1. Pinellas Transportation Plan
Presenter:
Scott Pringle, AICP, Planning and PD&E Group Director, Jacobs Inc. and
William Roll, AICP, Associate Principal and Director of Systems Planning, Tindale-Oliver &
Associates, Inc.
The Pinellas Metropolitan Planning Organization (MPO) is currently in the process of developing its 2040 Long
Range Transportation Plan (LRTP), which is due for adoption by December 2014. As part of the LRTP
development process, the MPO is evaluating three scenarios. One of these scenarios includes a partnership
between the MPO, PSTA, and the local jurisdictions to conduct additional and innovative outreach to
businesses, developers and community leaders, focusing on land use changes and development that could
occur around light rail. Scott Pringle of Jacobs and William Roll of Tindale-Oliver & Associates will provide an
overview of the LRTP Scenario Planning effort with an emphasis on the transit station area design charrettes.

2. Economic Development Issues Related to the Pinellas Transportation Plan

In economic development circles these days there is a saying: “Good community development is good
economic development.” Quality of life is one of the most important aspects of creating and maintaining a
vibrant economy. Transit plays a strong role in shaping our communities’ future. Mike Meidel will address the
importance of good transit planning in economic development.

3. 2013 TBARTA Master Plan Update

TBARTA adopted its first Regional Transportation Master Plan in 2009. The inaugural master plan identified the
vision for the regional transit network. An update was completed in 2011 that introduced a regional freight
and a regional roadway network to the plan. The 2013 Master Plan Update that is currently underway is a
minor update to refine all three networks and incorporate the progress made locally and regionally towards
implementing our regional vision. The Master Plan is updated every two years to ensure that TBARTA
continues to represent the changing needs for the mobility of passengers and freight throughout the region.

4. Balm Community Plan

Hillsborough City-County Planning Commission
Balm is a small rural community in southeast Hillsborough County that dates back to the late 1800s. The town
is centered at the intersection of Balm Wimauma Road, Balm Road, and County Road 672. By 1925, the town’s
population had grown to 250 people. Around 1937, electricity was introduced to Balm. Telephone service
followed shortly thereafter. World War II brought many changes to Balm, and some people left their farms to
work in larger towns. Nonetheless, Balm has retained much of its rural and agricultural character and smalltown feel. Aquaculture, or fish farming, began in the area around the early 1960s, and tropical fish production
is still an important part of Balm’s economy. The Planning Commission recently worked with the community

5. Largo Sign Code

The City of Largo has been undergoing a rewrite of their sign code. City staff has been working with
stakeholders and the business community to develop a code that is both business-friendly and aesthetically

6. Broadband Planning

Tampa Bay Regional Planning Council
Broadband has far-reaching application for the improving the quality of life for Floridians. Broadband is vital
for economic growth, both by fostering new industries and expanding opportunities for existing businesses.
The Florida Local/Regional Broadband Planning Project is a two-year collaborative effort between the Tampa
Bay Regional Planning Council, the Central Florida Regional Planning Council and the Southwest Florida
Regional Planning Council along with the State of Florida Department of Management Services.
