Introduction
ELECTION 2006: CHANGES IN CONGRESS
The 2006 mid-term Congressional elections proved historic as Democrats swept to victory and took control
of both the House and the Senate.
In the House of Representatives, the Democrats picked up at least a net gain of 29 seats, which would
give them 232 seats when the 110th Congress convenes in January. The Democratic electoral tide ran
high throughout the country as Democratic challengers beat at least 21 Republican incumbents: four in
Pennsylvania, three in Indiana, two each in New York, Connecticut, and New Hampshire, and one each in
Arizona, California, Florida, Iowa, Kansas, Kentucky, Minnesota, and North Carolina. Democrats also won
eight open seats previously held by the GOP, one each in Arizona, Colorado, Florida, Iowa, New York,
Ohio, Texas and Wisconsin. Democrats did not lose a single seat.
All of the close races have been called, although a few court challenges are possible. Two run-offs will be
held for seats in Texas and Louisiana. Should the incumbent party win the run-offs, the net Democratic
gain would be 29 or 30 seats (depending on how one counts the Democrat who is replacing an
Independent Socialist in Vermont), giving the Democrats about a 14 seat advantage in the House (a ratio
of 53% to 47%).
In the United States Senate, the Democrats have a net gain of six seats, including the razor-thin wins in
Virginia and Montana. On election night, Democratic challengers beat Republican incumbents in
Pennsylvania, Rhode Island, Ohio, and Missouri. By Thursday afternoon, November 9, close races in
Montana and Virginia were called for the Democratic challengers. The Democrats successfully defended
open seats in Minnesota and Maryland, a left-leaning Independent won an open seat in Vermont, and
Republicans held their one open seat in Tennessee.
The net result of the Senate races is that the Democrats will enjoy a 51-49 majority (this assumes that
“Independent” Senator Lieberman and Senator-elect Sanders will caucus with the Democrats). This will
allow the Democrats to retake control of the Senate, chair the Committees and Subcommittees, and set
the agenda.
