Does anybody have any questions on the items 8 (No response) 9 JOHN ROMANO: 10 Great. Any other questions or concerns in general? 11 (No response) 12 JOHN ROMANO: Before we break up, I 13 have a couple of things. 14 hearing, believe it or not. 15 pretty fast. 16 would be looking at some things that we do to see 17 whether we can do things different or better to help 18 for all of us. 19 kicking around one particular issue that seems to come 20 up all the time. 21 This is actually my 13 Kind of scary, it went I did say that when I started that we So myself and my staff have been It seems to be one of the most 22 challenging things out there and that is kind of 23 determining if you are looking to put a sign near a 24 ramp. Where the point is where you measure the 500- ATM, INC. Court Reporting Service s 339-674-9100 12 Office of Outdoor Advertising February 11, 2016 1 feet from. Where the pavement widens. 2 get questions and we are trying to look at things 3 where you have Google Earth or something and we can’t 4 necessarily give you good answers that way. 5 Many times, we Also, noting it is our policy that we 6 don’t do any preapprovals or pre-inspections for you. 7 However, we have talked about this issue and we think 8 that in order to make everybody’s life easier 9 including ours, if there is a time where you are 10 looking at putting a board that is somewhere near a 11 ramp and you are having trouble determining where on 12 our little Chart where point C is, where that would be 13 the point that you then measure the 500-feet from. 14 will be willing to assist you and come out onsite with 15 you if need be. 16 We We will not be giving you any 17 preapproval. We will not tell you that your sign is 18 good. 19 and try and help you establish that this is the point 20 that you will measure the 500-feet from and we will 21 mark it on the ground. 22 will take your picture standing next to it, so you 23 don’t go erase it and move it. 24 extra step to help people because I feel that it is None of that will change but we will come out We will spray paint it. We We will take that ATM, INC. Court Reporting Service s 339-674-9100 13 Office of Outdoor Advertising February 11, 2016 1 important to get it right. 2 Whether the board ends up fitting or 3 not fitting is to me not the ultimate goal for me. 4 get it right and we all know where we are going to do 5 the measurement from so that you can then make the 6 proper determination maybe that 500-feet is out of 7 where your property is and you can’t put the board up. 8 9 To I think there is a lot of work involved getting to the municipalities and getting the 10 local approval only to find out that you measured 10- 11 feet too close or 50-feet to short. 12 of it will all be left up to you. 13 say your board is good. We are not going to say you 14 can have a board there. We will just help you say 15 that is the point you should be measuring from to get 16 that 500-feet from that point. 17 Again, the rest We are not going to I think that will go a long way. That 18 seems to be the biggest question that I get from most 19 of the industry is trying to get some help in finding 20 that location. 21 best we can. 22 I do feel like we are here to help the I just wanted to let you know if it is 23 something, please don’t inundate the inspectors with 24 phone calls saying can you meet me out here, can you ATM, INC. Court Reporting Service s 339-674-9100 14 Office of Outdoor Advertising February 11, 2016 1 meet me out there. 2 and we will find the time that works for us. 3 all call tomorrow, we are not going to be out there on 4 Monday but we will do our best to accommodate it as it 5 fits in our schedule. We will be happy to try to 6 assist you with that. I think that will go a long way 7 to help people. 8 biggest question that I have. 9 Call our office at the main number If you As I said, I think that is the Many times, we can look at something 10 quickly or we know the answer but this is one that 11 most times we can’t give a good answer by doing it in 12 the office. 13 14 So we are willing to make that available. JOE MURRAY: May I be heard in response to that? 15 JOHN ROMANO: 16 JOE MURRAY: Sure. My name is Joe Murray. 17 There are a couple of occasions where there will be an 18 auxiliary lane between two interchanges and that 19 really makes an ambiguous task to where the widening 20 is there. 21 close. 22 quarter of a mile or something of that nature. 23 24 Especially when the interchanges are fairly When I say fairly close, I mean less than a So I am curious if maybe we can add another definition that might make it a little less ATM, INC. Court Reporting Service s 339-674-9100 15 Office of Outdoor Advertising February 11, 2016 1 ambiguous. 2 the pavement as starting where the apex of the ramp is 3 then there is never a question. 4 apex of the ramp is you know where the widening of the 5 pavement begins. 6 For example, if you define the widening of JOHN ROMANO: You know where the So I would say right now 7 the definition and the rule that we follow is through 8 guidance from Federal Highway. 9 use what they give us and if there is something So we will continue to 10 ambiguous like that we will be happy to come out there 11 and try to help you work towards that. 12 we will change any definitions at this point. 13 JOE MURRAY: 14 JOHN ROMANO: 15 We will try to help you. Okay. (No response) 17 JOHN ROMANO: 19 But thank you for that. Anybody else? 16 18 I don’t think Eileen, any update on the regulation changes? EILEEN FENTON: Yeah. I reported last 20 month that we have undertaken some changes to all our 21 regulations including the Office of Outdoor 22 Advertising Regulations. 23 24 I may have said we planned to have a hearing in March that has been pushed out. ATM, INC. Court Reporting Service s 339-674-9100 We don’t 16 Office of Outdoor Advertising February 11, 2016 1 have a final date on that. We are not ready yet to 2 present a draft of the changes at this point. 3 minute they are final you will all get it. 4 on the website. 5 list. 6 is still a work in progress but the good news is the 7 hearing will not be in March, it will be pushed out to 8 early spring. 9 For now, it is moved out a little bit. It will be We will probably send it out to the I know there is probably a lot of interest. 10 JOHN ROMANO: other questions or comments? 12 (No response) 13 JOHN ROMANO: adjourned. Great, thank you.
