WELCOME, ROLL CALL AND CALL TO ORDER
The Victor Valley Community College District Measure JJ Citizens’ Bond Oversight
Committee held an informational meeting (due to the lack of quorum), on Wednesday,
September 16, 2015, in the Board Room of Victor Valley Community College. Ms.
Diane Uli, Vice-Chair, called the meeting to order at 1:47 PM.
Three (3) committee members were present, Marshall Kagan, Larry Hoover and Diane
Uli. Quorum was not established.
2.0
PLEDGE OF ALLEGIANCE
The pledge of allegiance to the American flag was led by Steve Garcia.
3.0
INTRODUCTIONS
Ms. Uli asked that those present introduce ourselves as the new student
representative, Jazmin Gailey, was in attendance. Ms. Gailey is the Vice President of
the Associated Student Body, and the Model United Nations Club President and Karen
Hardy, Fiscal Services Director and Interim CBO introduced herself, as well as
members: Diane Uli, (CBOC), Marshall Kagan, (CBOC), Larry Hoover (CBOC), and
VVC staff, Steve Garcia (Facilities Director and Interim Director of Maintenance and
Operations) and Shirley Snell-Gonzalez (recorder).

AGENDA REVIEW
Due to the lack of quorum, the agenda could not be changed.

PUBLIC COMMENTS
No public comments were expressed.
6.0
ACTION ITEMS
Due to the lack of quorum, no action items were voted on.

REPORTS/DISCUSSION
7.1
Bond Project Updates and Expenditures – Steve Garcia stated that there was
not much of an update. Dr. Reddy’s donation went a long way in the new
Health and Science Center building project. The awarding of the contract for
the refurbishing of the automotive building is scheduled to occur by the end of
the year. The One Stop was approved by the board approximately 6-8 years

ago. Mr. Garcia provided the Measure JJ Bond Program Reconciled Budget
Summary Report. There were no questions.
Committee Meeting Dates – As there was no quorum to make a decision
regarding additional meeting dates, Ms. Uli suggested scheduling an October
meeting to discuss meeting dates and not wait until the December 2nd meeting
(currently scheduled). It was decided that Ms. Snell-Gonzalez would pole the
members, via email, as to whether they would be able to attend either
Wednesday, September 23rd or October 7th. Mr. Kagan stated that the
committee should know more about what is going to be discussed in order to
know if more meetings are required.

COMMITTEE MEMBERS’ COMMENTS – None were expressed.

OTHER – No other business was discussed.

NEXT CITIZENS’ OVERSIGHT COMMITTEE MEETING
Unknown until the members are poled as to September 23rd or October 7th.

Ms. Uli adjourned the meeting at 2:32.
