“Workshop on Disaster Relief Systems, Network Resilience and Recovery” (Istanbul, Turkey, 11 December 2012) Uninterrupted Secure Communication Project for Disaster Management ONUR DEMIRKOL Electronic and Communication Engineer CONTENT WHY DO WE NEED UNINTERRUPTED COMMUNICATION ? LESSON WE LEARNED APPLYING SOLUTIONS –AFAD-TUBITAKTURKSAT-TURKCELL FUTURE IMPLEMENTATION WHY DO WE NEED? For Disaster System: Management Information In-depth planning and preparation Manage inventory and resources. Situational awareness (who can help, where to go, how to talk, etc.) For Early Warning: Siren-Sms-Broadcast Communication system can play a great role to provide early warning for disaster prevention radio system, broadcast mail, broadcast for T.v, Area Mail etc. For Every Phases of Disaster: 1.Emergency responses 2.Restoration and repair 3.Reconstruction of the destroyed for functional replacement 4.Reconstruction for redevelopment Dissemination of Earthquake Information and Tsunami Warning Local Governments Dedicated telephone line Loud Speakers Sirens Police, Fire offices Residents TV broadcasting COMMAND CENTER ! observation Central Government Radio Stations Etc. On TV Screen LESSON WE LEARNED FROM JAPAN Status of fixed lines and BSC Bsc 29.000 out of order DOCOMO KDDI au SoftBank Emobile Willcom 6720 3680 3786 704 13760 fixed lines 2.000.000 out of order NTT EAST NTT KDDI SOFTBANK 809.100 17.384 390.000 32.200 Fixed Lines 108.100 ISDN 512.700 Optical Fibers Satellite Communicationion Usage in Japan Earthquake 2011 Uninterrupted Secure Communication Project • Administration of disaster and emergency services, to ensure that effective and efficient disaster and emergency management centers across the country contacted with each other in order to ensure seamless and secure communication system with TUBITAK Project work started wit.h BİLGEM and will be assisted by TURKSAT. • Disaster and Emergency interventions intended to coordination of this project on the basis of 24 hours a day to maintain an uninterrupted manner in the provinces, in some districts, and in some institutions / organizations of Disaster and Emergency Management Centers established or to be established with each other through various communication environments, secure voice, data and video communication seeks to provide, and should be associated with the Disaster and Emergency Management Centers or any kind of information, communication, forecasting and early warning systems and sources on this system can be operated. Related Projects: News Gathering and Dissemination System • In target system, on the map located on the computers that make up the air operation centers that compose the news source ,by choosing threatened provinces and warning and alarm type (yellow alert, red alert, etc.). Selecting Send / Sound the alarm and pressing the button, the warning alarm news without any delay will be transmitted and moreover by working of software, city sirens will be activated depending on the alarm type in provincial taken new. Warning and Alarm Systems (Siren Systems) In order to meet the need, instead of the existing electromechanical sirens, require less maintenance and control, 220-volt electrical power or battery packs that can be operated remotely controlled by a central control, which is able to produce more than one alarm type, and most importantly with the ability to voice announcement in disaster and emergency situations, capability to create an electronic siren systems should be established throughout the country. Due to the geographical conditions challenges to the project will start in Zonguldak province as a pilot area . Uninterrupted Secure Communication Project •Prepare and Act: Know your risks Know yourself, know what you have Act on this knowledge oSupport Ecosystem Know others (national-localities, domesticinternational) Be ready to ask/receive and to respond/send -Response -High-visibility -Mitigation -Preparedness -Recovery -Low-visibility How Telecommunications Fails During Disasters ? 1.Physical destruction of network components 2.Disruption in supporting network infrastructure 3.Network congestion WHAT WE HAVE- WHAT WE NEED WHAT WE HAVE • 900 Satellite Phones from Thuraya • 13 Cities have HF Radios WHAT WE NEED • Redudant Links • Mobile Vsats • Disaster Prevention Radio System • Mobile Hybrid Generators • Crypto Devices • Strong Backbone • Link Between From Disaster Zone to Everywhere How much bandwith used in Japan 2011 Contracted Frequency Band was for Esbird March 2011: 54.65 Mhz May 2011: 79.25 Mhz(%45 Usage Up) Increase Factor:Goverment –Ministry Of Defence, Utility Firms, Mobile Phone Service Provider Present Frequencey Assignment:121.55 Mhz How much bandwith we need? for satellite WHAT FEMA USES ? . .
