REQUEST FOR PROPOSAL CRITERIA: PROJECT MANAGEMENT AND CONSULTATION ASSISTANCE FOR THE LAND ACQUISITION PROGRAM QUESTIONS RECEIVED FROM CONSULTANTS Q: What types of sub-consultants are you looking for us to bring? I notice in the RFQ it calls for appraisal experience. Would the scope include items such as title, review, property management? I’m trying to determine what subs to bring on in order to satisfy the DBE requirement. A: The Airport contracts directly with appraisers, reviewers, surveyors, attorneys, etc. The selected consultant will primarily be handling business and residential relocations. However, they may be asked to do some acquisition and property management work, etc. We expect the selected consultant to utilize a DBE for 10% of the work performed during the life of the contract. Q: Is this RFP requesting Project Management Oversight (PMOC) work or does this involve the actual production work consisting of acquisition and relocation of the proposed 100 properties to be acquired? A: This RFP is requesting actual production work. In addition, this RFP is not tied to one project. We have multiple projects which will require consulting services. Q: Do resumes count towards the 25 page limit? Cover letter? Tabs? A: Resumes and tabs do not count towards the 25 page limit. However, the cover letter does count in the 25 page limit. Q: If we are HUB certified in North Carolina. Could we self-certify using this designation to reach the 10% DBE requirement? A: No, a firm must be DBE certified to satisfy this requirement. Q: How would you like to see our proposed pricing? A: N/A, we are withdrawing the pricing portion. Once a firm is selected we will negotiate a contract. Q: Can you provide a proposed scope of service? This would be a great benefit towards determining a DBE partner should we not be able to self-certify. It would also assist us in determining the appropriate personnel to propose. A: The Consultant will provide relocation Assistance, Acquisition Services and Property Management support for Federally Assisted Projects following 49 CFR Part 24 and all other pertinent laws and regulations including FAA Circulars.
