Who is in the Scottish Parliament? Members of the Scottish Parliament (MSPs) give executive power to the First Minister who is elected by the whole Scottish Parliament. He or she usually comes from the political party with the most MSPs. The Scottish Government is the government in Scotland for all devolved matters. The Scottish Government is formed by the party or parties holding the majority of seats in Parliament. The MSPs on the Government are called ‘Scottish Ministers’ and they are chosen by the First Minister. MSPs elect a Presiding Officer who convenes and chairs the Scottish Parliament. The Presiding Officer is impartial, which means that they have to treat all political parties in the Parliament fairly. MSPs sit in the debating chamber according to their party grouping. There are 129 MSPs.
