Trade St. Charlotte, NC 28202 704-336-7331 Letter of Inquiry Fiscal Year 2016 Thank you for your interest in serving the youth of Mecklenburg County through the Youth Engagement Unit of the CharlotteMecklenburg Police Department. This Unit provides a continuum of services for youth who are at risk of or involved in delinquent or criminal activity that are designed to reduce the number of youth referred to the criminal justice system, delinquent or criminal activity by youth, and delinquent or criminal recidivism by youth. Letter of Inquiry: Letters of Inquiry are accepted year-round. Please fill out this form, which serves as your Letter of Inquiry. Organizations may submit only one (1) Letter of Inquiry per grant cycle. Although no attachments are necessary, agencies may attach an agency brochure or single annual report. Your Letter of Inquiry is limited to two (2) pages. Submitting a Letter of Inquiry does not guarantee formal consideration for funding. Letters of Inquiry only provide us with preliminary information. After reviewing the Letter of Inquiry forms, the CMPD will invite organizations to complete full grant proposals through a Request for Proposal (RFP) process. RFP’s are accepted by invitation only. Funding Priorities: The CMPD will provide grants ranging from $500 up to $25,000 and give priority to agencies that: Utilize an effective, best practice, or standardized curriculum (see program models at http://www.ojjdp.gov/mpg) Currently work with urban youth and possess demonstrable program outcomes Offer opportunities to collaborate and foster partnerships and leverage other funding sources Have a plan to effectively track and evaluate program outcomes Demonstrate how the proposed program will positively impact clients Fit within one of three levels of service: 1) Prevention – Programs that concentrate on improvements in education, social competencies, employability, and civic and other life skills in order to change the capacity of the youth from a liability to an asset. Target audience is youth exhibiting risky behaviors (up to 16 yoa). 2) Diversion – Programs that target improvements in social competency, civic responsibility, and life skills. The primary objective of diversion is to redirect youth away from formal processing in the juvenile justice system, while still holding them accountable for their actions. Target audience is first-time, non-violent offender (up to 18 yoa). 3) Intervention – Programs that address youth crime and unemployment by providing participants with social, personal, and vocational skills and employment opportunities to help them achieve economic success, avoid involvement in criminal activity, and subsequently increase social and educational functioning. Target audience is chronic juvenile offender (up to 16 yoa) or first-time Youthful Offender (16-18 yoa).
