CARL M. WAGNER Associate Deputy General Counsel for Homeland Defense and Civil Support in the Office of the General Counsel of the Department of Defense Carl Wagner is Associate Deputy General Counsel for Homeland Defense and Civil Support in the Office of the General Counsel of the Department of Defense. His primary duties include advising the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs and the members of the Assistant Secretary’s staff regarding issues related to Homeland Defense, Department of Defense support of civil authorities, and the Western Hemisphere. He has served in this capacity since June 2004. Prior to joining the Office of the General Counsel, Mr. Wagner served in a variety of assignments as an Army judge advocate. His assignments include service as the Chief of the Administrative Law Division of the Office of The Judge Advocate General of the Army, Legal Advisor to The Inspector General of the Army, Military Assistant to the General Counsel of the Department of Defense, Staff Judge Advocate of the 2d Infantry Division, and Deputy Staff Judge Advocate of the 101st Airborne Division (Air Assault). Mr. Wagner earned a Bachelor of Science in Business Administration, a Master of Business Administration, and a Juris Doctor from the University of Florida. He earned a Master of Military Law from the Army Judge Advocate General’s School and a Master of Science in National Resource Strategy from the Industrial College of the Armed Forces. Mr. Wagner is a member of the Bar of the State of Florida.
