BACKGROUND:
This is a full “successor” contract negotiations year. The entire Collective Bargaining Agreement
between Cabrillo Community College District and the Cabrillo Classified Employees Union (CCEU) is
open for review and revision. According to our contract and the EERA, the terms of the negotiated
agreement remain in effect until a new agreement is ratified by the parties. Members of the public may
comment on the Initial Proposal listed below at this and the May 6, 2013 Board meeting, after which the
Board will adopt the Proposal.
Board Goals
1. Student Success will be the priority in determining:
Compensation and benefits for all employee groups which are sustainable and comparable
with best practice for similar organizations.
Staffing patterns that conserve resources to support student achievement
Allocation of resources to creatively address student needs and increase achievement of
student goals.
2. The Board is committed to shared governance and values the timely recommendations of the
College Planning Council to inform Board decisions.
3. The Board supports the implementation that will result in green, paperless delivery of all Board
materials to the members of the Governing Board, college community and the public.
4. The Board will engage the community through broad discourse to chart the path for Cabrillo’s
continuing legacy in light of the unprecedented fiscal challenges facing the college and the state
of California.

Adherence to the Board’s goals in these difficult economic times requires long term solutions that
further the fiscal sustainability of the District. Uncertainty at the state level means all District
stakeholders must strive to remove uncertainties at the local level; expenditures must be controlled,
contained and reduced, including expenses related to negotiated agreements.
In accordance with the Board goals, the District will pursue changes in the following Articles and
related Appendices including, but not limited to, the specific items below:

Miscellaneous: The District proposes to modify and update language throughout the Agreement as
necessary and appropriate to achieve greater clarity and legal compliance without changing the
substantive meaning of the Agreement except upon mutual written agreement of the parties.
The District looks forward to continued good faith negotiations with CCEU that are informed by
data linked to the Board’s goals, and in which the parties constructively confront the issues with
mutual respect and understanding.
