Victor Valley Community College District Citizens’ Bond Oversight Committee Meeting Minutes Date: December 5, 2012 Place: Victor Valley Community College, Board Room 18422 Bear Valley Road, Victorville, CA 92395 1.0 WELCOME, ROLL CALL AND CALL TO ORDER The Victor Valley Community College District Measure JJ Citizens’ Bond Oversight Committee met on Wednesday, December 5, 2012, in the Board Room of Victor Valley Community College. Diana O’Malley, Chair, called the meeting to order at 1:32 p.m. Roll Call: Diana O’Malley (CBOC), Michael Brewer (CBOC), Richard Greenwood (CBOC), Tosca Lars (CBOC), Edward Rodarte (CBOC), and Diane Uli (CBOC). Absent: Rudy Cabriales (CBOC). Present: G.H. Javaheripour, (VVC Vice President, Administrative Services); Steve Garcia (VVC Director, Facilities/Construction); and Shirley Snell-Gonzalez (VVC Administrative Assistant). Six (6) committee members were present. Quorum established. The question of repeated absences was briefly discussed. Dr. Javaheripour stated that the CBOC Bylaws address this topic. Ms. O’Malley stated that replacements for positions that will soon be available are being advertised in the local newspaper and encouraged everyone to seek applicants. Those applications will be accepted through January 31, 2013. 2.0 PLEDGE OF ALLEGIANCE The pledge of allegiance to the American flag was led by Ms. O’Malley. 3.0 INTRODUCTIONS None were required. 4.0 AGENDA REVIEW Ms. O’Malley called for changes or additions to the agenda. None were provided. 5.0 PUBLIC COMMENTS No public comments were expressed. 6.0 ACTION ITEMS 6.1 Approval of meeting minutes, September 19, 2012. reviewed for approval. The minutes were ACTION: Motioned by Mr. Greenwood, seconded by Mr. Rodarte to approve the September 19, 2012 minutes as submitted. The motion passed with one abstention. December 5, 2012 CBOC Meeting Minutes Measure JJ Citizens’ Bond Oversight Committee Page 1 of 2 6.2 7.0 Vacancies/Reappointments/New Members – Ms. Snell-Gonzalez reported that there will be four open positions to fill in March of 2013. Ms. O’Malley and Mr. Cabriales will be “termed out” and Ms. Lars will not be seeking a second term. As Jeremiah Brosowske has transferred to another institution, his position as student representative will also be vacant. REPORTS/DISCUSSION 7.1 Membership – discussed above, item 6.2. 7.2 Bond Project Updates and Expenditures – Dr. Javaheripour stated that the District is in various stages of completion with Bond funded projects and deferred to Mr. Garcia to report. Mr. Garcia stated that little construction and minimal planning is underway currently and provided detailed explanation of the financial report. The Music modernization is currently under review and awaiting the City of Victorville’s approval which should be returned in 3 4 months. Construction is expected to commence in June of 2013. The Health Science Building expansion project is currently in the Request for Quote (RFQ) phase, reviewing the building designs. The Regional Public Safety Training Center construction is fully operational and almost completely paid out, coming in under budget by approximately $600,000. Although not always feasible, every effort is made to employ local contractors, which has been encouraged by the Board of Trustees, as well as member of this committee. Mr. Garcia complemented local companies for the jobs they have completed for the District. He also stated that all projects are Board of Trustees approved with a small contingency. Projects do not exceed budgeted figures. Dr. Javaheripour stated that it may be 8 – 10 years before the next round of bonds are sold due to a slow economy. Current projects underway amount to approximately $80 – 90 million, which will still take time to complete. 8.0 COMMITTEE MEMBERS’ COMMENTS – Presented for review and discussion was the CBOC Annual Report to the Board of Trustees. The Report is due to the Board of Trustees at their March, 2013 meeting. The members were asked to review the proposed document and plan to meet again for two Special meetings in February. Specific dates decided for those meetings were February 6th and February 20th. 9.0 NEXT CITIZENS’ OVERSIGHT COMMITTEE MEETING The next Special meeting is scheduled for February 6, 2013. If necessary, a second special meeting is scheduled for February 20, 2013. The next regularly scheduled meeting is scheduled for March 20, 2013. Dr. Javaheripour proposed that the March meeting be a social event in the evening at a local restaurant to introduce new members and say goodbye to the out-going members. All were in favor of the suggestion. 10.0 ADJOURNMENT The meeting was adjourned at 2:17 p.m. by Chairperson O’Malley.
