Clear evidence of cycling culture -­‐ 31 bike shops, cafes and services in borough The Hackney approach to improving cycling condi9ons in the borough has been: •  Holis9c whole street approach – restrict access & restrain traffic, reduce speeds – filtered permeability (modal filtering) •  Improve street for pedestrians and cyclists not just one or other •  Make the whole road network permeable and accessible for cyclists and pedestrians -­‐ remove severance & one ways •  Cycle parking provision for all types of journeys and loca9ons •  Long term collabora9ve rela9onships with stakeholders, par9cularly schools, housing associa9ons, cycling groups •  Free cycle training available to all in the borough •  20mph zones on all residen9al roads – self enforcing •  Targeted events and behaviour change campaigns Examples of filtered permeability schemes undertaken Goldsmiths Row – before Aher – closed to motorised traffic sits on the physical boundary between both these communities providing both

Aher Pala9ne Road – Stoke Newington Before Aher Is the Hackney approach an9-­‐segrega9on? •  No – many of the schemes we have implemented do separate cyclists from motorised traffic •  Cyclists use our busy high streets and main roads and this is where majority of serious accidents occur (mainly at or close to junc9ons) •  The Council is neither for or against segrega9on we just have to be realis9c and work with the following limita9ons: o  Staff resources o  Funding availability o  Junc9on & network capacity o  Frequency and volumes of bus and pedestrian movements at bus stops o  Loading and servicing requirements on high streets o  Legal emphasis on vulnerable road user •  Recognise that vast majority of the road network used by cyclists will con9nue to be shared with motorised traffic Our approach to main roads •  Primary objec9ve is to reduce motorised traffic and parking on these corridors to enable capacity to reallocate to modes such as cycling •  Each corridor and road considered on case by case basis and there is no one size fits all solu9on for London roads •  Our drah Cycling Plan includes a new policy that supports the principle of implemented Clear Protected Space for Cyclists on main roads •  CS1 on the A10 – TfL wanted to divert it – we agreed on proviso they tackled accidents along the A10 •  Developing proposals for the Hackney Road corridor and looking at Green Lanes and other main roads in the near future •  Will con9nue to rollout Filtered Permeability schemes to create quiet routes in residen9al areas -­‐ inexpensive and effec9ve tool •  Need for closer coopera9on with neighbouring boroughs and pooling of resources for sub-­‐regional schemes Protected cycle space on main roads in Hackney?
