Limited Submissions
Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which
applications will be submitted. Dr. Jim
Guikema, Associate Vice President for
Research, is the internal coordinator for
limited submission programs. Please
notify him at 785-532-6195, email:
guikema@ksu.edu, by the Internal due
date listed in the Funding Bulletin (FB
23-1, 23-2) or by at least two months
prior to the sponsor deadline if you wish

GENERAL
23-1 Science, Technology, Engineering,
and Mathematics Talent Expansion
Program Centers (STEP Centers) (NSF)
The STEP Centers competition allows a
group of faculty representing a cross section of institutions of higher education to
identify a national challenge or opportunity in undergraduate education in science,
technology, engineering, and mathematics
(STEM) and to propose a comprehensive
and coordinated set of activities that will
be carried out to address that challenge or
opportunity within a national context. In
the current competition, efforts must be
related to the biological sciences, engineering, or the geological sciences. An
institution is allowed to be the lead institution on only one proposal to the HERENG STEP Centers competition, and only
one proposal to the HER-GEO STEP Centers competition. Thus, a given institution
may be the lead institution on up to three
proposal submissions in total. An institution may be a partner institution on any
number of submissions. This Solicitation
represents a new initiative within the Science, Technology, Engineering, and Mathematics Talent Expansion Program
(STEP). The existing STEP Solicitation
NSF 08-569 also remains in effect. Appli-

23-2 NCRR Science Education
Partnership Award (SEPA) (R25)
(NIH) (HHS)
NCRR encourages applications to its
SEPA program for the development and
evaluation of innovative research education programs to improve PreK-12
research career opportunities and the
community’s understanding of the health
science advances supported by the
National Institutes of Health (NIH) funded clinical and basic research. SEPA
encourages dynamic partnerships
between biomedical and clinical
researchers and PreK-12 teachers and
schools and other interested organizations. Particular importance will be given
to applications that target PreK-12 and/or
ISE/media topics that may not be
addressed by existing curriculum, community-based or ISE/media activities. An

and Cultural Organizations (NEH)
America’s Historical and Cultural Organizations grants support projects in the
humanities that explore stories, ideas, and
beliefs in order to deepen our understanding of our lives and our world. The Division of Public programs supports the
development of humanities content and
interactivity that excite, inform, and stir
thoughtful reflection upon culture, identity, and history in creative and new ways.
Grants for America’s Historical and Cultural Organizations should encourage dialogue, discussion, and civic engagement,
and they should foster learning among
people of all ages. NEH offers two categories of grants for America’s Historical
and Cultural Organizations: planning and

23-5 Humanities Collections and
Reference Resources (NEH)
The Humanities Collections and Reference Resources program supports projects
that provide an essential foundation for
scholarship, education, and public programming in the humanities. Thousands
of libraries, archives, museums, and historical organizations across the country
maintain important collections of books
and manuscripts, photographs, sound
recordings and moving images, archaeological and ethnographical artifacts, art
and material culture, and digital objects.
Funding from this program strengthens
efforts to extend the life of such materials
and make their intellectual content widely
accessible, often through the use of digital
technology. Awards are also made to create various reference resources that facilitate use of cultural materials, from works
that provide basic information quickly to

development, equipment, stipends, participation in professional society meetings,

23-7 Earth Sciences: Instrumentation
and Facilities (EAR/IF) (NSF)
The Instrumentation and Facilities Program in the Division of Earth Sciences
(EAR/IF) supports meritorious requests
for infrastructure that promotes research
and education in areas supported by the
Division. EAR/IF will consider proposals
for: 1) Acquisition or Upgrade of
Research Equipment; 2) Development of
New Instrumentation, Analytical Techniques or Software; 3) Support of
National or Regional Multi-User Facilities; and 4) Support for Early Career
Investigators to facilitate expedient operation of new research infrastructure proposed by the next generation of leaders in

23-8 ROSES 2010: Astrobiology
Science and Technology for Instrument
Development (NASA)
The Astrobiology Science and Technology for Instrument Development
(ASTID) program element requests proposals to develop instrumentation capabilities to help meet Astrobiology science
requirements on future space flight missions, as well as unique Astrobiology science objectives on Earth. Selected
activities are expected to advance the
development of scientific instruments or
instrument components to the point where
the instruments could credibly be proposed in response to future flight opportunity announcements, including
instruments that could be accommodated
on or in small satellites (under 50kg total
spacecraft mass), or as small payloads in
support of future science activities associated with missions of human exploration.

Traumatic Brain Injury Clinical Trial
Award (DOD)
The Fiscal Year 2010 (FY10) Defense
Appropriations Act provides $10M to the
Department of Defense (DOD) Psychological Health and Traumatic Brain Injury
Research Program (PH/TBI) Research
program to promote research that will
advance the prevention, detection, diagnosis, and treatment of military-relevant
PH issues and TBI. Funding will be
focused on innovative projects that have
the potential to make a significant nearterm impact on improving the function,
wellness, and overall quality of life for
warriors, veterans, families, caregivers,
and communities.

23-11 Opportunities for Promoting
Understanding through Synthesis
(OPUS) (NSF)
All four cultures within the Division of
Environmental Biology (Population and
Community Ecology, Ecosystem Science,
Evolutionary Processes and Systematic
Biology and Biodiversity Inventories)
encourage the submission of proposals
aimed that synthesizing a body of related
research projects conducted by a single
individual or a group of investigator over
an extended period. OPUS proposals will
often be appropriately submitted in midto-late career, but will also be appropriate
early enough in a career to produce
unique, integrated insight useful to the
scientific community and to the development of the investigator’s future work. In
cases where multiple scientists have
worked collaboratively, an OPUS award
will provide support for collaboration on

and Related Biological Materials For

This funding opportunity announcement
(FOA) issued by NCRR, National Institutes of Health, encourages research grant
applications from institutions/organizations that propose to develop, characterize
or improve animal models for human diseases or to improve diagnosis and control
diseases of laboratory animals that may
interfere with research. Models to be considered must be applicable to the research

Family and Community Engagement

The Administration for Children and
Families (ACF), Office of Head Start
(OHS) announces the availability of
$3,000,000 to be competitively awarded
for a National Center on Parent, Family
and Community Engagement (the Center). The goals of the Center are to provide a vehicle for the dissemination of
clear, consistent messages about the kind
of parent and family engagement that are
positively associated with improvements
in young children’s learning. The Center
will showcase research-based practices
related to family support services, strong
parent-child relationships, parent early literacy strategies, parent social networks,
early learning educational transitions,
parent leadership and advocacy, and professional development for Head Start staff
