Info. / Discussion 65 minutes Harry Bidleman, the Director of Public Safety training at Cabrillo presented information relating to disaster preparedness. He is the former disaster preparedness police officer for the city and has been doing training for faculty and staff. Usually he has presentations every other Friday for two hours twice a day. The faculty is required to help in emergency situations on campus and being prepared will provide a better chance to succeed. You should be prepared at home for an emergency as well, and be able to be self-sufficient for 72 hours. Consider having items in your car as well, including a first aid kit, walking shoes, personal hygiene items. Personal hygiene is often overlooked. You are encouraged to text “Cabrillo” to 253-788. This sends a text to “Alert-U,” which will contact you via text in case of an emergency or alert on campus. Also, you are encouraged to visit www.cabrillo.edu/internal/emergency and view the “Shooter on Campus” video. The video is about thirty minutes long and offers very useful tips for preparedness. There are helpful manuals in each classroom that provide some checklists in case of emergencies. In addition, there is a binder for the evening campus administrator to look at that provides checklists to help aid in the event of a disaster at night. This book is still is progress and will be distributed at the December meeting to administrators. There is an electronic lock override that can be purchased for about $5,000 that will provide the ability to lock and unlock the doors in the SAC East building. As for terms: Lockdown will be implemented in the event that there is a potential threat, but business can continue as usual. The term Code Red Lockdown means there is an active shooter on campus and you are asked to lock the doors, remain inside, draw the blinds and try to remain non-visible to people passing by. The first Friday of the month is the safety committee meeting at 8am. You can contact Harry at habidlem@cabrillo.edu or call 831-479-5042. IX. Old Business A. Bylaws Revisions Info. / Action O. Chuiko 20 Minutes This item is up for discussion / possible action regarding the approval of several bylaws changes. Article II- Section 4: Duties and Responsibilities of Delta High School Representatives. Discussion of adding Section 4: Duties and responsibilities of the ASCC Student Senate Emissary: ASCC Student Senate Emissary shall: 1. Be an assistant to the ASCC Student Senates business, events, errands etc., 2. Act as the official conduit between the ASCC Senate and Cabrillo College student community, 3. Have access to the student senate resources on all campuses. 4, Become familiar with all ASCC forms, procedures, and all aspects of the student senate budget, 5. Not hold an executive office in a club. We have a lot of people interested in being a part of the senate but are unable to hold a senate position; this program will allow us to teach these people and work with them so that if they are interested in joining the senate in the future, they would already have training and knowledge. It was discussed whether these Emissaries could sit in for committee attendance, and whether they should have access to student senate resources. Also, senate members were curious if we would have a way to stop a person from holding the position. These details could be discussed at the next bylaws meeting if there is interest in putting this position in place. Trustee Watkins moves to approve the position of the student senate Emissary in the senate and Senator Constantino seconds the motion, and it moves to discussion. It‟s about being active members in the community and incorporating and inviting all of the student body to join. Treasurer Gomez moves to extend time by 5 minutes and the motion was seconded. Article VI- Section 2: Item I- The candidate receiving the “most votes” now will be “Majority vote of the standing senate shall” be appointed to the sought office. In the case of a tie, the President shall cast the tie-breaking vote. This allows the option to not elect a candidate if there were multiple people running and no one was selected by the majority. Time ran out so this discussion ended. B. Committee Assignments Info. / Discuss. O. Chuiko 20 Minutes There are still Ad Hoc positions available. For example, the Second Harvest holiday food drive: if you don‟t have an ad hoc committee we could use your help with this so talk to Sharon and get on her list to get involved. Also, the March in March and the Elections committee also need help. It is your own responsibility to ensure that you are on all 3 committees- Ad Hoc, External, and Internal, as required to be a senator.Once the Committee list has been updated, a new copy will be put in the drop box. Please remember to send your written reports to Vice President Chuiko every month, as many have not turned any in yet, and Monday the month ends! C. Reusable Bag Initiative Info. / Action G. Sumano – Vargas 10 Minutes This item is up for discussion / possible action regarding the approval of $1,000.00 from the _____ Account for the Running Start event at the end of the Spring semester. This money will go towards snacks for the high school students as well as a lunch for all those a part of the running start event. ICC Chair Sumano-Vargas moves to approve $1000 from the Programs account for the Running Start event at the end of the Spring semester, and Senator Hunerberg seconds the motion and it moves into discussion. It was discussed to consider trying to have better attendance this year. In addition, the food quality was poor last year so the amount the group is asking for has increased in hopes that better food can be provided. Unfortunately we are unable to host this event at Watsonville or Scotts Valley because we don‟t have enough staff to send them to other locations. This item goes to vote and is approved by a vote of 17 yeas, 1 nay, and 0 abstains B. Supplies for Scotts Valley Info. / Action S. Venegas 10 Minutes This item is up for discussion / possible action regarding the approval of $500.00 from the ____ Account so that supplies such as a printer, pencil sharpener and electronic stapler can be purchased for the Scotts Valley Center. C. Purchasing Popcorn Machine Info. / Action S. O’Connor 10 Minutes This item is up for discussion / possible action regarding the approval of $1500.00 from the ___ Account to purchase a popcorn machine that can be used by both the Senate and Clubs on campus as an affordable and sustainable option for snacks at our events. This was brought up by the Food committee. They already asked the cafeteria to purchase it and it was declined. It goes along with our sustainability resolution that we passed and is a healthier snack option. Discussion occurred about whether we could rent the machine to clubs and whether doing so would be a good investment. Popcorn is a cheap snack. Senator Barlow moves to approve $1500 from the 73 account to purchase a popcorn machine that can be used by both the Senate and Clubs on campus as an affordable and sustainable option for snacks at our events and Treasurer Gomez seconds the motion and it moves to discussion. It was discussed considering allowing only organic popcorn to be purchased in bulk, and whether we would make a decision to require use of certain popcorn. It was also discussed that a cleaning checklist should be created for each time a club rents out the machine to ensure that it is cleaned thoroughly after each use. It is recommended to amend the statement to include „other starup costs‟ and President Achen moves to approve the amendment. Senator Barlow seconds the motion and it moves to discussion. Startup costs mean initial purchases for everything to get started including start up popcorn. We can determine rental costs in the future. The amendment of changing the action to state “The approval of $1500 from the 73 account for the initial startup costs, including purchase, of a popcorn machine that can be used by both the Senate and Clubs on campus as an affordable and sustainable option for snacks at our events” has been approved by a vote of 17 yeas, 1 nay, and 0 abstains. Barlow 10 Minutes This item is up for discussion / possible action regarding the approval of $1000.00 from the ___ Account so that more senators can attend the Fall General Assembly, given that those going in the spring will not be able to switch at the last minute because it requires flying there and plane ticket names cannot be switched. Due to this being located in Northern California, we don‟t have to pay excess travel fees for this conference. We already have hotel rooms, and we can add 3 more people to each room at no cost. The money requested would cover food expenses and conference costs. There is also an opportunity to be an observer, where you are able to participate but not as much as if you were registered. Senator Barlow moves to approve $1000 from the Student Rep Fee Account so that more senators can attend the Fall General Assembly, given that those going in the spring will not be able to switch at the last minute because it requires flying there and plane ticket names cannot be switched. Discussion occurred and included stating that October 21 was the last day for early registration. The Senate was advised that they were notified of this event repeatedly and that Sesario will not be adding anymore registrations or 4 Associated Students of Cabrillo College Aptos Campus, 6500 Soquel Dr., Aptos, CA 95003 Watsonville Center: 318 Union St., Watsonville, CA 95076 Scotts Valley Center: 104 Whispering Pines Dr., Scotts Valley, CA 95066 Voice: 831.477.5677 Fax: 831.479.6172 http://www.cabrillo.edu/ascc adding additional people to any of the hotel rooms. It was also discussed that it is not recommended to send too many people because it is hard to pay attention with more people. Sesario stated that he hopes you will support him and please know that he is not trying to be rude and unreasonable. Both him and Flor work incredibly hard for you, but please understand that not everyone gets to go to these events. This is only right over the hill and if you really want to go then drive yourself over there and be an observer- it‟s about being prepared ahead of time. We haven‟t picked the people for the next one in the spring so if you are interested let us know. We can only pick three more people. Watkins 10 Minutes This item is up for discussion regarding the possibility of having veteran senators mentoring new senators. This item was removed from the agenda. J. CCCSAA Experience Info. / Discuss. C. Achen 15 Minutes What is your legacy, what can you do to help others? Never doubt your intuition and never push back ideas that you have. You never know where those ideas will take you. A student leader is just one who holds a position- a leading student is involved, has influence and connects with the students on their campus. As a senator, it‟s not about yourself, it‟s about the team and those you serve. Power is only given when those you lead respect you. Let‟s respect and empower each other. The best way for senators to be involved with their constituents is to have an office like we do. It‟s not about if you are going to make a difference, it‟s about what type of a difference are you going to make. Everyone seemed to learn a lot from the CCCSAA event and found the workshops beneficial. K. Goals Review Info. / Discuss. C. Achen 15 Minutes This item is up for discussion regarding reviewing the goals we set during the summer. Have we been doing our goals? Have we completed our goals to the extent that we expected to this far into the school year? Participating, emailing and communication are good. Support the bookstore- no implementations yet but it is in the works. Textbook alternatives have been discussed. Promote student awareness with senate- most people seem to be talking to their classes and such to communicate. Make students aware- wear your shirts!! Have more advertising about the senate across all campuses, promote student activity card at all events. We have not had any meetings outside yet. Have senators bring their buddies to a senate meeting- no one has really been doing this- lets everyone try this next meeting to bring someone else, in addition to Rose and Carter. Operate ASCC senate more efficiently and effectiviley- we have been updating bylaws and will review and evaluate goals in the winter. We need to follow our goals more and need to focus on coming prepared. To be active and participate- email is getting better, being prepared for the meetings needs to be improved and committee attendance needs to improve. We also need to work on arriving on time. Reports (Every other name is Bold for Easy Reading) Executive Officers, Senators, Advisers report on Senate Activities. A. 3 minutes ea. Executive Officers President: Charlotte Achen- Halloween is Monday. We are only as strong as our weakest member. Vice President: Oleksii Chuiko absent 5 Associated Students of Cabrillo College Aptos Campus, 6500 Soquel Dr., Aptos, CA 95003 Watsonville Center: 318 Union St., Watsonville, CA 95076 Scotts Valley Center: 104 Whispering Pines Dr., Scotts Valley, CA 95066 Voice: 831.477.5677 Fax: 831.479.6172 http://www.cabrillo.edu/ascc Treasurer: Joseph Gomez- Thank you Darwin, thank you thanksgiving committee. After thanksgiving I will put full focus on the cafeteria. Legislative Representative: Gaby Avila- I was amazed that some of us were not assigned committees and that some of us have not read the bylaws half way through the semester. In my opinion the executive members have been very open so please come up to me or the executives if you need any assistance or anything. We might have some answers to what you are looking for. Please keep it cordial when we make points or talk in the meetings- tone of voice and gestures we make say a lot. We are all bias in our own but let‟s try to keep the motions out of it and lets try to keep our emotions out of this. Point of privilege- you may only interrupt if necessary- it‟s if you need to use the restroom or something; not to get food or something. Be respectful to the presenters- we are here to represent and not for ourselves- also, “I move to” is the correct language. This is a report time; it is not to point people out! Student Trustee: Joseph Watkins- Nice job Darwin-. As for the Committee assignments- we are not here to attack one another- we are here to encourage one another to fulfill those assignments and assist those who aren‟t on a committee. Also, I don‟t want to be bringing items to the senate that are not of interest and that have not been discussed. I encourage the safety training in the classrooms- we are the leaders of the school and we need to lead and tell our students what to do in case of an emergency. Inter-Club Council Chair: Ivan Sumano-Vargas- ICC we just approved another club- Veterans center- and now have 21 charted clubs so far. There is so much activity and it is awesome! There was a discussion that the majority of the clubs is not liking the service provided from Taher so we voted on having Bhatki Yoga provide food at every other meeting and finding other alternatives as well. I want to reiterate that researching things ahead of time is very important and should be done before the meetingsWatsonville Representative: Joshua Riparetti I am sorry I wasn‟t here the last few weeks as I had some family stuff going on I needed to attend to. Scotts Valley Representative: Stephan Venegas- There is a lot of negativity but try to remain positive- take a few minutes out of your day to hear or watch something positive. B. Senators-at-Large Stephanie Petrillo- I think that it is apparent to all of us that things can get pretty intense around here- hopefully we can be decent human beings to each other and consider peoples sensitivities. Please be considerate of each other and remember that we are all passionate about the same things and that we all care about each other. I want to commend Darwin on his poster. Jennifer Venegas- Sorry for what happened with kathybelle. Darwin, you are the heart of this senate- it‟s very alive in you and its awesome. My committees- I signed up for the legislative committee and I guess I am not on it anymore and would like to talk to someone about that. Sharon O’Connor - I will be in contact with some of you who showed interest earlier Arthur O’Reilly- I have a PR committee meeting tomorrow at 2pm. Faculty senate is next Tuesday- everyone should come. Kathybelle Barlow - I was upset today that I had something on the agenda and got shot down during my presentation when everyone saw it was on the agenda and no one spoke up earlier. I‟m not going to sign up for things I am not going to show up for, which is why I wasn‟t able to sign up earlier for the event. I would appreciate it if the advisors as well as the senators would read the agenda and if you have questions for the person sponsoring the item, come to them or get informed if you need to.I enjoy being on this senate but am upset about this. Darwin Constantino- I wanted to show everyone something I made: a Student Senate poster, that represents everyone. I know our meetings can get heavy and restless but this is to remind us that when we work together we do awesome things and we have a good time. We need to continue to work hard together. Chris Steele absent Jesse Collins no report Sage Goncharoff absent James Williams absent Laura Hunerberg no report Summer Maiorino no report C. Advisors 5 minutes ea. Sesario Escoto You are seeing something I am not seeing as an advisor- when I observe your behavior I do not see the sensitivity. Human psychology is very intense- you are starting at the right level by speaking. I apologize specifically Kathybelle as I felt the awkwardness and I cannot commit to coming to each of you if there is something on the agenda that concerns me. You need to seek me- most of you do. I allow myself to be interrupted much of the time- if my door is closed please respect that as I have other obligations too. I inspire with what you do and don‟t mind working extended hours. The conference- with the presence of the mascot- this was a great idea! We are considering having an activity for the mascots next year. Come see me if you have ideas on this. The idea of the Emissary is really good and the qualifications should be established in the bylaws. I want to suggest that they don‟t send forks and such and that you use your sustainable items you already have here in the senate office as not all items are being returned. Flor and I visited Foothill college this week-it was beautiful and their resources are fantastic. They have three businesses on campus owned by the student government. If you have the time to visit another location you will find it incredibly inspiring. The temperature in here reads 83 degrees- but the windows were closed because it was noisy. We should consider what is more important; the sound or the heat?! Flor Chacòn- First I want to apologize to Kathybelle- it was not that I did not support other students going. I am going to give you every tool I have for you to be successful. If you wanted to come to the general assembly I provided you the info to do what you needed to do to go, but then not everyone wanted to put in notice in advance. Last year we could barely afford to go to the event, and if we could we would take all of you. I am sorry we can‟t take everyone. Don‟t kill the messenger when he is coming to bring you stuff. When someone is brining you information from a committee they are trying to represent a voice- don‟t attack the person presenting the information. Try to understand. I am sure that Alex would have sent the bylaws ahead of time but no one asked him to do that. It would be easy for him to do. If you are interested in something like that, let the person know ahead of time. If you want people to respect you, learn to respect them too. You don‟t talk to each other with respect sometimes. Joking is not okay in my book. Please be strictly professional to each other. The language for some of you is aggressive. Be kind, be peaceful, and be gentle. It‟s not about the person- the person is trying to do something. It‟s about giving good, positive feedback. Popcorn machine- if you charge the clubs you are charging yourselves- consider this and discuss itPlease we need more help for the Second Harvest food drive. Discussion of Meeting 30 Minutes Meeting went alright but here were times when people just got up and left the room without saying point of privilege. There were side conversations. A suggestion might be to take a ten minute break in the middle of a 3 hour meeting. Also, you do have the right to motion for a recess. If the president will be calling someone out on something, she should do the same for everyone. We shouldn’t be getting up in the middle of a presentation to get food. We have been talking about mentoring and maybe we should approach those we think may need the mentorship to see if we can assist. We should show some initiative. Sesario suggests we reassess how we consider the ‘Point of Privilege’. Since there are so many people in the senate, it is disruptive to call each person out. It was discussed whether this privilege will allow us to get food as well and it was also discussed whether we should have a ten minute break in the middle. The board also talked about having the food brought earlier so that senators can eat before the meeting and about setting a break at 5pm. You will not be able to get food during a point of privilege. You can acknowledge the VP or president for ‘Point of Privilege’ to use the restroom- just make eye contact and motion that you are going. W should consider biodegradable fork use to keep down the noise. If you are late you need to get your food before walking into the meeting room. Just a reminder- you are the role models- so don’t forget to do these things yourselves!- C. Update on Senator Rubric This item has been tabled. 20 Minutes XVIII. Advisors Reports 5 Minutes ea. Sesario Escoto- Gaby, let’s talk about the Brown Act and determine the violations, to be sure we are on the same page. Flor Chacòn- I want to join the Brown Act conversation. I have a problem with senators that become part of the senate and then they have a class that ends after 3 and they come late, or they have a class at 6 and they have to leave early. Your current meeting schedules are obviously conflicting and I don’t know if you want to move your meetings to Fridays. Work something out where you can decide whether you will allow people to be in the senate if they are unable to attend the entire meetings; either change the time so it is more convenient or be more strict, like next semester there is no excuses or something. Be more consistent- as an advisor- I really try to help and I do make mistakes so I apologize for that. I do want to support you but if you want my opinion you must ask me ‘what is your opinion on this’ otherwise I will just provide you as much as I can to make you successful. I will never say ‘don’t put this on the agenda’ as that is not my place. You are all doing great things and I appreciate every one of you. Come to Sesario or myself if you need to be in contact with Taher as we will be in contact with them ourselves from now on. XIX.
