The study recommended construction of a full interchange at the Exit 19 Interchange. A subsequent study focusing on Interchange 19 included a detailed alternatives analysis and evaluation that reviewed a number of build and no build options. An extensive public participation program, including 11 Project Advisory Committee (PAC) meetings and two Public Informational Meetings was conducted to guide the development of the study. At the end of the study phase, a consensus was reached among the PAC and the public for a concept design to be advanced through final design. The concept design includes: • Modifying the Damon Road intersection to a roundabout • Improvements to the I-91 SB on-ramp intersection to include an additional left turn lane with receiving lanes on the ramp and extending the length of the left turn lanes. • Improvements to the acceleration and deceleration lanes on the I-91 mainline. The first step in advancing the project to final design is to conduct this Road Safety Audit to ensure that all existing deficiencies are addressed in final design and to identify any short term improvements that could be implemented prior to the construction of the final condition. The RSA study area is illustrated in Figure 1. Project Data The RSA was conducted on Tuesday, December 3 from 1:00 p.m. to approximately 4:00 p.m. The audit team (see Table 1) met at 1:00 p.m. in the District 2 office to discuss the existing crash data (attached as Appendix C). The collision diagrams were reviewed, along with charts summarizing crashes by month, day of the week, time of day, manner of collision, light condition, weather condition, surface condition (wet/dry), and driver age. It was noted that most crashes occurred during the daytime (noon – 2:00 was the highest period) on clear, dry days. The predominant month for crashes was October and the 21-29 year old age group was involved in the most crashes. The majority of crashes were of rear-end types. Following the initial discussion, the RSA team re-convened in the field at the intersection. Field conditions were observed from approximately 1:30 until 2:30. Weather was clear and cool; the pavement surface was dry. Upon arriving at the site, it appeared that an accident or breakdown was just being cleared from the end of the northbound off-ramp. The project also includes the Exit 19 acceleration and deceleration lanes on the I-91 mainline. Bridge Street (Route 9) is classified as a Principal Arterial and has two through travel lanes in each direction through the project area. It serves as the primary route into downtown Northampton from the University of Massachusetts in Amherst as well as other points east, such as the towns of Hadley, Amherst and Belchertown. West of the intersection, Route 9 becomes a two lane road (one lane each direction). Damon Road is classified as an urban minor arterial with one travel lane in each direction. The road is widened at the intersection to include a right turn and two left turn lanes. The road serves as the primary route to points north from the towns of Hadley and Amherst. Interchange 19 is a half diamond interchange that works in conjunction with Interchange 20 to provide full access to I-91. Interchange 19 provides access from I-91 northbound to Route 9 and from Route 9 to I-91 southbound. Vehicles from Route 9 wanting to access I-91 northbound would travel via Damon Road to Interchange 20. Similarly, vehicles traveling on I-91 southbound with destinations on Route 9 would exit at Interchange 20 and travel southbound on Damon Road. Page 2 Road Safety Audit— I-91 Interchange 19 Bridge Street at Damon Road/NB Off-Ramp/SB On-Ramp Prepared by TranSystems The intersection of Route 9 and the I-91 southbound on-ramp is partially signalized with the EB through movement and the WB left turn lane to the ramp controlled by a signal. The westbound through traffic is not controlled by the signal. Crash rate analysis from the years 2010 through 2012 of this intersection indicates that the crash rate (0.18) is well below the statewide (0.80) and District 2 (0.82) averages. The intersection of Route 9 and Damon Road/I-91 northbound off-ramp is fully signal controlled. There are currently dedicated right turn only lanes from Route 9 WB onto Damon Road and from Damon Road onto Route 9 westbound. There is also a right turn only lane from the off-ramp onto Route 9 eastbound. Crash rate analysis from the years 2010 through 2012 for this intersection indicates that it is a high crash location with a crash rate of 0.85. This is above the statewide average (0.80) and the District 2 average (0.82). It is in the top 5% high crash location list in the Pioneer Valley Planning Commission and has an equivalent property damage only (EPDO) of 52. Safety Issue #1 High Speeds from Coolidge Bridge Observations Westbound approach from Bridge Scenic view from Bridge The predominant location for accidents in the interchange area was on the westbound approach to the intersection coming off of the Coolidge Bridge. These crashes were overwhelmingly rear-end collisions, indicating that drivers were likely traveling too fast for the roadway environment or were otherwise inattentive/ distracted. The intersection represents a fairly significant change in the driving environment as drivers travel from east to west along Route 9. On the east side of the bridge, the town of Hadley is much less developed and as such, traffic volumes are lower than on the Northampton side. Route 9 is generally more open on the Hadley side, leading to the potential to increase speeds. The bridge itself is fairly open with generous sight lines. One accident report cited that the driver was looking at the scenery prior to the accident. The views from the bridge as drivers cross the river could lead to driver inattention. Additionally, after passing the crest of the vertical curve on the bridge, the approach roadway is on a 4% downgrade, which naturally leads drivers to speed up; any driver inattention coming over the bridge is exacerbated by the fact that they will be speeding up if they don’t consciously slow down. Sight distance to the signal is adequate; however, queues typically extend onto the bridge. Sight Page 4 Road Safety Audit— I-91 Interchange 19 Bridge Street at Damon Road/NB Off-Ramp/SB On-Ramp Prepared by TranSystems distance could be an issue if the queue extends close to the crest of the vertical curve. Enhancements 1.­ Advance Warning – Installing signs on the Hadley side of the bridge alerting drivers of the intersection on the Northampton side of the bridge would make the drivers more aware that they are entering a different driving environment. 2.­ Increased enforcement was discussed to lower speeds traveling over the bridge. The police chief was no longer in attendance for the discussion, but the issue of jurisdiction was brought up, where there are two different municipalities on either side of the bridge. 3.­ Pavement grooving was also discussed; however it was unclear if there would be sufficient room to install the grooves between the bridge and the intersection, since installation of grooving on the bridge itself should be avoided. There is about 300 ft of pavement from the end of bridge (last bridge joint) to the Damon Rd intersection. In a safety evaluation done by the FHWA, the closest grooves to the intersection were typically 300' to 500' away. Placing grooves inside the 300' most likely wouldn't give drivers enough advanced warning. Also, typically the grooves were used at stop controlled intersections and not signalized intersections. http://www.fhwa.dot.gov/publications/research/safety/hsis/12047/index.cfm 4.­ Use a dynamic speed board to further alert drivers when they are speeding. The actual type of speed board is to be determined after a review of the most effective types of boards. It may be flashing “SLOW DOWN” or simply flashing lights when a vehicle approaches at a high speed. The area would also have to be reviewed to ensure that there would be sufficient room to place the speed board and that the speed board would be visible. 5.­ The long term enhancement of changing the intersection to a roundabout should reduce speeds through the intersection. As part of the roundabout design, the use of a friction course asphalt for the surface course could be investigate to further enhance safety. Safety Issue #2 Observations Signing Several issues were observed related to the signing, including excessive signing, sign placement (some signs were blocking others), and sign conditions – age and lack of retroreflectivity. Of particular concern were the signs on Route 9 westbound coming off of the Coolidge Bridge. Within the 400 feet between the Coolidge Bridge abutment and the intersection there are currently 10 signs on the right side of the road. The signs include: I-91 shield, I-91 directional guide sign, divided highway graphic sign, lane designation sign, speed limit sign, Begin right turn lane – yield to bikes, truck route sign, hospital sign, second lane designation sign and a second I-91 directional/guide sign. The first Sign clutter on westbound approach Page 5 Road Safety Audit— I-91 Interchange 19 Bridge Street at Damon Road/NB Off-Ramp/SB On-Ramp Prepared by TranSystems signs that are encountered tend to block the sight line to the subsequent signs and could lead to additional driver distraction while they are looking for direction. The first lane designation sign is especially difficult to see. An additional signing concern is the lack of advance signing for the lane drop on Route 9 westbound. There is a graphical lane drop sign located immediately at the beginning of the lane drop, but nothing in advance. It was also noted that there is a sign post with no sign located in the southwest quadrant of Damon Road and Route 9; it appears that the sign was hit and removed, but never replaced. Other signs are older and do not appear to have the proper retroreflectivity. Enhancements 1.­ Weed out less important signs - A short term improvement for the excessive signing could be to weed out less important signs and potentially locate them elsewhere. One possibility would be to investigate the location of the speed limit sign to reduce the speed on the bridge itself. According to Speed Regulation #479, this speed limit sign should be located about 300 feet further east on Route 9. It would also be allowable to move the sign an additional 200 feet east without performing a speed study. This location of the speed limit sign would be closer to the crest of the bridge and would stand out more as it would be away from the sign clutter. This would serve a dual purpose of slowing vehicles down on the bridge and reducing some of the sign clutter just over the bridge. Additionally, the I-91 shield sign is the first sign as drivers come over the bridge and it blocks many of the other signs behind it. It may make sense to relocate this sign. 2.­ Investigate relocating lane assignment signs onto the mast arm such that they would be over the lanes they are referring to. This would result in a better arrangement for the lane configuration and would help to reduce the sign clutter on the side of the road. 3.­ Improve Sign Conditions - In the short term, an advance warning sign could be added for the lane drop. Also, MassDOT could analyze the retroreflectivity and condition of the existing signs and replace signs as needed. 4.­ Long Term Sign Improvements - The long term solution for the intersection includes changing the Damon Road intersection into a roundabout. The signing will be completely redesigned for the roundabout; the signing concerns will be taken into account as the design is developed. It was also discussed at the RSA to include signs that would keep trucks out of downtown Northampton. While this is not technically a safety issue, it could be investigated as part of the final design of the proposed improvements. Safety Issue #3 Observations Pedestrian/Bicycle Accommodations Current pedestrian and bicycle accommodations include a narrow sidewalk on the north side of Route 9 westbound and “Share the Road” signs to accommodate bicyclists. There can be heavy bicycle demand during the winter, because the Norwottuck Trail is not plowed. During the RSA, the Norwottuck Trail was closed due to maintenance and there were several cyclists observed traveling on Route 9. Page 6 Road Safety Audit— I-91 Interchange 19 Bridge Street at Damon Road/NB Off-Ramp/SB On-Ramp Prepared by TranSystems The sidewalk, which is only 3-4 feet wide, is further impeded by trees and shrubs growing into it. This leads to pedestrians walking closer to the roadway than they normally would if the entire sidewalk width were available. The nearest extent of sidewalk on the south side of Route 9 extends no further east than Sheldon Field. During the public process for the interchange study, there was interest in extending the sidewalk through the intersection area. This is not technically a safety issue and it will be assessed during final design of the intersections. Narrow sidewalk impeded by vegetation Enhancements 1.­ Tree/Shrub trimming - As a short term solution, the trees and shrubs could be trimmed back to allow the entire existing sidewalk width to be used. 2.­ Future Accommodations – The long term solution includes modifying the Damon Road intersection into a roundabout and making improvements to the southbound on-ramp intersection. A wider sidewalk is proposed which would be relocated behind the bridge piers, separating the pedestrians from traffic. Additionally, pedestrians would only need to cross one direction of traffic at a time in a roundabout, and the vehicles will be traveling at a reduced speed compared to the existing intersection. Additionally, a shared use bypass path will be provided around the roundabout for pedestrians and less experienced cyclists. Pavement markings and signs will be provided through the roundabout for more experienced cyclists. A shared used path along Damon Road connecting Route 9 to the Norwottuck Trail will be investigated as part of the design. Safety Issue #4 Observations Geometric Issues For the most part, the roadway geometry was adequate for the design speeds and the observed speeds. The one geometric issue that was observed was the right turn from Damon Road onto Route 9 westbound. The curve radius appeared to be too sharp for larger trucks to maneuver through the curve without encroaching into the middle lane of Route 9 westbound and possibly into the median island. One of the crashes analyzed indicated a tractor trailer swinging wide to turn right hit a passenger car in the right turn lane. The driver of the tractor trailer was unaware that they had hit the passenger car. Sharp right turn from Damon Road onto Route 9 WB Page 7 Road Safety Audit— I-91 Interchange 19 Bridge Street at Damon Road/NB Off-Ramp/SB On-Ramp Prepared by TranSystems Another geometric concern is the location of the lane drop on Route 9 westbound just west of the southbound on-ramp to I-91. The concern is of drivers racing to pass each other prior to the lane drop. This is particularly true for vehicles trying to pass PVTA buses prior to the one lane Route 9 leading into downtown Northampton. Enhancements 1.­ Intersection modifications (Roundabout) – The proposed intersection modification will be designed to accommodate heavy vehicles through the roundabout. No viable short term enhancements were identified. 2.­ Advance signing for lane drop – a short term solution for the lane drop situation could be for MassDOT to add an advance warning sign to supplement the graphical sign at the lane drop itself. 3.­ Relocate lane drop – As part of the long term, final design for the intersections, the lane drop is proposed to be shifted to the east in order for it to occur where vehicles are traveling slower by providing less distance for vehicles to accelerate out of the roundabout. 4.­ Move bus stop – Move the existing bus stop on Route 9 to the west and/or provide a bus pullout area to reduce potential conflicts near the lane drop. Safety Issue #5 Observations Queue from left turn onto I-91 SB On-Ramp During the audit, it was observed that the queue from the left turn onto the I-91 SB on-ramp would extend back to the Damon Road intersection. The queue generally cleared with each signal cycle, however, it was discussed that during the peak hour, it does not always completely clear. One team member stated that she observed that drivers often try to beat the queue by staying in the right lane until they clear the Damon Road signal prior to entering the left turn lane. According to the team member, this leads to conflicts trying to enter the left turn lane. Enhancements 1.­ Pavement Markings/Signal Timings – For short term improvements, MassDOT could investigate the signal timings to ensure they are optimized. Also, pavement markings could be added to reinforce the left turn lane. 2.­ Add storage – As part of the long term intersection design, an additional left turn lane will be added to Route 9 westbound. The left turn lane will also be extended to the east, providing increased storage for the left turn lane. The on-ramp would be widened to provide two receiving lanes. Page 8 Road Safety Audit— I-91 Interchange 19 Bridge Street at Damon Road/NB Off-Ramp/SB On-Ramp Prepared by TranSystems Safety Issue #6 Observations Solar Glare At approximately 2:00 p.m., the position of the sun was aligned such that it was in the drivers’ eyes as they crested the Coolidge Bridge traveling westbound on Route 9. One of the accidents cited the lack of visibility due to the sun glare. There are currently no back plates on the signal heads to increase the visibility. Enhancements 1.� Install back plates – As a short term measure, back plates could be installed on the signal heads to increase the visibility of the signals during times of solar glare. 2.� Long term design – Under the long term improvements, the intersection will become a roundabout. The position of the sun will be considered during the design of the roundabout, although, it may not be feasible to completely avoid solar glare issues, since Route 9 is aligned in an east-west direction through the project area. Safety Issue #7 Observations Access Management on Damon Road Three accidents occurred at the driveway located on Damon Road approximately 200 feet north of the intersection. Two of the crashes involved drivers trying to pull into the driveway and the other involved a driver trying to pull out of the driveway and enter Damon Road traffic. The driveway closest to the intersections is intended to be a right turn exit only driveway; however this is only identified by two yellow pavement marking arrows pointing roughly to the right. This driveway is located at a point on Damon Road where there are three lanes to cross in order to turn left. At least one of the crashes was the result of a “courtesy crash” where a driver in one lane allowed the vehicle out of the driveway, which proceeded to crash with a vehicle in another lane. The driveway to the Norwottuck Trail (Elwell Recreation Area) parking lot is also located relatively close to the intersection and is aligned at a curved area of Damon Road. RSA Team members indicated that it is sometimes difficult to make the left turn out of the Norwottuck Trail parking lot onto Damon Road. Aerial View – Damon Road Page 9 Road Safety Audit— I-91 Interchange 19 Bridge Street at Damon Road/NB Off-Ramp/SB On-Ramp Prepared by TranSystems Driveway to Webster's Restaurant� Entrance to Elwell Recreation Area Enhancements 1.­ Physical restriction of left turns out of restaurant – As a short to mid-term measure, the driveway out of Webster’s Restaurant could be reconfigured such that left turns would be physically precluded; drivers wanting to turn left onto Damon Road would have to use the driveway located further to the north. 2.­ Pavement Markings/signs – A short term measure for the Norwottuck Trail left turn could be to install cross hatched pavement markings in front of the entrance in conjunction with “Do Not Block Intersection” signs. Also, the desired traffic pattern for the restaurant could be reinforced with regulatory signs prohibiting the left turns out of the driveway closest to the intersection. 3.­ Realign Driveway – A suggestion was made by a team member to investigate relocating the Norwottuck Trail parking lot driveway further to the north, away from the intersection. The new driveway would be approximately where the existing signalized trail crossing of Damon Road is located. The feasibility of integrating the driveway with the signal could also be investigated. Safety Issue #8 Observations Signal Orientation It was noted that most of the signal heads were not optimally oriented above the approach lanes. This could cause some driver confusion when navigating through the intersection. Enhancements 1.­ The only short term solution that was identified ­ was for MassDOT to look into whether the signal ­ heads could be realigned in their current location. ­ It was decided that it would not be worthwhile to ­ relocate the signal heads at this time because the ­ permanent solution would not include signals and ­ relocating the signal heads would require replacing ­ mast arms. ­ Damon Road Approach to Intersection Page 10 Road Safety Audit— I-91 Interchange 19 Bridge Street at Damon Road/NB Off-Ramp/SB On-Ramp Prepared by TranSystems Safety Issue #9 Observations Snow Storage Team members discussed the storing of snow within the delta islands located within the interchange ramps. During snowy winters the snow piles can become high, blocking visibility to the intersection. Enhancements The snow storage is primarily a MassDOT maintenance issue. A plan should be put into place to ensure that adequate sight lines are maintained when storing plowed snow. This would be especially important with the roundabout. Recommendations Based on the review of data, on-site field observations and group discussion, the RSA team identified the following possible enhancements that could improve safety at the two subject intersections in the RSA project area. Further study and design work will need to be conducted to determine the feasibility of making some of the improvements. Short-term enhancements include: • • • • • • • • Install advance warning signs; Improve signage -prioritize signs and eliminate unnecessary signs; Trim back trees and shrubs along sidewalks; Optimize signal timings; Install back plates on signal heads; Install cross-hatched pavement markings on Damon Road at Elwell Recreation Area driveway; Realign signal heads as required; Review snow storage plan as related to sight lines Mid-term enhancements include: • • • • Investigate installing pavement grooves prior to intersection; Analyze retroreflectivity of signs and replace signs as needed; Optimize signal timings; Reconfigure driveway out of Webster’s Restaurant; To enhance the safety of the intersection, the long-term enhancements are to: • Incorporate proper signing into final design of intersections; • Incorporate bicycle and pedestrian accommodations into final design of intersections; • Incorporate proper lighting into the roundabout design to make drivers aware of the geometry changes and pedestrian presence at night. • Final design geometry will properly accommodate heavily vehicles. • Relocate westbound lane drop to the east; • Add an additional left turn lane on Route 9 westbound; • Consider position of sun in laying out proposed design; • Relocate driveway to Elwell Recreation Area; Page 11 Road Safety Audit— I-91 Interchange 19 Bridge Street at Damon Road/NB Off-Ramp/SB On-Ramp Prepared by TranSystems The preferred concept for the long term enhancements as selected by the PAC and the community is shown in Figure 2. Table 2 summarizes these safety issues, possible enhancements, estimated safety payoff, time frame, cost, and responsibility. Safety payoff estimates are based on engineering judgment and are categorized as low, medium, and high. The time frame is categorized as short-term (<1 year), midterm (1 to 3 years), or long-term (typically >3 years). Long-term improvements are typically considered to be substantial improvements with an expected time frame for implementation greater than 3 years. The costs are categorized as low (<$10,000), medium ($10,001 to $50,000), or high (>$50,000).
