EURO-MEDITERRANEAN INTEGRATION This EDRC publication is the third in a series which brings together papers by eminent academics and brilliant younger researchers from Mediterranean States, be the latter Member States of the European Union or not. The papers, reproduced here in the original English or French, seek to present and inspire critical thinking as well as to provide essential background information and data, and will contribute to future cross-regional research on the impact in the Mediterranean region of the E.U.’s acquis communautaire in the context of Enlargement and the reinvigoration of the Barcelona Process. This volume, which follows two volumes, published in 1998 and 2000 respectively, under the titles: The Mediterranean’s European Challenge and The Mediterranean’s European Challenge: Volume II, is the fruit of a network made possible by the assistance of the European Commission and the University of Malta. We hope that it will contribute to the study of the main challenge facing both “Third” Mediterranean States, whether they be seeking Union Membership or not, and also the Member States of the European Union. This common challenge is that of building the European dimension of the Mediterranean and the Mediterranean dimension of the House of Europe, leading on as short a time-scale as circumstances allow to a Euro-Mediterranean area of peace, security and prosperity.
