Cedars East storm drainage improvement project Dear Resident: July 16, 2013 Charlotte-Mecklenburg Storm Water Services held its first public meeting for the Cedars East Storm Drainage Improvement Project June 25 at the Cokesbury United Methodist Church. The purpose of the meeting was to present the results of the existing conditions analysis and the proposed alternative to address flooding issues. Meeting highlights: • Project Manager Matthew Anderson introduced the project team and provided a general overview of the capital improvement program. • Current flooding issues were discussed and a brief synopsis of each proposed improvement for these project areas was provided. • A question and answer session was held. Some questions from the meeting included: Will the drainage improvements be open or closed? Work at the Arcadian Village apartments and Eaglecrest will consist of upgraded pipe systems that are closed from view except at culvert entrances and exits. A new culvert at Amity Place will be larger but similar to how it is today with headwalls outside the road right-of-way. What can be done about channel blockages? The project has some proposed areas where channel work is recommended to address eroded areas, but channel cleaning can be dealt with by calling 311. A lot of flooding has happened after upstream development occurred. How is that being dealt with? Future development and corridor plans for Independence Boulevard have been incorporated into the design of new pipe systems. What is the timeframe for the overall project and the other maintenance project at the apartment complex? The maintenance project at Arcadian Village will address some erosion areas. That work will begin this year. The other project areas will follow our normal Capital Improvement process with a Design Phase, Permitting Phase, Property Acquisition Phase, Bid Phase and a Construction Phase.
