Charlotte-Mecklenburg Storm Water Services has obtained all necessary easements and right-of-way for the Celia Avenue Storm Drainage Improvement Project. Armstrong Glen, consulting engineer, is finalizing the construction drawings. After the construction documents are finalized, the project will begin the bid phase.
