Since there will be no scheduled onsite tour, it is possible to be escorted into the FIS area during our visit prior to the bid submittal? Yes, prior to bid submittal, you may request an escort (via email) into the FIS. The escort must be arranged in advance, as there are limitations on when individuals may be escorted into this area. There are also security background checks required for each individual in attendance that must be completed prior to the escort. 2. Can you please supply all copies of monthly FIS activity reports and invoices submitted by current provider for the past three years? Please see the attached document. 3. Can you please provide the daily user rate (how many carts are removed by passengers) from the FIS area for the past three years? Please see the attached document. 4. Can you please supply the current cart rental fee charge at the vending units? Current cart rental at all vending units is $4.00 per use. 5. Can you please supply the price development history of the fees charged at the vending units? What dates any increases went into effect over the past five years? Vending unit rental fees increased from $3.00 to $4.00 on April 1st, 2012. No other information is available. 6. RFP Document page 7, Capital Investment and premises – The final sentence of this paragraph notes that Attachment G shows the locations of the current baggage cart installations. The current vending operation has seventeen (17) dispensers and three (3) return only locations. There are currently no units in the RCF. By depicting locations in the RCF, is the Airport requesting that respondents include fourteen (14) dispensers for the RCF in the response? Based on the current count, less the units noted for removal on the maps, plus the additional garage units the new total is expected to be twenty-nine (29) dispensing locations plus three (3) return only locations. Yes, the Airport is requesting the proposer to include fourteen (14) dispensers for the RCF in their response. However, twenty-nine (29) dispensing locations plus three (3) return only locations are incorrect. We currently have seventeen (17) vending units and three (3) return only units. We are proposing to remove two (2) units – one (1) vending and one (1) return only. This will leave us with sixteen (16) vending units in the terminal plus fourteen (14) vending units in the hourly deck, and two (2) return only units. 7. Addendum #1 Response to Question #12 – this question is regarding the acceptance of coins for cart vending. While it may seem that coin acceptance is standard for this service, the reality is that the majority of vending units no longer accept coins for the simple fact that for a $4.00 for $5.00 fee, vending coins are rarely (if ever) utilized. In addition, $10.00 and $20.00 bill acceptance at the higher volume vending locations is of greater importance to cart customers than coin acceptance. Smarte Carte requests that the Airport reconsider these vending unit requirements, as they may unnecessarily add capital costs and restrict vending options. The vending units may accept coins, but it is not required.
