both the House and the Senate. In the House of Representatives, the Democrats picked up at least a net gain of 29 seats, which would give them 232 seats when the 110th Congress convenes in January. The Democratic electoral tide ran high throughout the country as Democratic challengers beat at least 21 Republican incumbents: four in Pennsylvania, three in Indiana, two each in New York, Connecticut, and New Hampshire, and one each in Arizona, California, Florida, Iowa, Kansas, Kentucky, Minnesota, and North Carolina. Democrats also won eight open seats previously held by the GOP, one each in Arizona, Colorado, Florida, Iowa, New York, Ohio, Texas and Wisconsin. Democrats did not lose a single seat. All of the close races have been called, although a few court challenges are possible. Two run-offs will be held for seats in Texas and Louisiana. Should the incumbent party win the run-offs, the net Democratic gain would be 29 or 30 seats (depending on how one counts the Democrat who is replacing an Independent Socialist in Vermont), giving the Democrats about a 14 seat advantage in the House (a ratio of 53% to 47%). In the United States Senate, the Democrats have a net gain of six seats, including the razor-thin wins in Virginia and Montana. On election night, Democratic challengers beat Republican incumbents in Pennsylvania, Rhode Island, Ohio, and Missouri. By Thursday afternoon, November 9, close races in Montana and Virginia were called for the Democratic challengers. The Democrats successfully defended open seats in Minnesota and Maryland, a left-leaning Independent won an open seat in Vermont, and Republicans held their one open seat in Tennessee. The net result of the Senate races is that the Democrats will enjoy a 51-49 majority (this assumes that “Independent” Senator Lieberman and Senator-elect Sanders will caucus with the Democrats). This will allow the Democrats to retake control of the Senate, chair the Committees and Subcommittees, and set the agenda. ABOUT THE 2006 ELECTION GUIDE Preston Gates Ellis & Rouvelas Meeds LLP is providing this guide to help you better understand and keep track of the changes in Congress. It provides a starting point for assessing the coming changes in House and Senate Committee and Subcommittee memberships. The following are included within this guide: All new Members of Congress are listed alphabetically, by state and district. Outgoing Members of Congress are listed, with the reasons for their departures. Download the most up-to-date guide to changes in Congress on our website at www.pgerm.com Complete delegations of each states are included, with new Members highlighted and their predecessors shown. The year of the next election is shown for each Senator (e.g., Senators whose year of next election is 2012 were elected or reelected in 2006). Roster lists for each full Committee and Subcommittee from the departing 109th Congress are included, with non-returning members lined out and projected full Committee House Chairmen bolded. For the House, the Committee rosters for the 110th Congress have been “flipped” to show that the Democrats will be in the majority and control the chairmanships. For the Senate, the Committee rosters for the 110th Congress have also been “flipped” to show that the Democrats will be in the majority and control the chairmanships. Federal Policy at Preston Gates For more than 30 years, the Washington, D.C., office of Preston Gates has been helping clients solve their critical legal, policy and political problems in the nation’s capitol. The office was founded on the belief that to fully represent a client’s interests in Washington, a firm has to practice before Congress, the executive branch and regulatory agencies, and in court. Preston Gates was one of the first firms to combine these practices under one roof. Our policy practice is among the largest in the nation, ranked among the top 10 law and lobbying firms in the United States. We combine substantive experience, detailed knowledge of the policy process, and access to key decision-makers. Our bipartisan team of more than 35 policy attorneys and professionals has over 300 years of combined experience in Congress and the executive branch. Our attorneys and professionals include a former senator, a former member of Congress, a U.S. Ambassador, and key Democratic and Republican counsel and staff to the House and Senate leadership, most important congressional committees and numerous members of Congress. Preston Gates’ attorneys and professionals also have worked in executive branch and regulatory agencies including the Central Intelligence Agency; Federal Communications Commission; Office of Management and Budget; Office of U.S. Trade Representative; Securities and Exchange Commission; U.S. Departments of Commerce, Defense, Energy, Justice, Homeland Security, State, and Transportation; and others. “One of the nation’s top lobbying firms” The Washington Post “...one of the most prominent lobbying operations in D.C.” Washingtonian “A lobby powerhouse…” Legal Times “the high-powered Washington law and lobby firm..” The National Journal “A DC lobbying giant” Roll Call We have succeeded in Washington, D.C., because we are committed to our clients, deliver exceptional results, provide extraordinary service and offer absolute integrity.
