1. ProjectsshallbereportedonthisstandardformandsubmittedtotheJointCapitalOutlaySubcommittee,thefiscalagencies,andthe
StateBudgetOfficeonorbeforeJune30andDecember31ofeachyear.Submissiontotheabovepartiesshallbeaccomplishedby
postingthereportsontheinstitution'swebsiteunderthe"BudgetandPerformanceTransparencyReporting"section.Ifaninstitution
hasnoprojectstoreportforasix-monthperiod,enter"None"nextto"NumberofProjectstoReport"locatedonthetopoftheform.
2. Reportsshallincludeallcontractsenteredintofornewconstructionofself-fundedprojectscostinginexcessof$1,000,000.00.Projects
fundedbyStatecapitaloutlayappropriationsarenottobeincludedinthesereports.Oncesubmitted,aprojectdoesnothavetobe
listedinanysubsequentreport,unlessachangeinprojectcosthasoccurred.Insuchcase,thesubsequentuseandfinancereportshall
clearlystatethattheprojectcosthaschanged,listingthedollaramountofthechange,andincludingreasonsforthecostchange.
3. Newconstructionincludeslandorpropertyacquisition,remodelingandadditions,maintenanceprojects,roads,landscaping,
equipment,telecommunications,utilities,andparkinglotsandstructures.
4. ProjectDescriptionshouldincludeabasicoverviewoftheprojectincludingthepurposeandjustificationfortheproject.
5. Reportsshalldetailbyamountthefundingsourcesthataresupportingaproject(e.g.tuition,fees,bondfunds,millage,donations,etc.).
6. Penalties:StatutorylanguageintheappropriationactforUniversitiesandCommunityCollegesprovidesthatinstitutionsshallcomply
withthecurrentuseandfinancerequirementsoftheJointCapitalOutlaySubcommitteeandprovidesfora1.0%reductioninState
appropriationsforeachviolation.
