FRAMEWORK AGREEMENT TEMPORARY IT AGENCY STAFF USER GUIDE MAY 2013 Framework Agreement JL-12-ITS-FATEMPAGECYSTAFF-SR Period 13th May 2013 to 12th May 2015 The framework includes an option to extend for a further 2 years. This Framework Agreement is for the provision of Temporary IT Agency Staff. The framework typically covers the following roles: Project Manager Systems Specialist Security Specialist Senior Web Developer Web Developer Deployment Specialist Network Administrator In total 3 suppliers have been appointed to the framework, for which full details are listed in the attached contact sheet but in summary are ranked in accordance to their scored positions in the framework tender exercise as follows: Supplier LA International Computer Consultants Ltd Certes Computing Traid Resourcing Rank 1st 2nd 3rd Prices The Framework is based on a percentage (%) Commission Rate per hour and rates are fixed for a minimum period of 24 months from the start of the agreement. The Commission Rate is an all-inclusive rate that includes the Pay Rate to Worker, WTR (Working Time Regulations) and NI Contribution. These rates are applicable regardless of whether the Temporary Agency worker is PAYE or a Limited Company in their own right. Supplier LA International Computing Consultants Ltd Certes Computing Triad Resourcing Fee applicable as a Percentage of Net Submitted Invoice Value 3% 4% 5% Order Process This Framework Agreement has been tendered in full accordance with the Public Contracts Regulations 2006 and the Public Contracts (Amendment) Regulations 2009 (sometimes referred to as the ‘EU Directives’) and so, for call-off requirements, Institutions do not need to go through the full procedural steps of these Regulations again. There are in essence 2 options to award under this framework. 1. Appoint the supplier that has been ranked as the number 1 bidder following the tendering and evaluation process of the original EU tendering process. In exceptional circumstances, where that provider is not capable of providing the services in question, the institution should turn to the next best provider. The number 1 ranked agency for Temporary IT Agency Staff is LA International Computing Consultants. 2. The second option is to run a formal competition called a “Mini - Competition”. The mini-competition could be a more detailed exercise specific to requirements, where the terms laid down in the framework agreements are not precise enough or complete for the particular call-off. Framework supplier capable and interested in providing the goods or services should be shortlisted, and award made to the supplier(s) who can provide the services using the refined terms on the most economically advantageous basis. Any substantive modifications to the terms set out in the framework agreement itself are not permitted (the scope of the agreement cannot substantively change). It is a matter of supplementing or refining the basic terms to reflect particular circumstances for the individual call-off. Examples of such terms are: particular delivery timescales and requirements particular associated services adherence to institution policy, (such as sustainability, etc.); Further advice and guidance on mini competitions can be sought from the central Purchasing and Insurance office.
