Time and Task Limited Panel – Public Transport Terms of Reference Panel Membership Broadland North Norfolk To be appointed N Shaw J Bracey D Buck P Balcombe L Hempsall Panel Member’s Responsibility In order to address the issues raised by Members of the Committee, the Panel will: • • • • • Identify gaps in the public transport services provided (Bus, Rail, Water, Community Transport and Private Hire) Identify services that are under threat to continue or to be reduced. Conduct a Rural Proofing assessment which can be presented to the County Council as evidence to support continuing services in rural areas and where applicable invest in them. Review the impacts on access to the SureStart centre being set up in Cawston, accounting for the cuts proposed to the bus services. Investigate access to bus stops in terms of older people and disabled people capabilities, identifying possible improvements to be made. The Outcome This Panel is expected to review these issues and report to Overview and Scrutiny Committee the current situation, recommendations for improvements to services, results of the rural proofing assessment and any other recommendations to partners or County Council. How will we work Broadland District Council will work together with Councillors from North Norfolk District Council to address the issues raised by the Committees in relation to public transport in rural areas of Broadland and North Norfolk. Broadland District Council will take the lead for the Time and Task Limited Panel by hosting the meetings. Councillors from both Local Authorities will be expected to adhere to the Terms of Reference and contribute by seeking the information required and collaborating to agree final recommendations which will be presented to each respective Overview and Scrutiny Committee to agree. Chairman The Chairman and Vice Chairman are to be decided upon the Time and Task Panel’s first meeting. It is expected that Broadland will take the Chair and that North Norfolk will provide the Vice Chair. Quorum This Panel will consist of 8 Councillors and will require a minimum of 4 Councillors to be present in order to conduct business (2 representatives from each Local Authority) Voting All Councillors appointed to the Group aforementioned in these Terms of Reference are viable to voting; any Councillor or Officer invited to attend a Panel meeting not aforementioned will not be able to cast vote. Length of the Time and Task Limited Panel The length of this review should not exceed 4 months before recommendations are made to each Local Authority Overview and Scrutiny Committee for agreement. Frequency of meetings Frequency of meetings will be agreed upon the Time and Task Panel’s first meeting with a mind not to exceed an overall 4 months of investigation. Secretariat The Time and Task Limited Panel will be minuted and supported by the Broadland District Council Committee Team, including the Overview and Scrutiny Research Officer with some support from NNDC.
