FINAL Background The Federal Highway Administration (FHWA) defines a Road Safety Audit (RSA) as the formal safety examination of an existing or future road or intersection by an independent, multidisciplinary team. The purpose of an RSA is to identify potential safety issues and possible opportunities for safety improvements considering all roadway users. This RSA evaluates the intersection of Route 20 (East Main Street/Boston Post Road) at Concord Road in Marlborough, MA, as shown in Figure 1. A safety audit was scheduled for this intersection as part of an intersection and signal improvement project and as required by the MassDOT design process. The intersection of Route 20 (East Main Street/Boston Post Road) with Concord Road was identified as a High Crash Location within the Boston Region by the Metropolitan Area Planning Council (MAPC). Directly to the west of the study area intersection, Route 20 intersects with Curtis Avenue and Hosmer Street. These intersections have also been identified as two separate crash clusters that extend from the west of Curtis Avenue to the east of Hosmer Street. A key objective of the RSA is to identify both short-term and long-term safety improvements that can be made at the subject intersection. Project Data A Road Safety Audit was completed for the intersection of Route 20 (East Main Street/Boston Post Road) at Concord Road in the City of Marlborough on April 21, 2015. The agenda for the RSA meeting held at Marlborough Department of Public Works (DPW) is provided in Appendix A of this report. As shown below in Table 1, the audit team consisted of a multidisciplinary team with representatives from state, regional and local agencies providing expertise in the engineering, planning, maintenance and emergency response fields. FINAL Within the email invitation sent on April 9, 2015 to each participant in the RSA, background material was provided. This information included collision diagrams and MassDOT crash data summaries for the intersection. During the RSA meeting, these materials were reviewed as a group before the team discussed potential solutions for the existing safety issues. Project Location and Description Study Area Roadways As shown in Figure 1, Route 20 (East Main Street/Boston Post Road) in the immediate vicinity of the intersection is a two-lane roadway that runs in the east-west direction in the City of Marlborough with a posted speed limit of 35 miles per hour in either direction. Route 20 (East Main Street/Boston Post Road) is classified as an urban principal arterial under MassDOT jurisdiction. The travel lanes on Route 20 vary in width, but typically range from 11 to 12 feet wide. There are narrow shoulders varying in width present along both sides of Route 20. A sidewalk that is approximately five feet wide is generally present along either side of Route 20 west of Concord Road. East of Concord Road, there is generally a sidewalk located on the southern side of Route 20. Concord Road is a two-lane urban collector under city jurisdiction that runs in a northeast/southwest direction through Marlborough connecting to Hudson to the northeast. Concord Road has a single lane of travel in either direction measuring approximately 12 feet in width and shoulders on either side of the roadway with a varying width of 1-2 feet. There is a 5-foot wide sidewalk present on the northern side of Concord Road. In the vicinity of the intersection, there is a posted speed limit of 25 mph. Cook Lane is mostly a two-lane road, classified as an urban collector under city jurisdiction that runs in a north/south direction through Marlborough. From its intersection with Route 20, Cook Lane is one-way only in the southbound direction and only accessible to vehicles heading in the eastbound direction on Route 20. Cook Lane provides a single lane of travel in the southbound direction measuring approximately 16 feet in width until its intersection with Peters Avenue, where Cook Lane then provides one lane of travel in either direction. There are no shoulders on either side of the roadway. There is a sidewalk present on the eastern side of the roadway, south of the Cook Lane intersection with Peters Avenue. Due to the close proximity of the intersections of Curtis Avenue and Hosmer Street with Route 20, it should be noted that while this project focused on a single intersection (Route 20 at Concord Road), this intersection is significantly impacted by (and will have impacts on) operations at the two adjacent intersections to the west. Study Area Intersections The intersection of Route 20 (East Main Street/Boston Post Road) at Concord Road is a three-legged unsignalized intersection maintained by MassDOT. The eastbound approach consists of an exclusive left turn lane and a through lane. The westbound approach consists of a shared through and right turn lane. There is no traffic control for the approaches along Route 20. The southbound approach consists of an exclusive left turn lane and an exclusive right turn lane. The southbound approach is controlled by stop signs and stop lines in both lanes. Crash Data Crash data was received from the City of Marlborough Police Department for the years 2010-2014. Based on this data, there were a total of 48 crashes reported from the beginning of 2010 through the end of 2014 Page 2 Road Safety Audit— Route 20 (East Main Street/Boston Post Road) at Concord Road - Marlborough, MA Prepared by McMahon Associates, Inc. FINAL at the intersection of Route 20 (East Main Street/Boston Post Road) and Concord Road. Of the crashes that occurred, approximately 19 (39%) were sideswipe collisions, including 15 sideswipe crashes in the eastbound direction and two in the westbound direction on Route 20. There were also approximately 17 (35%) rear-end collisions, including nine rear-ends in the eastbound direction and four in the westbound direction. Additionally, there were six angle and six single vehicle collisions at this location. Of the 48 crashes, five involved personal injuries and no fatalities were reported at the intersection. FINAL Road Safety Audit Observations and Potential Improvements During the RSA meeting, a brief introduction of the RSA process and a summary of the study area and crash information were presented to the audit participants. Following this brief presentation, the members of the audit team were asked to discuss the existing issues that may affect safety at the intersection of Route 20 (East Main Street/Boston Post Road) and Concord Road. Provided below is a list of the safety concerns that were identified during the RSA along with potential enhancements that address these concerns. Safety Issue #1: Traffic Operations Observations: It was discussed during the audit meeting that the exclusive eastbound left turn lane frequently causes issues at this intersection. West of the intersection, Route 20 provides two lanes in either direction but does not properly warn drivers of the upcoming exclusive eastbound left turn lane. In an attempt to exit the left turn only lane, vehicles either suddenly merge into the through lane or continue straight ahead in the left turn lane, as Route 20 begins to merge into a single lane in each direction east of Concord Road. Audit members also noted that vehicles often speed along Route 20. This is particularly an issue in the eastbound direction as participants stated that vehicles often jockey for position just west of the intersection; combined with the sudden realization of the lane drop for the eastbound through movement, this creates a substantial sideswipe hazard for drivers. Crash data supports this conclusion, as 15 out of the 19 sideswipes at this intersection were from vehicles heading in the eastbound direction. In addition, the southbound left turn lane from Concord Road was also observed to have major operational issues. There is a large volume of vehicles utilizing the Route 20 uncontrolled through movements and the resulting delay can potentially frustrate drivers on Concord Road. Concord Road also provides access to Ghiloni Park, a popular weekend destination for visitors, and may contribute to a high level of traffic volumes entering and exiting Concord Road during the weekends. Enhancements: • Consider developing a protected eastbound left turn bay or provide a better delineation using “skip lines” in advance of the left turn lane. FINAL • • • • • Extend pavement markings on Route 20 beyond the intersection to increase driver awareness. Provide additional police enforcement at the intersection to reinforce the speed limit. Consider extending two through lanes along Route 20 through the intersection, as a longterm enhancement, to provide drivers more time to merge into one lane. Signalize the intersection to provide right-of-way to vehicles entering and exiting the minor approach, to reduce the number of sideswipe and angle collisions at this location as well as improve capacity on the minor approaches and reduce driver frustration. If a signalized intersection is implemented, consider coordination between the proposed signal with the existing signal located west, at the intersection of Route 20 and Hosmer Street, and/or adaptive signal control to account for variable traffic, particularly weekend traffic associated with Ghiloni Park. Safety Issue #2: Traffic Control Observations: The southbound approach from Concord Road is under stop control for the left turn and right turn lanes, while the eastbound and westbound movements are free flowing with a speed limit of 25 mph. For a vehicle to make a left out of Concord Road, they must cross two lanes of traffic and merge into a high-speed roadway. Additionally, audit members noted the left turn lane might confuse unfamiliar patrons that use the nearby park because of an outdated “keep right” sign. This condition may cause the driver to take a right turn instead, leading to the potential of a driver making an illegal U-turn after the median on Route 20. Additionally, sign placement on the Concord Road median islands and street may also obstruct drivers’ sight distance. The angle of the right turn lane combined with the curve on Route 20 creates a straight alignment onto Route 20 from Concord Road. Members noted during the meeting that this stop-controlled approach with the straight alignment may contribute to the four rear-end crashes recorded at the intersection. It was also noted by audit The “Keep Right” sign heading southbound participants that the lack of signage on Concord Road around the intersection could increase driver inattention, creating a potential safety risk. Enhancements: • Evaluate the existing regulatory and warning signage, including sign placement and size, to ensure adequate warning and sight distance for all users. Additional signage, if implemented, should be mounted to maximize the sight distance available as the preferred method noted in the Manual on Uniform Traffic Control Devices (MUTCD). • Implement guide signage for Route 20 and Concord Road to help reduce confusion among unfamiliar drivers. • Provide additional police enforcement at the intersection to reinforce the stop-controlled approach. FINAL • • Evaluate the implementation of Yield control at the Concord Road right turn. Evaluate tightening the radius of the Concord Road right turn and bring it closer to the intersection. Safety Issue #3: Roadway Geometry Observations: During the RSA, it was discussed that there are several geometric issues at the intersection of Route 20 (East Main Street/Boston Post Road) at Concord Road. The wide lanes currently at the intersection are mostly under-utilized. It was noted by participants that heading in the westbound direction, the travel lane widens as drivers approach the intersection, which leads to a larger road surface. Drivers then treat the larger road surface that is currently a single lane as two lanes, which may contribute to a number of westbound sideswipes and rear-end collisions. There is also a significant horizontal curve along Route 20 as it intersects with Concord Road. The sharp horizontal curve along Route 20 may also be a contributing factor for a number of crashes at this intersection. Audit members noted that the combination of increased vehicle speeds with the sharp horizontal curve along Route 20 could be a factor in the five single vehicle crashes in the westbound direction that strike fixed objects, such as the Concord Road island or the Route 20 curbing. Enhancements: • Re-evaluate the pavement striping to reduce the lane width on Route 20. • Consider tightening the curbs to better direct vehicles through the intersection as a longterm enhancement. • Consider adding warning signs, such as “Curve Ahead” or “Intersection Ahead”, on Route 20. • Consider extending the existing median to the west towards Hosmer Street to discourage vehicles from making a U-turn. • Restripe the pavement markings around the islands and medians. • Add reflective paint or markers to the face of curbs to help drivers distinguish between curb and pavement, potentially reducing the number of single vehicle crashes. • Consider adding street furniture to make the islands more conspicuous to drivers and help reduce the number of single vehicle crashes. Safety Issue #4: Sight Distance Observations: Audit participants noted visibility issues for all approaches at the intersection of Route 20 with Concord Road. The significant horizontal curve approaching the intersection in both the eastbound and westbound directions adds to the sight distance problems at this intersection. FINAL on the median and landscaping by Cook Lane. In addition, it was noted by audit participants that the southbound approach has issues with sight distance caused by the number of signs and their corresponding sizes located on the island, median, and the roadway. Sight distance issues were also discussed more in detail for the eastbound and southbound left turn lanes on Route 20 and Concord Road, respectively. If vehicles are queued in the left turn only lane to enter Concord Road, the lane geometry negatively impacts sight distance for vehicles attempting to make a left turn from the Concord Road approach onto Route 20. Enhancements: • Evaluate the placement and size of current signage to ensure adequate sight distance for all movements at the intersection. • Determine the property lines to the west of Concord Road and work with the adjacent property owners to trim vegetation by Cook Lane to improve sight distance. Safety Issue #5: Pedestrian and Bicycle Amenities Observations: At the intersection of Route 20 (East Main Street/Boston Post Road) at Concord Road, there are no pedestrian connections crossing either Route 20 or the Concord Street approach, although a pedestrian ramp is present at the northwest corner of the intersection, adjacent to the Concord Street right turn lane. There is sidewalk throughout the intersection area, with the exception of the northeast corner of the intersection, including the easterly side of Concord Road and the northerly side of A bicyclist using caution while crossing the Route 20 east of the intersection. Audit Concord Road approach participants stated that a demand from Ghiloni Park to the north attracts pedestrians and bicyclists from businesses and apartments located around the study area and also allows for any surrounding community to use the fields for events year round. As previously mentioned, this may result in additional confusion around the study area intersection. FINAL During the field visit, members noticed a utility pole that was placed in the middle of the sidewalk on the northern side of Route 20, west of the intersection. No other amenities for pedestrians or bicycles are present at this location. Enhancements: • Evaluate providing crosswalks spanning the intersection at the major and minor approaches. • Evaluate adding a sidewalk at the northeast corner of the intersection. • Evaluate the feasibility of adding a dedicated bicycle lane or usable shoulder for all approaches at this intersection. • If implemented, provide bicycle detection for the proposed signal at Concord Road due to the number of bicyclists that use the adjacent park. • Evaluate relocating the utility pole or adding a sidewalk bypass to ensure adequate sidewalk width for pedestrians. Safety Issue #6: Access Management Observations: Route 20 near Concord Road provides direct access to multiple commercial and residential properties. Observations during the RSA indicate that curb cuts on Route 20 are quite large. There are a number of access points within the functional area of the Concord Road intersection. Some of the residential driveways on Route 20 lack enough space for vehicles to park without blocking part or most of the sidewalk located on Route 20. Audit members stated that there is a sight distance issue for vehicles taking a left entering the driveway for the Firefly’s Restaurant which may have contributed to a sideswipe crash at the location. Audit members noted that adjacent landscaping and signage contributes to deficiencies in sight distance. The retaining wall on the northern side of Route 20 also partially blocks sight distance for vehicles accessing Route 20. In addition, some members of the audit meeting stated there may be a GPS issue with the one-way access onto Cook Lane, allowing less familiar patrons to be guided out of Cook Lane onto Route 20. Currently, emergency response vehicles do not have an issue going through the intersection because of the wide lanes and the free flow of Route 20 traffic. However, future improvements may include signalizing this intersection, which may affect emergency response times. Enhancements: • Evaluate existing driveways as part of a larger Safety Review/Access Management Study/ Master Plan for Route 20. • Evaluate the driveway widths to consolidate curb cuts within the functional area of the intersection while still providing adequate site access. • Consider narrowing the lanes and adding a buffer (in compliance with local ordinances) to increase sight distance for vehicles accessing Route 20 without blocking part of the roadway. • Evaluate the inclusion of emergency preemption equipment with future improvements to signalize the intersection. FINAL Safety Issue #7: Drainage Observations: Audit participants discussed drainage at the intersection of Route 20 and Concord Road as a potential problem. There are catch basins in the northeast and northwest corners of the intersection that may not be properly located because they are on a higher grade along the roadway. While audit members stated that the drainage wasn’t currently a major issue at this intersection, future improvements at the intersection may impact roadway drainage. Enhancements: • Review any existing drainage problems at this location and evaluate potential drainage improvements as part of long-term improvements to the intersection. • Evaluate catch basin locations along with roadway grading to optimize drainage within the intersection. Recommendations After discussing the various safety deficiencies within the intersection, participants discussed potential solutions. The audit participants were encouraged to consider both short and long-term improvements for each of the existing safety issues. Each improvement considered has been categorized as short-term, midterm, or long-term based on the definitions shown in Table 2. Additionally, a cost category has been assigned to each improvement based on the parameters set forth in Table 2. Table 2. Main St., forcing V1 (traveling EB on Rte. 20) to swerve into a curb to avoid a collision. V2 left the scene. V2 in left turn lane continued straight ahead onto Bost Post Rd.and sideswiped V1. 51 OUI crashed into curb on Concord Rd. V1 side swiped V2 when changing lane. V1 stopped to turn left from Concord Rd. into 350 E. Main St. V2 attempted to pass and hit V1. 51 V2 going EB on Rt20 swerved into snowbank then lost control and side swiped V1. V1 blinded by oncoming headlights and hit median. V2 was trying to change lane and slowed down abruptly. The operator of V1 stated his brake system failed causing him to rear-end V2. V2 sideswiped V1 when merging into the right lane to continue EB. The other vehicle fled the scene.
