44-1 FIPSE Comprehensive Program
(ED)
The Department of Education is planning
to publish the guidelines for the Comprehensive Program by December 26, 2002.
The Comprehensive Program generally
seeks to support postsecondary reforms of
teaching and learning that are innovative
and have strong potential to be sustained
and also disseminated to other settings.
Priorities for this year are: Improving
Access, Retention and Completion;
Improving K-12 Teaching; Improving
Postsecondary Curricula; and Promoting
Cost-Effectiveness in Instruction and
Operations. K-State is planning to host a
teleconference with a FIPSE program
officer after the start of the new year.

44-2 Innovative Exploratory Studies
and Technology Development in
Neuroinformatics Research (NIH)
This program encourages applications for
a one-time grant award to support: innovative research directions requiring preliminary testing or development of
neuroscience databases or analytical tools
(neuroinformatics) research; exploration
of the use of approaches and concepts new
to a particular substantive area of neuroscience informatics (neuroinformatics)
research; or research and development of
new technologies, techniques or methods
in informatics that will have a high impact
upon the advancement of neuroscience
research. Neuroinformatics combines neuroscience and informatics (information
technology/computer sciences) research to
develop databases and neuroscience
knowledge management systems, and
advanced tools and approaches essential
for efficient data sharing and data integration, including tools that integrate information from different levels of
organization across temporal and spatial

44-3 The Human Brain Project
(Neuroinformatics): Phase IFeasibility; Phase II-Refinements,
Maintenance and Integration (NIH)
The purpose of this initiative is to
encourage and support investigator-initiated research on neuroscience informatics (neuroinformatics). This research will
lead to the development of new web
based databases, analytical tools, and
knowledge management systems to foster sharing of data for all domains of neuroscience research. This program
combines neuroscience and informatics
(neuroinformatics) research to develop
and apply advanced tools and approaches
essential for efficient understanding of
the structure, function and development
in health and disorders of the nervous
system, from the genetic to whole systems level. Research in informatics
includes databases, graphical interfaces,
querying approaches, information
retrieval, data visualization and manipulation, and data integration through the
development of integrated analytical
tools, synthesis, and tools for electronic

44-4 Radiopharmaceutical and
Molecular Nuclear Medical Research
(DOE)
The Energy Department is seeking applications in radiopharmaceuticals and
molecular nuclear medicine under a program that supports basic, high-risk
research on the use of radiation and other
energy technologies in medicine.
Research priorities include: new tracer
technologies for real-time in vivo imaging of gene expression in health and disease; new radiotracer labeling of
progenitor cells for non-invasively imaging and tracking their behavior and fate
in vivo and their overall role in organ and
tissue regeneration in disease states; new
radiotracers for in vivo targeting of
mutated proteins critical to carcinogenesis and tumor cell growth; and development of a new generation of radiotracers

Classification Systems for Diagnosis of
Biological Impairment in Watersheds
and Their Receiving Water Bodies
(EPA)
This solicitation seeks the development of
regionalized watershed classification
schemes that can be used within the context of a national framework for determining ecosystem vulnerability, designing
monitoring systems, and identifying
watershed restoration opportunities.
Regionalized classification schemes
should be based on a strong conceptual
understanding of watershed processes, as
well as illustrating quantitative linkages
among watershed attributes, loadings, and
ecological responses.

Solar Wind at 1 AU (NASA)

Inventories (BS&I) (NSF)
The Biodiversity Surveys and Inventories
Program (BS&I) supports collecting,
identifying, vouchering, and describing
the species-level diversity of all forms of
life on Earth, from microbes to mammals,
including expeditionary work to document biotic diversity in poorly known terrestrial, freshwater, and marine
environments. Supported surveys may be
primarily area-based (focusing on species
inventory and new species discovery, plus
in some cases ecological, biogeographic,
and/or evolutionary hypothesis testing),
primarily clade-based (continental-scale
to global species inventory and discovery
within a particular taxonomic group), or
primarily guild-based (surveys that couple species inventory and discovery with
macroecological, historical biogeographic, and/or macroevolutionary

44-12 Identifying Targets for
Therapeutic Interventions Using
Proteomic Technology (NIH)
NIAID is establishing a Broad Agency
Announcement (BAA) to solicit proposals to address the Institute’s need for
research programs focused on the discovery of targets for potential candidates for
the next generation of vaccines., therapeutics and diagnostics against microorganisms considered agents of
bioterrorism or responsible for emerging
and/or re-emerging diseases using proteomic technologies. The research programs shall be focused on NIAID
category A-C pathogens and microorgranisms. The primary goal of these pro-
grams is to characterize the pathogen and/
or host cell proteome, identifying proteins
associated with the biology of the
microbes, mechanisms of microbial
pathogenesis, innate and adaptive
immune responses to infectious agents,
and/or non-immune mediated host
responses that contribute to microbial

Administration (NASA) Office of Space
Science is releasing a Cooperative Agreement Notice (CAN 02-OSS-02) for community consideration interested in
participation in the NASA Astrobiology
Institute as an innovative way of conducting basic interdisciplinary research in the
area of Astrobiology; the study of life in
the universe.

44-14 Functional Heterogeneity of the
Peripheral, Pulmonary and Lymphatic
Vessels (NIH)
The National Heart, Lung, and Blood
Institute (NHLBI) invites applications to
address the functional heterogeneity of
the arterial and venous sides of the
peripheral and pulmonary vessels as well
as the lymphatics. The purpose of this
RFA is to support fundamental studies
focusing on the cellular and molecular
mechanisms that contribute to the functional differences which account for the
heterogeneous nature of the adult peripheral, pulmonary and lymphatic vessels.
These studies are to be limited to non-coronary arteries, pulmonary vessels, and the

Collaboration Award for HIV-AIDS
(AIDS FIRCA) (NIH)
The Fogarty International Research Collaboration Award for HIV-AIDS (AIDS
FIRCA) facilitates collaborative research
between U.S. scientists supported by the
National Institutes of Health (NIH) and
foreign scientists through small individual
research grants. The AIDS FIRCA will
extend and enhance the research interests
of both the U.S. scientist and the collaborating foreign scientist, and will help to
increase the research capacity of the foreign scientist and institution. Awards are
made to the U.S. applicant institution to
support a collaborative research project
that will be carried out mainly at the foreign collaborator’s research site. Support
is available for research related to human
immunodeficiency virus (HIV), acquired
immunodeficiency syndrome (AIDS),
and for research among HIV-infected persons of conditions that disproportionately

The National Institute of Child Health and
Human Development (NICHD) and the
National Institute on Aging (NIA) invite
research grant applications proposing
intergenerational research to help understand how private behavior is manifest in
allocating family resources across the
generations and how public policy affects
these allocations. Research is solicited
that examines the manner in which private family resource allocation decisions
result in improvements in health, wealth
accumulation (including human capital),
and well-being for children, active adults
and the elderly, and how public policy
interacts with family processes to alter
