As Assistant City Manager, Ruffin Hall is responsible for developing policies that guide and manage the growth of the City. This involves coordination of the Transportation Focus Area including planning, transportation, land use, and economic development initiatives. He is tasked with serving as liaison for the City Manager’s Office to Charlotte Area Transit System (CATS), Charlotte Department of Transportation, Engineering & Property Management and Charlotte-Mecklenburg Planning Department. He is the staff resource for City Council Committee that advances the focus areas of Transportation and Planning. Hall joined the City of Charlotte in 2001 as Assistant Budget & Evaluation Director in the City Manager’s Office. He was appointed Interim Director and named Director in 2002. In this role, Hall has been responsible for the development and oversight of the City’s annual operating budget and five-year capital investment plan. RUFFIN L. He received a master’s degree in Public Administration and a bachelor’s degree in Political Science from the University of North Carolina at Chapel Hill. He is a graduate of the Senior Executive Institute through the University of Virginia and the Senior Executives in State and Local Government program through Harvard’s Kennedy School of Government. Hall is also a graduate of the Public Executive Leadership Academy through the UNC-Chapel Hill School of Government. Hall is a member of the International City/County Management Association and the North Carolina City and County Management Association. He is also a member of the North Carolina Local Government Budget Association and its former President. Hall grew up just outside of Fayetteville, N.C. He lives in Charlotte with his wife, Cynthia, and three children, Abby, Maggie and Thomas.
