FY16 Department Director Work and Performance Plan MICHAEL DICKERSON, ELECTIONS MECKLENBURG COUNTY GOVERNMENT Key Initiative #1 Description: Successfully implement the first phase of the Voter Information Verification Act through the use of voter education, advertising of new laws, training and updating of forms as it pertains to VIVA. Rationale: Beginning in 2016, a photo identification will be required to vote in North Carolina pursuant to NC House Bill 589 (S.L. 2013-381. As a result, straight party voting will no longer be allowed, absentee requests will have to be made on a State Absentee Request Form and voters will no longer be allowed to vote our of precinct. Completion Date: Law changes are pending due to a July, 2015 court decision. Key Initiative #2 Description: Successfully implement the Presidential Preference Election. In addition, we will hold a May 3rd, November 8th and a possible 2nd Primary in June or July. Rationale: Adhere to General Statutes of North Carolina regarding election schedule. Completion Date: Presidential Preference to be held no later than one week after the South Carolina Presidential Preference Election. Key Initiative #4 Description: Create a 3-Year department strategic business plan that incorporates department initiatives (including those aligned to Mecklenburg Livable Communities Plan), identifies upcoming business imperatives and links initiatives to the budget process. Rationale: Department strategic business planning is essential to outlining departmental goals, strategies and measures that will serve as the guiding document for budgeting from FY17-FY19.
