GENERAL
11-1 Early Stage Development of
Technologies in Biomedical Computing,
Informatics, and Big Data Science (R01)
(NIH)
The NIH is interested in promoting a broad
base of research and development of technologies in biomedical computing, informatics, and Big Data Science that will
support rapid progress in areas of scientific
opportunity in biomedical research. It is
expected that this research and development is conducted in the context of important biomedical and behavioral research
problems. Major themes of research
include collaborative environments; data
integration; analysis and modeling methodologies; and novel computer science and
statistical approaches. New opportunities
are also emerging as large and complex
data sets are becoming increasingly available to the research community. This initiative aims to address biomedical research
areas in biomedical computing, informatics, and Big Data science through the early
stage development of new software, tools
11-2 ROSES 2014: Rapid Response
and Novel Research in Earth Science
(NASA)
This program element solicits proposals
that advance the goals and objectives of
NASA’s Earth Science Division by conducting unique research to investigate 1)
unforeseen or unpredictable Earth system
events and opportunities that require
rapid response, and 2) novel new ideas of
potential high merit and relevance for
ESD science that have not otherwise
been solicited by NASA in the past three
years. Targets of Opportunity: Rapid
Response to Earth System Events and
Opportunities to Collaborate (Rapid
Response) This subelement is focused on
research proposals having great urgency
for action 1) involving quick- response
research on natural or anthropogenic
extreme events, disasters, and/or similar
unanticipated or unpredictable events,
and 2) requiring a quick funding decision
to take advantage of an opportunity for
research collaboration that is only available for a short time. First-Time Development of Innovative, Novel Ideas in
Earth Remote Sensing (Novel Earth Science) This subelement is intended to provide an open, systematic, competitive
process for NASA’s ESD to consider
proposals for exceptionally novel scientific research on remote sensing of the
Earth that cannot be considered relevant
to any other NASA solicitation.

AGRICULTURE
11-3 Organic Agriculture Research
and Extension Initiative (USDA)
The OREI seeks to solve critical organic
agricultural issues, priorities, or problems through the integration of research,
education and extension activities. The
purpose of this program is to fund high
priority research, education and extension projects that will enhance the ability
of producers and processors who have
already adopted organic standards to
grow and market high quality organic
agricultural products. Priority concerns
include biological, physical, and social

11-4 New US-Israel Collaborative
Research Funds (USDA/BARD)
In 2013, the U.S. Department of Agriculture's National Institute of Food and Agriculture (NIFA) signed a Memorandum of
Understanding with BARD, The USIsrael Binational Agricultural Research
and Development Fund. For 2014, the
NIFA-BARD initiative has identified a
specific priority area, Water for Agriculture, for mutually beneficial collaboration. Thus US scientists applying for a
grant in the AFRI Water for Agriculture
RFA, have an opportunity to add to their
application Israeli scientists as collaborators whose funding will be provided by
BARD. The principal constraint to Israeli
agriculture is water and has devoted much
of its agricultural research and development funds to creating sustainable solution fro agriculture under the constraint of
limited water resources. As a result there
are many Israeli scientists with expertise
in areas such as irrigation technology,
water reuse, water quality, environmental
impact of water resources, government
water policy, etc. This expertise can be
used to help enhance one or more of the
proposal's objectives without compromising the proposed budget for any of the US
collaborators.

11-5 2014 Specialty Crop Block Grant
(KDA/USDA)
The Kansas Department of Agriculture is
accepting applications for the 2013 Specialty Crop Block Grant program. Funds
for the program are awarded to the agency
by the U.S. Department of Agriculture’s
Agricultural Marketing Service. The
funds are in turn granted to projects and
organizations that promote the competitiveness of specialty crops. Speciality
crops are defined by the USDA as fruits,
vegetables, tree nuts, dried fruits, horticulture, and nursery crops, including floriculture. The Kansas Department of
Agriculture seeks to fund projects that
primarily fit into the following areas:
Economic Development; Education; Food
Access/Food Security.

The Professional Development for Arts
Educators (PDAE) program supports the
implementation of high-quality model
professional development programs in
elementary and secondary education for
music, dance, drama, media arts, or visual
arts, including folk arts, for educators and
other arts instructional staff of kindergarten through grade 12 students in highpoverty schools. The purpose of this program is to strengthen standards-based arts
education programs and to help ensure
that all students meet challenging State
academic content standards and challenging State student academic achievement

The purpose of this Funding Opportunity
Announcement (FOA) is to solicit
research applications for projects focused
on development and/or production of
diagnostics that will enable rapid, sensitive, specific, culture-independent detection of high-priority antimicrobialresistant Gram-negative bacterial pathogens. This FOA is focused on select
healthcare-associated bacteria where
resistance compromises effective treatment, including: Klebsiella pneumoniae,
Acinetobacter baumannii, Pseudomonas
aeruginosa, Enterobacter species and
extra-intestinal pathogenic Escherichia
coli. Applications must include a Product
Development Strategy and demonstrate
substantive participation by at least one

The Small Business Technology Transfer
(STTR) Program stimulates technological
innovation in the private sector by
strengthening the role of small business
concerns in meeting Federal research and
development needs, increasing the commercial application of federally supported
research results, and fostering and
encouraging participation by socially and
economically disadvantaged and womenowned small businesses. The STTR Program requires researchers at universities
and other non-profit research institutions
to play a significant intellectual role in the
conduct of each STTR project. These
researchers, by joining forces with a small
company, can spin-off their commercially
promising ideas while they remain primarily employed at the research institution.
This STTR Phase I solicitation aims at
encouraging the commercialization of
previously NSF-funded fundamental

Violence Opportunity for
Breakthroughs in Fundamental Basic
Research and Education (NSF)
This letter is to alert all basic social and
behavioral science research communities
of the National Science Foundation's
interest in receipt of proposals that will
enable a better understanding of the contributing factors, causes, and consequences of violence perpetrated by and
against youth. This will advance the
Foundation's goal to provide scientific
evidence in support of important social
issues. The interest spans both disciplinary and interdisciplinary research. The
Foundation is especially interested in
research relating to destructive violence
as opposed to harm as a regrettable
byproduct of other experiences or activities (e.g., contact sports). NSF is interested in a wide range of approaches to
investigating these issues. Proposals that
investigate at the level of individual, family, school, community, and/or culture are
encouraged. Topics of interest include
(but are not limited to): Characteristics of
youth at risk for violence and their family
and community structures, Impact of
exposure to domestic, community, and
media violence, Positive and negative
influences of social interactions, social
norms, and group processes, Biological,
neural, environmental, and developmental
risk/protective factors, Organizational
processes, institutional structures, and
social policies that influence and are
influenced by the perception and management of violent incidents, Roles for technology and engineering in minimizing
incidence and impact of youth violence.
