Project Data
Nitsch Engineering has been retained by TEC, Inc. on behalf of BlueTarp reDevelopment, LLC to
complete a series of Road Safety Audits (RSAs) for the Massachusetts Department of Transportation
(MassDOT), which are associated with the design of a proposed MGM casino redevelopment in
Springfield, Massachusetts. MassDOT requested RSAs for eight locations in the vicinity of the proposed
MGM site, which is located in the City of Springfield and bounded by State Street to the north, Union
Street to the south, Main Street to the east, and East Columbus Avenue to the west. The Locus Map of the
study area, including the proposed MGM site and the eight RSA locations, is shown in Figure L-1.
This report outlines the fourth of the eight locations, referred to as “Main Street South Corridor”. Main
Street South Corridor is located approximately 0.75 miles south of the project site and is comprised of a
corridor along Main Street, roughly 450 feet in length, which includes the following intersections:



Main Street at West Columbus Avenue and Balise Chevrolet Driveway
Main Street at East Columbus Avenue
Main Street at Longhill Street
The RSA for Main Street South Corridor occurred on Monday, November 16, 2015. As indicated in Table
1 below, the audit team consisted of representatives from the City of Springfield, MassDOT Traffic
Operations and Highway Safety, MassDOT District 2, Pioneer Valley Planning Commission, Federal
Highway Administration, and TEC, Inc. The group observed operations with respect to safety at the study
intersections and this report documents the audit team’s findings. The RSA agenda can be found in
Appendix A. Contact information for the team members can be found in Appendix B.

Background
The Road Safety Audit (RSA) is one of the first steps in the design process as well as a necessary step for
the project to be eligible to receive Highway Safety Improvement Program (HSIP) federal funds for
construction, if applicable. Due to the nature of these RSAs in relation to the proposed MGM Casino
redevelopment, not all locations are HSIP eligible, however, they have been deemed high crash locations.
For Main Street South Corridor, all three intersections included within the corridor are eligible for HSIP
funding.
The goal of the RSA is to identify potential safety issues that can be addressed with short-term
improvements, immediately or in the near future, and long-term improvements that can be incorporated
into a future design project.
The RSA is a multidisciplinary collaborative process by state, municipal, law enforcement, public works,
and design consultants. The process involves conducting a meeting to discuss current crash data and
safety issues at the site, visiting the site to discuss possible solutions that would improve safety, and
preparing a written report that outlines the safety issues discussed along with the costs and timeline for
implementing improvements.
Project Location and Description
The Audit Study Area Map of Main Street South Corridor is shown in Figure 1. The existing conditions
for each study intersection are described below and an aerial map of the study intersections is shown in
Figure 2.
The Main Street South Corridor is located approximately 0.75 miles south of the proposed MGM site and
is roughly 450 feet in length and contains three signalized intersections that operate on one signal
controller.
In the vicinity of study area, Main Street is classified as an urban minor arterial that runs in an east-west
direction. Beyond the study area limits, Main Street generally runs in a north-south direction, with its
northern terminus at the Chicopee City Line where it becomes Center Street, and its southern terminus at
West Columbus Avenue. The roadway is maintained by the City of Springfield and has no posted speed
limit in the vicinity of the study area, however the City notes a 30 mph speed limit unless otherwise
posted.
Main Street at West Columbus Avenue and Balise Chevrolet Driveway
Main Street, West Columbus Avenue, and Balise Chevrolet Driveway intersect to form a four-way
signalized intersection, with Main Street approaching from the east, Balise Chevrolet Driveway
approaching from the west, and West Columbus Avenue approaching from the north, and due south at the
intersection.
Page 3
Road Safety Audit – Main Street South Corridor, Springfield
Nitsch Engineering 11214
Approaching from the east, Main Street consists of one shared through/left-turn lane and one exclusive
left-turn lane, separated by a double yellow center line (DYCL) from two departure lanes. Approaching
from the west, Balise Chevrolet Driveway consists of one exiting shared through/right-turn lane and one
entering lane. Approaching from the north, West Columbus Avenue permits one-way travel towards the
intersection and consists of one shared through/right-turn lane, two exclusive left-turn lanes, and one
exclusive, channelized U-turn lane to access East Columbus Avenue northbound. Approaching from the
south, West Columbus Avenue permits one-way travel away from the intersection and consists of two
general purpose lanes.
West Columbus Avenue is classified as an urban minor arterial that runs in a north-south direction
through the study area, with its northern terminus at the intersection of Clinton Street and the U.S. Route
20 ramp, and its southern terminus at the intersection of Main Street and Interstate 91 (I-91) ramps. The
roadway is maintained by the City of Springfield, except for the sections of roadway in the vicinity of the
I-91 ramps, which are maintained by MassDOT. West Columbus Avenue has a posted speed limit of 35
mph in the vicinity of the intersection.
TEC, Inc. evaluated the last four years of available crash data (2011 – 2014) from the City of Springfield
to establish a crash rate at the intersection to compare to the average Statewide crash rate1 of 0.80 per
Million Entering Vehicles (MEV), and the average crash rate for District 2, which includes the City of
Springfield, of 0.82 per MEV, for signalized intersections.
For the four year period of 2011-2014, a total of 48 crashes were documented, yielding a crash rate of
1.72 per MEV, which is above both the Statewide and District 2 averages. In terms of severity, seven
crashes reported personal injury. Of the 48 total crashes, the most frequent type was a sideswipe from the
double left-turns on both West Columbus Avenue southbound and Main Street westbound, which
included 21 crashes, one of which was an injury crash. Of the remaining crashes, eight were of rear-end
type along West Columbus Avenue, six were angle crashes that resulted between a left-turning vehicle
and a through vehicle along West Columbus Avenue, and three head-on crashes occurred in the
channelized U-turn lane as a result of vehicles traveling the wrong way in the one-way lane.
Main Street at East Columbus Avenue
Main Street and East Columbus Avenue intersect to form a four-way signalized intersection, with Main
Street approaching the east and west, and East Columbus Avenue approaching from the north, and due
south at the intersection..
Approaching from the east, Main Street consists of one exclusive, channelized right-turn lane under
“YIELD” control, and two through lanes separated by a 100-foot long, 4-foot wide median from two
departure lanes. Approaching from the west, Main Street consists of two general purpose lanes separated
by a DYCL from two departure lanes, which are in turn separated by a median from the channelized Uturn lane from West Columbus Avenue, which is under “STOP” control just north of the intersection.
Approaching from the south, East Columbus Avenue permits one-way travel towards the intersection and
consists of one exclusive, channelized right-turn lane under “STOP” control, one through lane, and one

shared through/left-turn lane. Approaching from the north, East Columbus Avenue permits one-way
travel away from the intersection and consists of two general purpose lanes.
East Columbus Avenue is classified as an urban minor arterial that runs in a north-south direction through
the study area, with its northern terminus at the intersection of Clinton Street and the U.S. Route 20/I-91
ramps, and its southern terminus at the intersection of Bruno Street and I-91/U.S. Route 5 ramps. The
roadway is maintained by the City of Springfield, except for the sections of roadway in the vicinity of the
I-91 ramps, which are maintained by MassDOT. East Columbus Avenue has a posted speed limit of 35
mph in the vicinity of the intersection.
For the four year period of 2011-2014, a total of 36 crashes were documented, yielding a crash rate of
1.37 per MEV, which is above both the Statewide and District 2 averages of 0.80 per MEV and 0.82 per
MEV, respectively. In terms of severity, 13 crashes reported personal injury. Of the 36 total crashes, the
most frequent, at nine crashes, was an angle type between Main Street eastbound and East Columbus
Avenue northbound. Of the remaining crashes, seven crashes (plus two crashes from the intersection of
Main Street and Longhill Street) were either angle or sideswipe on the east side of the intersection that
resulted from weaving between lanes to enter Main Street from the right-turn lane from East Columbus
Avenue or to exit Main Street onto Longhill Street.
Main Street at Longhill Street
Main Street and Longhill Street intersect to form a three-way “T-type” signalized intersection, with Main
Street approaching from the east and west, and Longhill Street approaching from the south.
Approaching from the east, Main Street consists of one through lane and one exclusive left-turn lane
separated by a DYCL from one departure lane. Approaching from the west, Main Street consists of one
exclusive, right-turn lane channelized by a flush gore area and one through lane separated by a median
from two departure lanes. Approaching from the south, Longhill Street consists of one general purpose
lane and one exclusive left-turn lane separated by a DYCL from one departure lane, which is a merge
between right-turning vehicles from Main Street eastbound under “YIELD” control, and left-turning
vehicles from Main Street westbound.
Longhill Street is classified as an urban minor arterial that runs in a north-south direction through the
audit area, with its northern terminus at the study intersection, and its southern terminus at a dead end
approximately one mile to the south. The roadway is maintained by the City of Springfield and has a
posted speed limit of 30 mph in the vicinity of the intersection.
For the four year period of 2011-2014, a total of 8 crashes were documented, yielding a crash rate of 0.34
per MEV, which is below both the Statewide and District 2 averages of 0.80 per MEV and 0.82 per MEV,
respectively. In terms of severity, three crashes reported personal injury. Of the 8 total crashes, the most
notable is the three angle crashes between left-turning vehicles from Main Street westbound and through
vehicles from Main Street eastbound. The other notable crashes are the two that resulted from the
weaving movement mentioned for crashes at Main Street and East Columbus Street, for vehicles turning
right onto Longhill Street from Main Street eastbound.

Audit Observations
Based on a summary of the existing crash information and the RSA site visit, audit participants identified
both corridor-wide safety issues and safety issues that were unique to each of the individual intersections.
The findings are summarized below.
Main Street South Corridor
The following deficiencies were noted to be corridor-wide issues:

Traffic Operations:
o The audit team noted the relatively large volume of vehicles that travel from West
Columbus Avenue to Route 83 or Leete Street via Main Street and Longhill Street. This
route necessitates vehicles to weave from the left lane to the right lane within the 350 feet
along Main Street between the West Columbus Avenue and Longhill Street intersections.
This weave is exceptionally problematic between the intersections with East Columbus
Avenue and Longhill Street, where vehicles from the East Columbus Avenue channelized
right-turn lane need to merge left to access Main Street. This weaving movement along
Main Street realizes a number of crashes, which can be seen in the collision diagrams for
crashes “2”, “3”, “10”, “20”, “24”, “25”, and “35” for Main Street at East Columbus
Avenue, and crashes “1” and “6” for Main Street at Longhill Street.

Pedestrian Accessibility:
o
Pedestrian accommodations are not compliant with current standards or missing entirely.
Pedestrian ramps are present, however there are no detectable warning panels, no pushbutton actuation, no signal countdown display, and no Accessible Pedestrian Signals
(APS).
Crossing the East Columbus Avenue approach,
pedestrian ramps are not compliant with ADA standards
Page 8
Road Safety Audit – Main Street South Corridor, Springfield


Bicycle Accessibility:
o
Bicycle accommodation is present at the intersections only in the form of bicycle
detection, bicycle pavement marking legends located at the stop line, and signage for
bicycles to wait on stop line for green signal.
Main Street at West Columbus Avenue and Balise Chevrolet Driveway

Traffic Operations and Signals:
o
As a result of the lane configuration on West Columbus Avenue southbound, which
includes an exclusive U-turn lane and two exclusive left-turn lanes, vehicles exiting the I91 southbound ramp just north of the intersection that wish to continue southbound on
West Columbus Avenue must weave across three lanes immediately upon exiting the
ramp. West Columbus Avenue appears to have the width for two receiving lanes south of
the intersection, and vehicles that are unable to make the transition to the right lane in the
short distance between the ramp and the intersection, may try to execute a through
movement from an exclusive left-turn lane. This movement could be a contributing factor
in angle crashes “12”, “20”, “26”, “31”, “36”, and “48”.
o
The existing signal head over the right-most exclusive left-turn lane is a green ball and
may lead vehicles to assume they can travel straight through the intersection from this
lane.
A truck can be seen executing a through movement from the
exclusive left-turn lane on West Columbus Avenue; The green
ball over the rightmost exclusive left-turn lane can be
misleading for through vehicles (Source:Google)
o
Left-turning vehicles from West Columbus Avenue southbound onto Main Street
eastbound frequently track over the Main Street double yellow center line (DYCL) and
Main Street westbound stop line. Audit participants observed motorists familiar with the
area on Main Street westbound stopping in advance of the stop line to provide the extra
space for left-turning traffic.
Page 9
Road Safety Audit – Main Street South Corridor, Springfield
Nitsch Engineering 11214
Left-turning vehicles from West Columbus Avenue
southbound track over the Main Street DYCL
o

Main Street westbound vehicles stop in advance of the stop
line to avoid West Columbus Avenue left-turning vehicles
Left-turning vehicles from the double left-turn lanes on West Columbus Avenue
southbound frequently do not stay within the desired vehicle track. This is particularly
problematic when in the presence of large trucks that require a larger turning radius and
have limited visibility of other vehicles turning simultaneously.
Visibility:
o
Due to the I-91 overpass, vehicles on Main Street westbound have limited visibility of the
signal indication.
Signal visibility is limited from Main Street westbound
under the I-91 bridge (Source: Google)

Signage:
o
There is no lane designation signage present on West Columbus Avenue at or in advance
of the intersection with Main Street.
Page 10
Road Safety Audit – Main Street South Corridor, Springfield
Nitsch Engineering 11214
o
Audit participants observed sign clutter on the southeast corner of the intersection for
West Columbus Avenue southbound vehicles, which could be distracting for motorists
and may impair visibility.
Main Street at East Columbus Avenue

Traffic Operations and Access Management:
o
The “STOP” control on the East Columbus Avenue exclusive right-turn lane may be
unexpected due to the lane channelization. Audit participants observed vehicles utilizing
yield control more frequently due to available gaps in the Main Street eastbound traffic
due to the signal at Main Street at West Columbus Avenue.
o
The traffic signal on East Columbus Avenue may be unexpected given its proximity to
the I-91 and U.S. Route 5 ramps and could be a contributor to driver inattentiveness,
which is the cause of several crashes at the approach.
o
The Main Street eastbound approach contains no lane designation signage or pavement
markings. Audit participants noted that vehicles from the left lane frequently merge to
the right immediately upon traversing the intersection to access Longhill Street.
No lane designation signage or pavement markings at the Main Street eastbound approach (Source: Google)
o
Audit participants noted from the collision report, a number of vehicles exiting the West
Columbus Avenue curb cut for the Sunoco Gas Station on the northeast corner of the
intersection unknowingly turn left onto the one-way East Columbus Avenue going the
wrong way. Some of these vehicles then turn right and continue the wrong way in the
channelized U-turn lane from West Columbus Avenue (crashes “30”, “35, and “43”).
This illegal movement in the U-turn lane is exceptionally unsafe given the lack of sight
distance due to the I-91 bridge over the lane.
Page 11


Visibility:
o
Due to the I-91 overpass, vehicles on Main Street eastbound have limited visibility of the
traffic signal indications.
Signal visibility is limited from Main Street westbound under the I-91
bridge (Source: Google)

Signage:
o
There is a non-standard object marker located at the island on East Columbus Avenue
between the northbound lanes and the channelized right-turn lane.
o
The stop sign on the East Columbus Avenue northbound channelized right-turn lane is
located beyond the stop line and only present on the left side of the roadway.
On East Columbus Avenue northbound, the object marker is
non-standard and the stop sign for the channelized lane is
beyond the stop line and only on the left side of the roadway
(Source: Google)
Page 12

Nitsch Engineering 11214
Main Street at Longhill Street

Traffic Operations, Geometry and Pavement Markings:
o
There are no pavement markings on Main Street eastbound between East Columbus
Avenue and Longhill Street to delineate the lanes. This could be due to the narrow width
of the roadway.
o
Audit participants observed right-turning vehicles from Main Street eastbound onto
Longhill Street swinging wide and encroaching in the Main Street through lane and gore
area used to channelize the lanes. Similarly, audit participants noted that some vehicles
turn right from the Main Street through lane and travel over the gore area to execute the
movement. While this may in part be a result of the overall weaving issue along Main
Street eastbound, audit participants observed vehicles from East Columbus Avenue
navigating the corner in a similar fashion. This could be a result of the lack of pavement
markings along Main Street, the radius of the corner, and/or vehicles frequently
immediately turning left onto Leete Street. Leete Street has recently been used as a bypass due to the current construction along nearby Mill Street.
Vehicle can be seen encroaching on the gore area while turning
right from Main Street eastbound to Longhill Street; no lane
markings on Main Street eastbound

Signage:
o
The yield sign for the channelized right-turn lane from Main Street eastbound onto
Longhill Avenue is located beyond the merge.
Page 13


Pedestrian Accommodations:
o
The audit team noted the fairly new crosswalk markings and pedestrian ramps across the
Long Hill Street approach.

Potential Safety Enhancements
Following review of crash data and traffic counts and a discussion of potential safety issues, audit
participants recommend the following.
Main Street South Corridor

To eliminate the lane weaving along Main Street eastbound, redesign the intersection of Main
Street and Longhill Street such that the uncontrolled movement is the Main Street right-turn onto
Longhill Street, followed by the left-turn onto Leete Street. This could be accomplished by
performing a Traffic Signal Warrant Analysis and if met, installing a traffic signal at the
intersection of Longhill Street and Leete Street, which would operate with the signal at the
intersection of Main Street and Longhill Street under one controller, and by realigning the Main
Street westbound approach so that it intersects the new through movement closer to a 90 degree
angle. This intersection was recently reconstructed and major changes may not be feasible at this
time.

Install advanced lane designation signage on West Columbus Avenue and/or Main Street
eastbound to direct vehicles that wish to turn right onto Longhill Street into the rightmost left-turn
lane, and/or install signage on Main Street eastbound to direct Main Street through movements to
the left lane and Main Street through/right turns onto Long Hill Street into the right lane.Provide
pedestrian accommodations compliant with current standards, including but not limited to
pedestrian ramps, countdown signal displays, push-buttons, and APS.

Enhance bicycle accommodations along the Main Street corridor by providing exclusive bicycle
lanes where possible and/or installing additional signage and shared lane (“sharrow”) pavement
markings where appropriate.
Main Street at West Columbus Avenue and Balise Chevrolet Driveway

Evaluate reconfiguring the lane designation on West Columbus Avenue to reduce the number of
lanes that vehicles must weave across to execute a through movement. If appropriate, convert the
existing rightmost exclusive left-turn lane into a shared through/left-turn lane and replace the
existing green ball signal indication with left-arrow and through-arrow signal indications.

If the existing lane configuration on West Columbus Avenue remains, replace the existing green
ball signal indication over the rightmost exclusive left-turn lane with a left-arrow indication to
deter vehicles from traveling straight through the intersection from this lane. We recommend,
however, that the right-most lane be converted to a shared left-turn/through lane.

Install vehicle tracking pavement guidelines through the intersection for West Columbus Avenue
southbound left-turns.
Page 15
Road Safety Audit – Main Street South Corridor, Springfield
Nitsch Engineering 11214

Examine relocating the Main Street westbound approach stop line further to the east to avoid
conflict with West Columbus Avenue southbound left-turning vehicles. The approach would still
need to provide enough storage for the Main Street westbound left-turn lane and vehicles at the
stop line would still need to be within the cone of vision to observe signal indications. If deemed
appropriate, move the stop line to provide the extra vehicle tracking space for southbound leftturning vehicles.

Install supplemental post-mounted signals to improve visibility of the signals for Main Street
westbound vehicles queued under the bridge.

Examine if all signs on the southeast corner of the intersection are necessary and remove any
signs that are not needed. Installation of an R3-82 lane designation signage in advance of the
intersection may be warranted in advance of the intersection to warn vehicles of the lane
configuration and exclusive turning lanes.
Main Street at East Columbus Avenue
2

Evaluate the use of the “STOP” control on the East Columbus Avenue channelized right-turn lane
and replace the “STOP” sign with a “YIELD” sign if deemed appropriate.

Evaluate removal of the channelized right-turn lane on East Columbus Avenue northbound and
bring approach to a “T” intersection with Main Street. This would avoid conflict between
northbound right-turning traffic and the existing weave on Main Street eastbound toward Long
Hill Street. This could also improve safety of pedestrians crossing East Columbus Avenue on
the south side of Main Street by providing increased sight distance that would result from
intersection reconstruction.

Install illuminated signage that depicts “Signal Ahead” with a flashing “Red” prefix when the
signal indication is red for the East Columbus Avenue northbound approach.

Install supplemental post-mounted signals to improve visibility of the signals for Main Street
eastbound vehicles queued under the bridge.

Install R3-2 “No Left Turn” and R6-12 “One-Way” signage at the Sunoco driveway and install
pavement markings and signage for right in/right out only access to prevent vehicles from going
the wrong way on East Columbus Avenue.

Install R5-12 “Do Not Enter” and “Wrong Way” signage along the exclusive U-turn lane from
West Columbus Avenue.

Remove the existing non-standard object marker on East Columbus Avenue northbound and
install OM1-12 Object Marker signage.


Relocate the stop sign on the East Columbus Avenue northbound channelized right-turn lane so
that it is adjacent to the stop line and install a second stop sign on the right side of the roadway.
Main Street at Longhill Street

Evaluate the width of Main Street eastbound, and if wide enough, install pavement markings to
delineate the lane lines. The audit team believes the approach should function with one through
and one right-turn only lane.

Evaluate the location of the curb line on the south side of Main Street and the radius of the corner
between Main Street eastbound and Longhill Street. The roadway should provide sufficient
width and turning radius for eastbound right-turning vehicles. Consideration should be given to
adjacent Leete Street, as vehicles that frequently execute the eastbound right-turn make an
immediate left-turn onto Leete Street.

Relocate the yield sign on Longhill Street for right-turning vehicles from Main Street eastbound
so it is visible before the merge.
