Leadership of Place
North Walsham Partnership Board
Terms of Reference
Overall Purpose of the Partnership Board
To provide strategic leadership for the Leadership of Place project, and guide
and inform delivery of the project objectives to include development of a
shared vision and action plan.
The outcomes of the project are:
• An enhanced community leadership role provided by key community
organisations within a three tier local government structure;
• Endorsement of a common vision for the future of North Walsham;
• Efficiencies generated by rationalising public sector assets and exploiting
opportunities for co-location of front office services and information
facilities etc. and
• Identify key issues / projects that will support the town’s longer term
sustainability particularly focused around its economic viability.
Membership
Membership will be made up of named individuals from partner organisations.
Members will be of sufficient seniority to make decisions on behalf of their
organisation and have the skills, experience and capacity to support the
visions of the Partnership Board. Members will be able to influence the
allocation of appropriate resources, commit (their own or other time) capacity
as necessary on behalf of their organisations to assist in the delivery of
projects and priorities.

Role of Partnership Board Members

To advise on and shape the strategic direction, of Leadership of Place
project.
To guide and inform the completion of a visioning exercise and action
plan for North Walsham.
To act as key decision-makers on behalf of all stakeholders in a way
that is visible, meaningful, and accountable in accordance with the
constitutions of the individual partner organisations.
To reconcile competing interests, steer collective partnership working
and harness community support for an agreed set of goals.
To communicate individual organisational priorities, funding streams
and policy directions, and act as a communication channel between
project and represented organisation.
To ensure effective coordinated public relations and external
communication.
To oversee the performance and risk management of the Leadership of
Place project.
To champion and advocate for the North Walsham Leadership of Place
Project within their own and other organisations.
To refer recommendations which require decision making back to
individuals respective organisations on a timely basis.
To be responsible for identifying lead partner organisations for
individual projects.
Administration Support
Administration support to the Partnership Board will be provided by Lynda
Mcelligott.
Frequency of meetings
Meetings will be held as outlined in the project plan. This is a task and finish
group, which will cease to operate on completion of the project.
Accountability
The Partnership Board will be accountable to the wider community of North
Walsham and the respective organisations. The accountable body will be
North Norfolk District Council for financial management and governance.
