DEERS GLADE CARAVAN AND CAMPING PARK - OB.IECTION-TOAPPLICATION FOR
ALCOHOL AND ENTERTAINMENT LICENCE
Good Morning Sir/Madam
I am writing to express my concern and lodge my objection to the application for alcohol
and entertainment license for Deer's Glade and its additional site The Meadow @ Deers
Mead. Presently our habitat and noise pollution has not been disrupted by the tourism.
The owls, deer, bats, and other wildlife continue to be abundant. I would consider the
area to be one of outstanding natural beauty with its low lying meadows and small
population of local residents, and the historic area of Gunton Park also.
However I can forsee grave disruption and a negative impacton the surrounding area if
noise pollution from entertainment was allowed, and noise pollution andfrom alcohol
fuelled humans in great numbers. Both local people and local wildlife would be
destroyed. Another point to mention is the livery yardand meadows very close by,
grazing and housing over 20 horses. Noise, possibly fireworks would definitely
distressthe horses which would be dangerous.
I understand this caravan park has a David Bellamy Gold A ward.
www.bellamyparks.co.uk It is advocated as peaceful, quiet and set in beautiful
·wooilltiiiiL-Please let it remain so, and let tourists enjoy theses enhanced surroundings in
its own natural beauty rather than destroying it with loud music and alcohol. David
Bellamy quotes"Help the Environment", he also mentions a gold award park should:
Manage their landas a haven for wildlife,
Reduce water, use of energy and other aspects
Reuse, and reduce and recycle
SUPPORT THEIR LOCAL COMMUNITY
The gold award also indicates these parks are a 'back to nature' experience, committed to
environmental excellence and creating a peaceful hideaway. Surely what Deer Glade has
achieved with the David Bellamy ethos is correct. To allow this licence to go ahead would
be completely against morality and ethics created by the man who has the longest
standing green tourism awards acheivable. Norfolk should be enhancing his greener
image for the future.
Thank youfor taking my points onboard and taking time to consider these facts. I do
hope the correct ethical decision is made for both mankind, wildlife and sustainability of
our environment.

To Whom It May Concern
I am extremely worried to hear that the Deer's Glade Campsite has applied for
permission to sell alcohol on their campsite shop and, worse still, to play amplified music
on a Friday and Saturday for most of the day unti I lam in the morning.
Selling Alcohol at the camp site will increase t he noise from the campers for the people
who live in the nearby village, and hence ruining the peace and quiet for the residence
in the area. There is a working farm, which often has lambs and foals on-site and the
already excessive noise can pose stress and concern for the livestock. It is supposed
to be a quiet place where conservation is a key priority. The noise during the holiday
season, when the campsite is pretty full, is already unacceptable, especially for our
neighbours who back on to the site, they are unable to sit in their garden during the
summer evenings because of t he noise.
There are often people trespassing acr oss private land, and when questioned are all
from the camp site and supposedly "lost", despite telling the same people several times
the direction in which they need to head. They often trespass over land wher e
agricultural machinery is in operation and where shoot ing activities are allowed to take
place by the landowners and Norfolk Constabulary. Dogs are often left to run amok
amongst crops and even a livery yar d - to allow Deer's Glade further disruption to the
local area is a recipe for disaster .
As for playing amplified music until lam in the morning on a Friday and Saturday night,
my family vehemently oppose this. Sever al years ago they took a local farmer to court
for playing music for one night only, stating it disturbed their campers! This now seems
a kick in the ribs and one that will not be tolerated by our neighbours as we all feel the
same way. As council tax payers we want our opinions to be heard.

We are strongly against alcohol being sold at the campsite and amplified music being
played. Discarded alcohol bottles and cans already pose an issue to the local landscape
as campers make their way from the campsite to the local pubs - and we DO NOT want
this issue making any worse!! Some residents now walk some of the routes to collect
such litter. We live in a quiet, wildlife rich, area and we do not want to be disturbed by
loud people or loud music. It goes against why we moved here in the first place.
We would also like to point out that the display of the Notice For Change is very
underhand. It is small and low on the ground and was missed by several of the
residents.
To summarise my position, I lOO'Yo oppose the planning consents that Deer's Glade
Campsite seeks to obtain - These permissions will not be tolerated by the local
community in any way, as we already feel there is too much disturbance by the land
being used as a campsite.

I have been asked on behalf of Alby with Thwaite Parish Council to object to a licence for alcohol
and entertainments license application David and Heather Attew of Deer's Glade Camping and
Caravan Park, Whitepost Road, Hanworth, NR11 7HN.
The main concern would be the permission to have amplified music between 12 PM and 1 AM on
Fridays and Saturdays and the impact it would have on local residents in a quiet rural area.
a) local residents of our parish (those on Alby Low Common) have raised the issue of this music and
alcohol licence with the parish Council because they are concerned about the extra noise that could
be generated
b) excessive noise from the caravan site has been an issue in the past, and its effect on local
residents has been brought to the attention of the Parish Council on a number of occasions
c) although the site itself is outside our parish, we are not aware of any planning application for the
marquee site
It has also been brought to our attention that it was the Deers Glade Camping site that made
complaints about noise from amplified music from a local wedding party held privately a few years
ago that resulted in a local family being fined for a one off wedding party of a family member.
Please acknowledge our objection and update us when a decision is announced ,thank you.

I wish to regisrer my objection to the alcohol licence application being made by
Mr Attew / Deer's Glade primarily on grounds of noise and disturbance. Already
the noise from the Deer's Glade campsite is excessive during the summer and can
readily be heard from over a mile away, in that it is an on going irritation heard
from my house on Alby common, (500m away) and can very often be the most
prominent sound heard from Buck Bridge ( half a mile away ) and even High
Noon road, over a mile away. My concern is that the selling of alcohol at the site
will only exacerbate the situation. This objection applies also to the application
made for the marquee site.

re Application by Deersglade Caravan & Campong Park for an alcohol &
entertainment license to allow the sale of alcohol and the playing of amplified
music between the hours of 12pm and 1am on Friday & saturday nights for
weddings and other occasional events held during the year.
This matter has upset so many, if not all the residents surrounding the pro­
posed site, myself included. Though for myself it is a highly sensitive matter
as mine and David Alston's wedding party, which I hasten to add was a one-off
event, in which, all of our local residen ts were invited and given David's con­
tact number so should they be upset by the noise they could contact him
directly. Mr David Attew was included in this as were all of his visitors and
David left a sign to put up noitifyi ng visitors with his contact number should
anyne wishing to contact him if the noise was a problem. It was with the great­
est respect for our nieighbours, friends and visitors we took all the appropriate
steps to ensure no-on e was upset. However, David Attew stood up in court and
said that a camper had been upset the noise at approx 7am when our wedding
song was played. Now ayone who camps knows that 7am is a ly-in. It was
with this complaint that my husban d Mr David Alston and his brother Mr
Rob ert Alston were found guilty of breaking the noise abatement and fined
£9,000.00
Now you may feel this is sour grapes on my part and indeed I understandably
feel very sensitive about it but my reasons for my opposition are as follows:
1. The impact on the local residents
We are a peaceful bunch of law abiding, nature loving, quiet folk that choose
to live in this beauti ful area of outstanding beauty and tranquility. We are a mix
of individuals that does not set out to exclude or segregate but include and
integrate but this license will have such impact on the peacefullness of our
lives that I am strongly opposed to it.

The noise as it stands at present is invasive and during the precious sunny days
when all one wishes for is to be out in the garden one is assaulted by the noise
from visiters durin g their holiday. And of course so they should but when a
collective noise it's not the laugh or scream of a child, or a happy conversa­
tion, it's j ust accumulative noise. that is not easy on the ear.
There are a mix of those still working and those retired and for those of us still
working the weekends are the restorative and restful days to sit out with a
glass of wine and enjoy ' our environment '.
And what about those of us who retire to their beds at 9pm? On hot summer's
day or even not, I personally always have my bedroom window open a little,
the sound of a wedding party or 'other occasion' being celebrated with ampli­
fied music and chatter of 80 guest or such like will be torture.
2. The wildlife
I quote form the Deersglade Caravan & Campi ng Park Website
"Deer's Glade Caravan and Camping Park is an exciting David Bellamy Con­
servation Gold Award win ning campsite. It is a quiet, dog friendly, family-run
caravan park and camping site set in a beautiful woodland clearing in North
Norfolk, catering for touring caravan s, motor homes, tents, Pods and Mega
Pods - a perfect venue for a relaxing holiday in the countryside. We also offer
a Wedding Venue and separate Adults Only touring park.
Enjoy nature on your doorstep !
The Caravan Park and Camping site has two high class amenity blocks with
under floor he ating, a small on-site shop, a natural play area for children, a
course fishing lake and woodland and farm walks. You can come and enjoy
cycling around quiet country lanes, trying to spot the local wild deer, fishing in
our lake or peaceful walks. Available locally are horse riding, swimming,
tennis, gyms and cycle hire ."
This opening statement from their website conjures up a quiet and reaxing
setting. I can absolutely say that this is not the reality.
I wonder what constitu tes being environmentall y friendly. A license to host
weddings and special occasions will not be conjusive to the welfare humans
and animals, birds, all living creatures alike .
Are there to be firew orks? I am in general 1000/0 anti-fireworks and i know
from atten ding weddings that this seems to he quite a common part of the
event.

Fireworks do nothing but upset cats and dogs because we can see it, but what
of the wildlife in the area? The site is situated by the most beautiful wildlife­
friendly land including a livery yard that is home to many horses. The horses
are terrified and the effect can upset them for days after. Fireworks are not
environmentally friendly.
3. Confused?
I am writing this letter of objection to the license application yet on the web­
site Deersglade Caravan & Camping Park are already advertising weddigs as
though they are already in receipt of such license and have already held a
wedding in 2013. Are they tiling bookings?
They have had no personal consultation with their neighbours in anyway and
seem to be bulldozing ahead regardless.
Am I to then to beleive that a deal has already be done?
4. Greed
It is my belief that greed is a player in this insensitive application with no care
for the country loving residents that are all very upset. Is it not enough that Mr
Attew has an award winning campsite? With another in Erpingham? Have we
not enough beautiful wedding or special occasion locations to meet everyone's
needs? Does Mr Attew have ills fellow country men, women and their families
best interests at heart?
I hope and pray that logic and sense will prevai l and this outstanding area will
not be prey to greed and be left to enhance all of our lives, those that have a
permanent residence here and those visiting that will enjoy what it is that we
love and cherish.
This is my register of objection to this appliacation by Mr David Attew of
Deersglade Caravan & Camping Park.

Dear Sir/Madam
I would like to submit my objection to the licence application to serve alcohol and also
to play loud music on a regular basis at the Deers Glade caravan site in hanworth.
we are near by neighbours and this would effect us very much, in fact i am one of the
nearest neighbours to the camp site.
Another issue which may have been brought to your attention already is that not so
many years ago my uncle held a party on our land but still more than 1km from the
campsite and for one night to mark the occasion of his wedding, the Attew family took
him to court for this even though their son attended the party. the total cost of this legal affair came to over 10 thousand as a result of one evening.
in this case the attew family who appear to have very much objected to my uncles
party seem to find it acceptable apply for the licence to have very regular and loud
music and also serve alcohol which will in turn create loud late night campers.
Please can the wishes of the local people be taken into great care on making a decision
whether or not to issue these licences,
if i have sent to the wrong department regarding this case would you please forward it
to the relevant person/ department.

I wish to voice my concerns regarding the application for an alcohol and
entertainments licence for ‘The Meadow ‘weddings, Muntajac Meadow, White Post Rd,
Hanworth.
Licensing Objectives:
Section d) the prevention of public nuisance
1. That the application states that ' Location of events is away from public
access & in a secluded location (I.e. No near neighbors or public - other than
family members)
The Brett household consider themselves to be near neighbours to ' The Meadow' Gunton Park which directly abuts 'The Meadow ' houses a large and tight knit
community who value the peace and quiet of it's environment. ‘The Meadow ' is directly
next to ' Great Water, Gunton Park ' which is a SSRI site. Home to a rich assortment of
wildlife.
Amplified music played at ‘ The Meadow ‘ on previous occasions has carried across the
water ruining peaceful Summer days and nights in a usually peaceful situation.Kennelman’s is in a secluded location. That the applicants wish to repeat that process
on any Friday and Saturday from 12pm – 1am is disturbing. Licensing Sub-Committee

Great anguish and disturbance was caused to the wildlife on the night of Deer’s
Glade Bonfire and Firework Party, November 1st. The distress signals from the
wildfowl were audible alongside the great noise caused by the fireworks and for
sometime afterwards. It was distressing for The Brett Household to hear this and
they feel great concern for the welfare of ' Great Waters ' inhabitants.
That on November 1st 2014 that White Post Rd was gridlocked due to Deer's Glade
Bonfire Party and torchlight procession. Residents and guests of Gunton Park where
halted by local Police for sometime until Deer's Glade clients crossed White Post Road.
The location of
' The Meadow ' is near to the road and has public access. The Brett household
feels that this may be a regular occurrence if ' The Meadow ' is granted an
extended entertainment license.
Public access to ‘The Meadow ‘ is available as it is also a Right of Way for Mr. and
Mrs. Gerard Stamp and Mr. Ivor Braka and access for emergency vehicles in case of
accident on Great Water, Gunton Park.
Public access is available via White Post Road. The site is not a secluded location; it is
near to other properties not belonging to members of the Atthew family.
2. ' Marquee is positioned in a low corner of the meadow with dance floor facing
away from nearest neighbors'
The applicants have stated that there are no near neighbors . Sound carries through
canvas regardless of positioning and also across water. Amplified music played in a
marquee erected at ' The Meadow ' on previous occasions has caused aggravation and
disturbance to the Brett household and guests on both a Saturday night and Sunday
morning. That ' The Meadow 's application to play amplified music on Friday and
Saturday nights and any other occasional event will cause further disruption and
aggravation to the Brett Household and parishioners of neighboring villagers.
e) The protection of children from harm
That 'The Meadow' a short distance from a mass of water known as ' Great Water,
Gunton Park' which has no fencing surrounding it and has across from ' The Meadow '
and that it is therefore a dangerous site for children.
It seems such a shame that close neighbours who we congratulate on running an
award winning camping and caravan site on the other side of White Post Road wish to
disturb the tranquilty and peace of this little piece of Norfolk on whose beauty and

I am writing to object to the above licence application. We have been staying at the Old Drying
House for nine years and last year we were fortunate enough to purchase the property. I used to
work in Norwich and my family goes back in Norfolk for many generations. We love the county and
we particularly love North Norfolk. We found that when staying at the Old Drying House we could
re-charge our batteries in the absolute peace and quiet, and as a safe and secluded place we felt it
would be a great place for our children to grow up.
Last summer we could not believe that we could hear, late at night loud music and the rumble of
bass and drums. We saw the marquee close to the entrance to the estate (entering from White Post
Lane) and we asked around to find out what this could be. We could not find a licence for the space
and therefore assumed it must be private. But then the marquee just stayed there all summer and
the late night noise pollution continued.
We now, of course know that the noise was emanating from the marquee for weddings and parties.
We also noted a heavy increase in traffic which was a concern, partly for the small children that
seem to cycle on to the road from the Deer Glade Camp site.
Having grown up in a very rural community in the wilds of Cumbria, I know how important it is to
develop diversified income by farmers. One of my oldest friends, a farmer, has recently started to
rent out holiday cottages and has developed an ice-cream business from the milk his cows produce.
But he has managed to develop his businesses whilst bringing the community with him and not by
provoking angry protests and letters of objection to licence applications.
We do not feel this is an inappropriate development so close to residential and to such a quiet
community, in fact we strongly disagree with this application.

My family has lived at Gunton Park as a second home,(one of the many
houses created out of the ruins of Gunton Hall) for 15 years. During that
time we have seen ‘Deer’s Glade’ Caravan Park develop into a
successful and award winning business. We wish it and its owners well,
and have absolutely no objection to the licensing of the shop on the
‘Deer’s Glade’ site to sell alcohol.
Our concern and our objections refer entirely to the field called ‘Muncjac
Meadow’, and the application for an alcohol and music licence, and
permanent party marquee. Specific objections are listed below, and are
in response to Section 18 of the Application, LICENSING OBJECTIVES:
LICENSING OBJECTIVES d) The prevention of public nuisance
1. The applicant claims there are “no near neighbours or public – other
than family members” but then states that the “Marquee is positioned in
a low corner of the meadow with the dance floor facing away from the
nearest neighbours.” On the contrary, the marquee is positioned in the
top corner of the meadow, above and overlooking the surrounding land.
Our house (as are well over 30 others not counting the applicants’
family members) is 1100 metres from the proposed marquee site. We
are able to hear music from great distances owing to the flat nature and openness of the surrounding countryside. Noise from 12pm to 1am on many Friday and Saturday nights would be severely disturbing and deprive us of the quiet enjoyment to which we
are entitled. .

In conclusion, we continue to wish the applicants every success with
the award winning Deer’s Glade Caravan Park, but any further
development of ‘Muncjac Meadow’ as a party venue licensed for music
and alcohol would be seriously detrimental to the peace and tranquillity

Dear Ms Clare
My husband, Robert and I are deeply concerned and strongly object to the application for
an alcohol and music licence and permanent party marquee,
We have lived in Gunton for over 29 years in the Stable Yard and have had the peace and
tranquility that Gunton has to offer. The caravan park has proved not to be a problem at
all both within Gunton and "up and down" White Post Road. On the contrary, it has been
a success. We also have no objection to the licensing of the shop that will be selling
alcohol on the Deer's Glade site.
Our objections are as below:(These being in response to Section 18 of the application licensing objectives.)
1) Licensing Objections
(c) PUBLIC SAFETY
a) This being that it is an extremely dangerous lake to swim in. People of all ages together
with alcohol within the tent might then think a midnight swim a good idea with possible
tragic consequences!!
b) It is a SSSI nature reserve- unpatrolled. All forms of wild life being upset and
disturbed by the extreme noise of music twice a week.
2 Licensing Objectives (e)
THE PROTECTION OF CHILDREN FROM HARM!)
(Objections the same as previous objective).

THE PREVENTION OF CRIME AND DISORDER
It is a criminal offence to recklessly damage (Or to intentionally do so) land known to be
a SSSI or to disturb the wildlife in an SSSI. All noise or light disturbance in that area
would without a doubt have a detrimental affect on any wildlife - SO IMPORTANT. As
it is now an ideal habitat.
Licensing Objectives (d)
THE PREVENTION OF PUBLIC NUISANCE
The Marquee WILL BE in a position for parties where, as music travels very easily across
water and flatland, it WOULD be heard by all in Bell Yard, Stable Yard etc. Experience
of this has been when, in the past, there has been, especially on warm nights with
windows open, Very loud music, distinctly heard, late at night on Friday and Saturday
evenings.
For all the reasons above we STRONGLY OBJECT to the Marquee, Music etc being
installed

Dear Sir / Madam,
I am writing to object to the above application for a premises licence for The 'Meadow Weddings' ,
Muntjac Meadow, Whitepost Road , Hanworth.
The application is intended to "allow the on & off licence sale of alcohol, the playing of amplified
or unamplified live & recorded music, the performing of dance & serving of late night refreshments
between the hours of 12 noon & 1 am on Friday s and Saturdays for weddings & other private
funtions held durin g the year."
I believe that this application is entirely inappropriate and shows no consideration at all for:
a) the pennanent local community and nearby householders - who have chosen to live in a peaceful
and quiet rural area
b) the temporary community of visitors to the area - who have chosen to camp and caravan in a
peaceful and quiet rural area
c) Gunton Great Water Lake , the Site of Special Scientific Interest immediately bordering 'Muntjac
Meadow' - which is a rare and secluded haven for large numbers of wildfowl
My specific objections in response to Section 18 of the Application, LICENSING OBJECTIVES
are:
LICEN SING OBJECTIVES c) Public Safety
I believe that the combination of late night partying and consumption of alcohol in this location
would lead to Public Safety issues:
a) the proposed 'Muntjac Meadow' site is rural and unlit, it closely borders a lake which is
dangerous for swimming.

b) the applicant clearly anticipates that persons attending events on 'Muntjac Meadow' would be
likely to travel on foot to and from the nearby Deer's Glade Campsite which would involve crossing
the unlit public highway of White Post Rd.

I do not think that the application sufficiently addresses the forseeable risk of accidents both on site
and elsewhere - particularly late at night when participants have consumed quantities of alcohol. A
warden is mentioned in the application but, as described, this seems to be a perfunctory provision.
LICENSING OBJECTIVES e) The protection of children from harm
I believe the location and proposed activities present particular risks to the safety of children in
attendance which have not been addressed in the application. Children at such events are likely to
be tempted to explore the surrounding area and wander toward interesting areas such as the
bordering woodland and the lake. If accompanying guardians and other adults are distracted by
noise, entertainment and alcohol there would be a very real danger of accident. Again, I believe that
the applicant's planned warden provision is insufficient.
LICENSING OBJECTIVES d) The prevention of public nuisance
1) Nuisance to householders
The applicant claims there are "no near neighbours or public - other than family members" this is
untrue .
My family and I live at 4 Bell Yard, Gunton Park which is part of Gunton Hall. Our property is
approximately 1.1 km from the 'Muntjac Meadow' site and the terrain between is substantially flat
open parkland and a lake. There are some trees but sound carries remarkably well across this
landscape.
Last year the applicant had a temporary license for parties on two occasions. The sound from these
events could be heard outside and inside our house. The applicant is requesting a license to
substantially increase the scale and regularity of such events - I believe that in this quiet rural area
this constitutes a public nuisance.
Furthermore, there are over 30 additional households within the same distance of the 'Muntjac
Meadow' site who would be similarl y disturbed. (see attached map)
2) Nuisance to temporary residents
At any time , and particularly in the summer, there are also a substantial number of temporary
residents who are camping and caravanning at the nearby Deer's Glade campsite which is 600m
away from the 'Muntjac Meadow' site. (125 pitches and 4 camping pods).
Ironically, this is the applicant's own family business which actively and vociferously promotes the
immediate location as a quiet and secluded environment (see attached publicity materials). I suspect
that this obvious conflict of interests will mean that Deer's Glade Campsite does not register an
objection to the premises licensing application for the 'Muntj ac Meadow' site. However - that does
not change the fact that there is a further public nuisance issue.

To be absolutely clear:
A number of temporary residents at Deer's Glade campsite would suffer a public nuisance from the
proposed licensed activities on the 'Muntjac Meadow' site . These persons cannot now object to this
application because they are unaware of it and the nuisance that will be caused to them . The owners
of Deer' s Glade Campsite will not object on behalf of these visitors because they have a conflicted
interest.
Site of Special Scientific Interest - Impact and Restricted Activities
As noted above, Gunton Park Lake ('Great Water') is a Site of Special Scientific Interest (SSSI)
notified under Section 28 of the Wildlife and Countryside Act 1981 (see attached citation from
Natural England).
The designated SSSI area goes well beyond the water's edge and into the woodland immediately
adjoining the 'Muntjac Meadow' site.
This SSSI citation lists the site's special features : for Gunton Park Lake this is primarily the large
numbers of permanent and migratory wildfowl found on and around the lake. The current and
historical bird counts are of National importance (see attached bird records ). The inevitable noise
and light disturbance associated with the proposed activities on the 'Muntjac Meadow' site would be
detrimental to the welfare of the wildfowl - indeed it might jeopardise their continued presence on
the lake.
There is an issue of permis sions since the SSSI designation imposes explicit restrictions on
operations which may not be carried out at the site. (see attached)
One such restricted operation for the Gunton Park Lake SSSI is directly relevant to this application
as it would clearly be breached by the proposed licence:
"27 Recreational or other activities likely to disturb wildfowl"
There is a legal requirement to request permission from Natural England in writing - although it
should be noted that:
"Natural England will not give permission for any activities that could damage the site's
special features."

The applicant's apparent ignorance of the immediate proximity of a SSSI which would be critically
endangered by the proposed activities is perplexing. Elsewhere publicity materials for the
applicant's businesses make proud claims about conservation practices and environmental
awareness.

Aside from the implicit hypocrisy of drawing attention to something only when it suits, the larger
point is that conservation and environmental awareness are absolute and continuing commitments­
it is not possible to have Friday and Saturday nights off.
It is an unpleasant irony that the proposed activities on 'Muntjac Meadow' would almo st certainly
destroy the desirable qualities of the location which the applicant is seeking to promote.
In summary, for the reasons detailed above, I believe that the licensing objectives are not met and
that development of 'Muntjac Meadow' as a party venue licensed for music and alcoh ol would be
completely inappropriate.
The application should be declined.

Description and Reasons for Notification:
The site consists of a lake of artificial origin set in parkland. The lake is fed by Hagon
Beck, a small tributary of the River Bure, and a channel connects it with another lake
downstream to the south-east. Several wetland habitats are present including alder carr,
reedswamp and marginal vegetation in addition to open water. Wildfowl form the main site
interest and the lake has held, in some recent years, the largest post-breeding flock of
Gadwall Anas strepera in Britain.
The flock of Gadwall usually reaches a peak in September and in several years, over 500
birds have been recorded. The flock therefore represents between 3% and 12% of the
British wintering population and in two of the last nine years more than 1% of the north­
wes t/west European population. In addition, flocks of Teal, Mallard, Shoveler, Goosander
and Shelduck are present in winter and uncommon passage visitors such as Ospreys have
also been recorded.
The lake is relatively deep but is heavily silted up. It has few water plants but marginal
vegetation has developed in places and is dominated by Reed Phragmites australis with
frequent Reed-grass Glyceria maxima and Reedmace Typha latifolia. Other species present
include Panicled Sedge Carexpanicula1a, Yellow Iris Iris pseudacorus and Marsh Thistle
Cirsium palustre.
Mature carr, with large coppiced stools of Alder Alnus glutinosa and standard trees of
Pedunculate Oak Quercus robur are also present. The ground flora is either dominated by
Dog's Mercury Mercurialis perennis or Lesser Pond Sedge Carex acutiformis depending on
the wetness of the ground.

I would like to state that I am thoroughly against Deer's Glade application to
sell alcohol on their campsite and play amplified music on a Friday and Saturday
night.
I chose to live in a quiet area and do not wish to be disturbed. The environment
is full of wildlife that I am sure would be affected by these proposals.
The campsite is already noisy in the summer months so selling alcohol and
playing amplified music will make things worse.

Dear Sir,
We write to oppose the application to extend the Deers Glade licence, being the owners for the last
twenty years of The Old Rectory, White Post Road which immediately adjoins the caravan site,
because:
(a) The site has apparently so far been used for some full time residential caravans and it is
doubtful if the site proprietors will comply properly with any new conditions.
(b) The effect of loud music and alcohol each weekend will significantly impair the quiet enjoyment
of the countryside by adjoining residents and is contrary to the spirit of the original application.
(c) Caravan users could purchase alcohol at supermarkets if necessary but it will fuel unwarranted
noise to have it immediately available in the caravan shop coupled with the proposed music.
(d) This is simply a money making exercise by the caravan site owners to the detriment of adjoining
householders.

We have lived at 6 Brewery Yard since 1988.
We have watched the ever increasing size of the applicant’s caravan park business in an
area of important scientific and natural beauty, with dismay. The use of the marquee to
host wedding events is yet another example of the uncontrolled over-development of the
area by the applicant.
Our home lies less than 1,100 metres of the site of the marquee, which we now realise is
used by the applicant as a wedding venue. The website for that venue confirms that the
site has been used commercially for weddings and other events since 2013. No planning
consent or licence appears to have been obtained for this use until the current application.
We had expected that at some stage the applicant would be required to apply for planning
permission to permit the marquee to be erected during the summer months for business
purposes and for its adjoining permanent WC block. This would have enabled us to make
our representations. So far as we are aware, no application has ever been made or sought
by the applicant.
We object to the present application for a drink licence on the grounds that :1. Public Nuisance During the summer months when events have been held in the
marquee we have been woken in the early hours of the morning by the sound of
loud music from across the intervening ground and even during daylight hours we
have been disturbed by the sound of music and the testing of the sound system.

Whilst the applicant may regard the marquee as a building and thus the music is
said to be “inside a building”, we can assure you that the marquee does not baffle
or sound proof the noise. It is totally unacceptable to allow 13 hours of non-stop
amplified music in the warm weather when local residents are entitled to enjoy the
peace of their homes and gardens
2. Safety . It should be appreciated that the marquee lies in close proximity to the
Great Water and the SSSI. When the applicant applied for the original permission
to run a caravan site on an adjacent field the Council insisted that it should not be
sited on a piece of land close to the SSSI and required it to be moved to its
present site across White Post Road.
In addition, there is also the problem of access to White Post Road from the site of
the marquee and in turn access from White Post Road onto the A140 junction. As
you will be aware the A140 has become extremely busy in recent years and
vehicles tend to travel far too fast along the road hence the spate of recent
accidents nearby.
We trust the Council will reject the application in so far as it relates to the provision of
drinks and music in the marquee and takes action to prevent its further use as a wedding
venue without any necessary planning consent.

Dear Sir/Madam
We are extremely alarmed to read that Deer's Glade has applied to sell alcohol in their
campsite shop and, worse still, to play amplified music on a Friday and Saturday for
most of the day until lam in the morning.
Selling Alcohol at the camp site will increase the noise from the campers for the people
who live nearby. It is supposed to be a quiet place where conservation is paramount,
what would David Bellamy think of his award winning campsite? The noise during the
holiday season, when the campsite is pretty full, is already unacceptable, especially for
our neighbours who back on to the site, they are unable to sit in their garden during
the summer evenings because of the noise.
As for playing amplified music until lam in the morning on a Friday and Saturday night,
I can't believe the campsite could even contemplate doing such a thing, when, some
years ago they took a local farmer to court for playing music for one night only, stating
it disturbed their campers! How hypocritical can they be?
We are strongly against alcohol being sold at the campsite and amplified music being
played. We live in a quiet, rich wildlife area, and we do not want to be disturbed by loud
people or loud music. Our original opinions against the campsite were disregarded, we
do not want the same thing happening again so we hope you will respect our wishes this
time.
We would also like to point out that the display of the notice for change is very
underhand. It is small and low on the ground, hence many people would miss it or be
unable to read it.

Hanworth Parish Council has not been directly informed or consulted about the
above application but would like to make their views known. This has been
difficult for us as the application was discovered during the Christmas holiday
period and was not available on the council's website until this week.
After consulting members we would like to make the following points:
Regarding the sale of alcohol at the shop site at Deer's Glade the council has no
objections.
Regarding Section 18) Licensing d) The prevention of public nuisance
The council believes that a noise nuisance will be created for the near residents
of White Post Road and other residents at a greater distance. Although the
applicant claims there are 'no near neighbours or public - other than family
members' the cou ncil argues that there are neighbours who would be affected.
We have attached a plan which illustrates this.
The outdoor venue would be most used in the summer and it is on such
evenings, and nights, that the noise of amplified music carries over water and the
countryside. Events such as Aldborough fair and Blickling Park concerts can be
heard more that two miles away on a summer evening.
A license allowing such music from 12 p m to lam on many Friday and Saturday
nights would be unacceptable and against residents' rights to peaceful
enjoyment of their p roperty.
We would also draw the committee's attention to the Gunton Park Great Water
SSSI. We do not have the specialist knowledge to scientifically argue how this
would be effected b ut would ask th e com mittee to take advice from independent

bodies such as Natural England and the RSPB.
Deer's Glade has established itself as a successful caravan park in the quiet of the
North Norfolk countryside. It allows non-residents to come and enjoy the silence
and peace which residents enjoy every day.
Residents of Hanworth have chosen to live here because of the peace and quiet.
To allow a licence which permits a party venue with amplified music untillpm
every weekend would change the nature of the surroundings.
We wish Deer's Glade every success with the caravan park. But would ask that
the applicants respect their neighbour's right to peaceful summer evenings.

Re. the application by the Deer Glade Caravan and Camping Park for an Alcohol
and Entertainment License to allow the sale of alcohol and the playing of

for weddings and other occasional events held during the year.
I would like to register my opposition to a license being granted for the above ..
1. The existing noise from the site, which is often extreme, lowers the quality of
life for the residents of Alby Low Common.
Further noise would be intolerable.
2. This site is listed as a 'Quiet' site. It is set in the beautiful countryside of rural
North Norfolk and should reflect it's environment.
3.'Occasional' is ambiguous and needs clarification.
Weddings could be held
here every weekend destroying the peace of this area for the local residents.
4. The quality of the lives of local residents surely needs to be of paramount
concern when considering such applications.

History of the surrounding land
Deer‟s Glade Caravan Park opened in May 2004 across nine acres of land to the west of Gunton
Park. Throughout that time it has been run by the Attew family who it is believed, formerly farmed
the land. Muntjac Meadow (“the Meadow”) is an additional, five acre field which is used for camping
in tents only. Since 2013, the Meadow has housed a large marquee, it is understood, with the
intention of running weddings and other events therein.
Immediately adjacent to the eastern boundary of the Meadow (edged in blue on the map and red
on the satellite image below) is land owned by our client, Ivor Braka (shown as title number
NK62549 on the map and also as woodland in between the Meadow and The Great Water on the
satellite image ) that forms part of the Gunton Park Estate (“the Estate”) which had been the
historic home of the Harbord family since 1676.
As Members of the Committee are aware, the whole of the Estate is within the Gunton Park
Conservation Area and since September 1987 a substantial proportion of it has, due to its special
historic interest, been registered under the Historic Buildings and Ancient Monuments Act 1953 as
a Grade II* listed park and garden. The reason for such listing is not only for the history of
prestigious ownership by the Harbord family but also for the existence of gardens, landscape and
pleasure grounds of national acclaim, covering seventeen thousand acres of kept gardens and
pasture accommodating an abundance of British flora and fauna.
The area of the Estate covered by the above mentioned listing does not include the area of
woodland shown edged blue on the map and red on the satellite image but does include The Great
Water. Both the woodland and The Great Water are within the conservation area.
Unfortunately, during the course of the twentieth Century, the Estate was left to deteriorate from its
former grandeur, with much of the park and gardens being given over to arable farming.

As Members of the Committee will also be aware, Ivor Braka, with the support of others, including
Norfolk County Council, North Norfolk District Council, English Heritage and Natural England to
name but a few, has been instrumental in restoring the Estate to its former state of reverence as
parkland and garden land. As a corollary to this restoration project, Ivor Braka and others have
encouraged the introduction and reproduction of rare breeds of wildlife to preserve and add to the
natural beauty of the Estate.
Certain areas of the Estate contain sites of wildlife which have been recognised as requiring
special protection and conservation. In particular, The Great Water; edged in teal on the satellite
image below (and registered as title number NK20148 on the corresponding map) is a Site of
Special Scientific Interest (SSSI) under the Wildlife and Countryside Act 1981. The SSSI is
predominantly for the wetland habitat The Great Water provides to waterfowl, and in particular the
largest post-breeding flock of Gadwall ducks in Great Britain. The report of Pease, Rose and Butler
entitled: „Effects of human disturbances on the behaviour of ducks’ (2005) notes that Gadwalls are
particularly sensitive to noise disturbances and research conducted in 2005 deems them
threatened from using bodies of water where there is a significant noise disturbance.
Representations about the application
There is before the Licensing Committee an application for a premises licence in two parts.
In relation to the first part, regarding the sale of alcohol in the site shop at Deer‟s Glade Caravan
and Camping Park, Ivor Braka has no objection.
However, in relation to the second part, regarding the use of the Meadow, Ivor Braka objects, for
the reasons given below.
It is understood that since submitting the subject application, the applicants, in their
communications with others, have explained their intentions for the use of the Meadow should the
licence sought be granted. In particular it is understood that: Not more than ten events per calendar year are intended to be held on the Meadow;
 Such events will only be run until 12:00AM midnight;
 Such events will be held on either a Friday or a Saturday and on no others days
The playing of amplified and unamplified music will create a noise nuisance. In addition, given the
proximity between the site of the marquee on the Meadow (as shown on the plan submitted by the
applicant) and The Great Water it is highly likely (if not a certainty) that noise generated by the
playing of amplified and unamplified music will impact on the SSSI; in particular, the noise sensitive
Gadwall flock.
The grounds of the Estate are not policed. The Great Water is separated from the Meadow by
means of low fencing making access to The Great Water easy to obtain from the Meadow. The
Great Water is a natural hazard which is likely to prove detrimental to the health and safe being of
adults (drunken or not) and unsupervised children.
It is intended that events will bringing in hundreds of people. Such a high volume of persons is
highly likely (if not a certainty) to place strain on the surrounding land and impact the restoration
project led by Ivor Braka and others by potential erosion, litter and disturbance of wildlife. From
section 12.3 of North Norfolk District Council‟s Landscape Character Assessment, the Committee
will be aware the majority of the Estate has been deemed moderately sensitive to development
changes.

The sale of alcohol and late night refreshments between 12 noon and 1am on Fridays and
Saturdays to hundreds of persons attending events is considered to create further disturbance and
nuisance to the Estate. This is due to potential disruptiveness by visitors who are not local to the
area increasing the likelihood that due care and consideration will not be exercised when arriving at
the Meadow or when leaving it. Additionally, the transport of such a large number of persons to
such events may place strain on the Estate in the form of pollution and erosion of the road system.
Given the above it is submitted to the Members of the Committee that we would very much
appreciate that second part of the application ought to be refused.
In the unhoped for event that the Members of the Committee grant the second part of the
application then they are invited to do so subject to conditions that will serve to mitigate noise
nuisance and the wider impact that the events will cause.

It is understood that David Andrew Attew (“the Applicant”) has amended the above application for
the proposed premises licence at Muntjac Meadow (“the Amended Application”). We have spoken
to Lara Clare of the licensing team at North Norfolk District Council who has very kindly provided us
with a copy of such. We understand there is an extended deadline of 7 February 2015 by which to
lodge further representations in advance of the hearing on 24 February 2015. Accordingly, the
representations below are supplemental to the representations made on 12 January 2015 made by
us, Maxwell Winward LLP, on behalf of our client, Ivor Braka.
In relation to section 18 of the Amended Application, it is apparent from the perspective of Ivor
Braka that insufficient steps have been taken by the Applicant to promote the four licensing
objectives under s.4(2) Licensing Act 2003. As a result, it is clear that due thought and care has not
been given either in relation to the potential damage and nuisance caused to the surrounding areas
of land and the Gunton Estate or to the requisite safety precautions required for events at the
Meadow.
Regarding licensing objective b (the prevention of crime and disorder), the guidance given from the
NNDC Environmental Health Department‟s Licensing Policy states that late night entertainment,
including the serving of alcohol can be a source of crime and disorder problems. The Applicant
states evening „warden checks‟ are made during and at the end of each function in the marquee. It
is not clear:
i.
how regularly during each function these „warden checks‟ are to take place;
ii.
what each „warden check‟ will consist of (whether it is to take a „head count‟ or to
monitor levels of noise or rowdiness); or
iii.
whether the wardens will check the surrounding areas for damage or straying guests;
for example, the adjoining woodland to the east of the Meadow owned by Ivor Braka
(shown in the plan attached to our main representations to the application) as well as
The Great Water (SSSI), which lies slightly further east.

Ideally, a solution to prevent damage, crime and disorder in the surrounding area would be the
positioning of multiple (at least two) security guards throughout the night at each late night event in
the Meadow (rather than just unspecified „warden checks‟) to ensure no criminal activity, public
nuisance or straying/trespassing by guests is taking place.
Regarding licensing objectives c (public safety) and e (protection of children from harm), it is not
acknowledged in the Application that there are inherent risks in the surrounding areas, namely the
woodland owned by Ivor Braka to the east of the Meadow, which is left in its natural state and could
thus pose a variety of risks to the attendees of events who may choose to wander out of the
Meadow in the dark; whether or not they may be intoxicated. A further, and perhaps more
significant risk to children and intoxicated adults alike is the proximity of The Great Water, again
east of the Meadow, which is again left entirely in its natural state for the benefit of the rare wildlife
which inhabit it. Should guests of the events in the Meadow decide to wander through to The Great
Water, and it is hoped they do not (perhaps being prevented from doing so by the security guards
described above), they are likely to find themselves in serious danger, as the lake is in its natural
state, with no surrounding fencing, slippery banks, natural debris and an unstable mud and silt
basin which could pose a serious risk of harm for small children and intoxicated adults alike.
Turning to licensing objective d (the prevention of public nuisance), the NNDC Environmental
Health Department‟s Licensing Policy expects the incorporation of an „Operating Schedule‟ to
address the impact of noise nuisance on the surrounding areas. Whilst it is acknowledged the
Applicant has provided a „cut off time for music to stop‟ at 01.00AM on Saturday and Sunday
mornings, there is no mention of how this may be enforced. It is also noted the supply of alcohol
continues until the same time of 01.00AM, so it is a distinct likelihood the noise created and
possible disturbance to the surrounding areas will continue for some time after events in the
Meadow conclude. This discrepancy should certainly be addressed, perhaps by cutting off the sale
of alcohol at 12.00AM or 12.15AM so when the entertainment finishes the noise and parties finish
by the time the Premises licence is actually granted to.
As you will appreciate from the numerous representations made above in light of the Amended
Application, there has been very little consideration given to the four licensing objectives under the
Licensing Act 2003. This will only serve to not only negatively impact the surrounding areas and the
Gunton Estate but also jeopardise the safety of any potential attendees of events at the Meadow. It
is for these reasons we would politely reinforce, that the second part of the application, namely the
premises licence for events to take place in Muntjac Meadow, be refused.

I would like to register a strong objection to the request of Deers Glade Campsite for a license to sell
alcohol in their shop, and also to provide alcohol and amplified music at their Meadow Wedding
marquee until 1.00 am on Fridays and Saturdays.
At Low Common we have had to put up with a great deal of disruption, mainly because of the very
existence of a large, busy campsite less than a quarter of a mile away, which has completely changed
the nature ofthe tranquil and secluded area which we chose to live in, not least because the footfall
in the locality has increased from around thirty residents of Low Common and White Post Road, to
two or three hundred durng the summer months and at all weekends and holiday periods.
We suffer noise pollution from the screaming of children, shouting of adults and barking of dogs,
light pollution where there used to be complete darkness - including blue flashing lights at
Christmas, dog-fouling and litter pollution of our local footpath, and air pollution when smoke from
dozens of barbecues drifts over. Added to this are the stream of campers who wander down our
private drive looking for the footpath back to the campsite, and more worryingly, the hazard of
chinese lanterns coming over, which are both a fire risk and potentially lethal for wildlife. (There are
many horses grazing on Low Common)
The thought of adding to this mix amplified music into the early hours, and the possibility of
increased alcohol use, and consequently noise and bad behaviour, fills us with horror.
Please, please don't let this happen.

I have no objection to the sale of alcohol in the Caravan Site shop. The site is successful,
much praised and well run.
However, I am concerned with the application for the use of the Muntjac Meadow which, I
had assumed, would be a planning application. I was surprised to realise that the Parish
Council was not involved. Originally the field was a Caravan Club Site but that applies no
longer. A toilet block has been erected and last summer a marquee appeared, functions
were held, resulting in an increase in traffic, noise and people wandering along White Post
Road.
Licensing Objective d) Prevention of Public Nuisance
There are a number of properties nearby that were affected by intrusive music, even
indoors. Sound travels in the open air, music from the Blickling concerts can be heard
here.
Now there are proposals to use the "Wedding Meadow" as a business, hence my
expectation of a planning application.
When the original application for the caravan park was made, it was not approved because
of the site's close proximity to the adjacent Site of Special Scientific Interest. Surely this still
applies? To use the Meadow as proposed would have a seriously detrimental effect on the
SSSI. Others, far more knowledgeable than I, will, I am sure, provide details.
Licensing Objective c) Public Safety
Apart from the necessary protection of birds and their habitat around the Great Water, the
safety factor must be considered. The area would be hazardous for any visitor, possibly
alcohol-fuelled who decided to go exploring or to take a dip in an inviting-looking lake.
Licensing Objective e) Protection of Children
Children are known to wander off away from supervision. This could result in disaster.
Thus I object to the granting of a licence for the off-sales of alcohol and the playing of
music, amplified or unamplified.

Why? Is this happening again, within a conservation area as well as being in a fantastic part
of North Norfolk where persons have spent time and a lot of money to enhance and protect this
area of great beauty, park land, listed buildings and also the felling and re-planting of White Post
Road. Only to be tormented by the influx of Night Club Type venues on the door step which should
be within the confine of the area where they can be policed appropriately. Not the country side.
We already have the over usage of a Marquee erected within this make shift village that has

sprung up on the outskirts of Gunton, an over usage of White Post Road on Bonfire Night on many
occasions I have had to make a detour because of the corlgestion caused, Bad. Now we wish to add
extra venues and the sale of Alcohol to the menu of whic~ is already available one outlet within a
mile and the other within two miles, why more when we
~hould be practicing healthy living.
Surely the work and dedication already put in to hllP preserve and enhance this area must be
accepted as a gift of beauty to the people of Norfolk, onlyl to be blighted by this proposed BLOT on
the Landscape
If I was to investigate the North Norfolk Core Policy I would probably find Non conformation
to various statements. If I look at Aim 3, 2 and 6 at a glande I would say wow let us look further.

I strongly object to the above licencing application and fmd it hard to understand why anyone would
want to bring Glastonbury to North Norfolk.
Gunton Park and Hanworth are both Conservation Areas as are many other local parishes that will be
affected by the noise pollution this would bring. We have been disturbed every weekend throughout
the summer by noise from the "wedding" events less than a quarter mile from Gunton Park resulting
in the police having to be called. It is not possible to control the level of noise escaping from a
marquee. There are barn owls, nightjars and plenty of bats around at present but all these will be
disturbed and displaced by this noise level.
From NNDC's own website...
Conservation area status gives additional planningprotection from unsympathetic development which
might otherwise harm an area's special character.
The wedding marquee was clearly visible from the A140 and was a visual blight on the main road to
the North Norfolk Coast AONB. The sea of accompanying blue and orange tents helped to spoil the
area even further. The Countryside is not the place for a night club.
There is already plenty of litter along White Post Road and beyond from deer's glade's existing shop
so to add beer cans and drunks to this will not help public safety. Pubs "chuck out" at 11.00.
Why give undesirables the chance to put in another 2 hours drinking then discharge into a rural
neighbourhood. The Countryside is not the place for a night club.
Deer's glade bonfire night procession gridlocked local roads and restricted people's right to pass and
repass along White Post Road. There was neither public nor polite notice given beforehand.
The owners of deer's glade already encourage their visitors to trespass on local resident's private land
and even use photographs from this land to publicise their campsite. Help reduce this public nuisance
by refusing this application.

Dear Sir
Allowing alcohol to be available at Deer's Glade will only compound the problems that
already exist as the Police are called quite frequently during high season to sort out disputes
and a recent incident saw the Police apprehend a man on Deer's Glade whose van was full of
stolen goods. He had previously been trespassing locally and threatened the person who
asked him to leave, hence the 999. To add alcohol to this type of behaviour on a campsite
would not help public safety or crime prevention.
Deer's Glade was supposed to plant a screening hedge as part of the consent for use. This has
never happened and the backdrop of unsightly caravans and tents to the Jubilee Woodland is
a visual blight on this Conservation Area. The same can be said for Wedding
meadowlMuntjac meadow/meadow wedding or whatever it is called this week. The sea of
blue and orange tents, the marquee plus a shower block erected without consent spoiled the
countryside for anyone travelling to Cromer last summer. So please do not expect the
applicant to take note of any imposed conditions.
Any licence issued would surely be void on a field that is used illegally. There is NO
PLANNING CONSENT for use ofthe Meadow Wedding field; in fact it was specifically
REFUSED some years ago as it adjoins a SSSI.
This is the third name the applicant has used for this field and this is intended to CONFUSE,
MISLEAD and help the applicant circumvent planning Law.
The traffic to the firework display last year caused gridlock and a public nuisance on side
roads and the A140 and the noise from the display displaced many species of roosting birds
on the adjoining SSSI.
Please consign this application and it's amendments to the recycle bin where it belongs.

I would like object to the above license application amendment.

How does NNDC expect local residents to stand a fair chance of objecting when the applicant
changes the name of the field several times and is allowed to amend the application before
the first one is ruled upon? This is being done deliberately to deceive and confuse in order to
obtain a license for a marquee that should not be there, on a field without permission for use,
in a Conservation Area adjoining a SSSI.
Throughout last summer we were disturbed within our house by noise from events at
wedding meadow. I could hear every word the DJ said; our bedroom window is less than a
quarter mile away. The Police have been called to disturbances; fights etc. and it will do
nothing for public safety to encourage more out of hours drinking both on and off the
campsite and field.
With the loud music has come light pollution and fireworks. This disturbed not only local
residents but many species of birds and other wildlife roosting on and around Great Lake
SSSI which is less than 300 yards away from proposed license site.
There is already quite enough litter plus dog pooh coming from Deer's Glade campsite down
White Post Road. To add alcohol, beer cans and drunks will only make matters worse.
Previous events at Deer's Glade and Whatever it's called this week Meadow have stopped us .
reaching our own property by blocking a narrow road with parked cars and people. This does
prevent emergency services reaching neighbouring properties.
Listed Buildings and Conservation Areas need to be looked after for future generations to
enjoy. Putting a festival site in a field will not preserve or enhance the countryside.
Please reject the above application(s).

There is already quite enough litter coming from Deer's Glade campsite, plus dog pooh, down White
Post Road.
The campsite owners encourage their campers to walk in the private grounds of Gunton Hall Park
telling them to ignore any signs. Some of these campers can be very rude and this is a nuisance to me
and other residents of Gunton. To add alcohol to this situation will only make matters worse.
Previous events at Deer's Glade and Wedding Meadow have stopped us reaching our own property by
blocking the narrow road with parked cars and people.
Listed buildings and Conservation Areas need to be looked after for future generations to enjoy.
Putting a festival site in a field will not preserve or enhance the Countryside.
No information about this application has come before our Parish Council and the submission date on
the planning notice does not seem to correspond with the dates given in NNDC's office?

I wish to file objection to the Deers Glade New Premises Planning Application on the grounds of
public nuisance. The applicants claim that the location of events is away from public access and in a
secluded location.On the rare occasions loud music is played anywhere within Gunton's 1800 acre
park, it has proved audible to us in the East Wing. We believe that the sound of amplified live or recorded music will readily carry across Great Water and into our household. My assumption is that many of
these functions will be held on Saturday nights – because of my working obligations in central London, Saturday night is the only complete night I tend to spend in the East Wing – a property I purchased in order
to achieve the occasional escape from noise.
I am also sure that many other residents have already objected to this application
based on the welfare of Great Water’s avian community. Many of these birds will be
raising their young throughout the spring and summer months where party functions
are most in demand. These birds should be allowed to rear their families without the
distress of loud music at night when they and their young are at their most vulnerable. Please acknowledge receipt of our objection, with thanks. MR AS Young & Mrs V Young

Dear Ms Clare,
I write to register an objection to the premises licence application listed above, specifically objecting to "the
playing of amplified or unamplified live & recorded music ... between the hours of 12 noon and 1 am on
Fridays and Saturdays for weddings & other private functions held during the year."
I am a permanent resident within Gunton Park, living with my family approximately 1100m away from the site
in question. Although I wish Deer's Glade Caravan and Camping Park every success, I am concerned that the
licensing of the playing of music for "The Meadow Weddings" may be incompatible with the promotion of
severai of the licensing objectives as stated in the Licensing Act 2003, specifically:
"The prevention of crime and disorder"
The ~SSI site known as "Gunton Park Lake," designated SSSI in particular for the wildfowl species it attracts, is
very near to the proposed location of the marquee in which music will be played. The disturbance of fauna on
an SSSI site is prohibited by law - presumably the wildfowl on the site will be disturbed by music being played
in the immediate vicinity?
" The prevention of public nuisance"
Music planned at "The Meadow Weddings" is going to be played in a "marquee". Presumably this will offer
virtually no soundproofing and it seems probable to me that the music will be heard over a very considerable
distance, with the potential for causing a Public Nuisance or Statutory Nuisance. The text of the application
states that there are "no near neighbours." Given the relatively flat landscape surrounding the site and the
quiet of the local area, it seems to me possible that any music played may have the potential to cause
disturbance not only to nearby temporary residents of Deer's Glade Caravan and Camping Park itself, but also
to permanent residents further afield. During the past year I have heard music being played in the surrounding
area and have wondered whether it was emanating from the site in question.

Dear Ms Clare,
Our concern and our objections refer entirely to the field called ‘Muntjac
Meadow’, and the application for an alcohol and music licence and
permanent party Marquee.
(My family has lived at 3 Bell Yard Gunton Park, one of the many houses
created out of the ruins of Gunton Hall, for 20 years. During that time we
have seen ‘Deer’s Glade’ Caravan Park develop into a successful and
award winning business. We wish it and its owners well, and have
absolutely no objection to the licensing of the shop to sell alcohol on the
‘Deer’s Glade’ site.)
Specific objections are listed below, and are in response to Section 18 of
the Application, LICENSING OBJECTIVES:
LICENSING OBJECTIVES c) Public Safety
I am owner and guardian of ‘Great Water’, a 30 acre lake and SSSI nature
reserve. It is entirely unpatrolled and deliberately kept as undisturbed as is
possible. The proposed site is 180 metres from the lake. The water is
shallow, no more than two feet in places, but it has a soft silt bed of up to 6
feet deep. It is an extremely dangerous lake to attempt to swim. It is very
easy to access from the proposed Marquee site, through a narrow wood (I
have right of access along the ‘Muntjac Meadow’ track to reach that side of
the lake). I believe it would be an irresistible temptation on hot summer

nights for young party revellers to try and swim in it, with potentially
tragic consequences.
LICENSING OBJECTIVES e) The protection of children from harm

LICENSING OBJECTIVES b) The prevention of crime and disorder
As stated above, ‘Great Water’ is a Site of Special Scientific Interest
(please refer to the original citation from Natural England, attached). It is a
criminal offence to intentionally or recklessly damage, disturb or destroy
land known to be an SSSI or intentionally or recklessly disturb the wildlife
in an SSSI. The designated SSSI area goes beyond the water’s edge and
into the woodland adjacent to the Marquee site. This is quite deliberate:
Wildfowl on ‘Great Water’ use the base of the trees in the wooded area for
resting and also when moulting. Any noise or light disturbance in that area
would be detrimental to their welfare and they would have difficulty
maintaining their presence on the lake.
It is precisely because ‘Great Water’ is so private and with little or no
disturbance that the birdlife has an ideal habitat, in contrast to ‘Saw Mill
Pond’, the other Gunton Park lake which is a popular fishing venue. The
current bird count, particularly of Gadwall, is the reason for SSSI
designation and is of National importance (Wetland Bird Survey for the
UK - please refer to the last three years’ bird counts, attached).
LICENSING OBJECTIVES d) The prevention of public nuisance
The applicant claims there are “no near neighbours or public – other than
family members” but then states that the “Marquee is positioned in a low
corner of the meadow with the dance floor facing away from the nearest
neighbours.” On the contrary, the Marquee is positioned on the top corner
of the meadow, above and overlooking the surrounding land. Our house, as
are well over 30 others (not counting the applicant and family members) is
1100 metres from the proposed Marquee site (please refer to attached map).
Last year the applicant had a temporary license for parties on two
occasions. As music travels easily across water and flat land, we could

clearly hear it inside our house on both occasions. Experiencing that from
12pm to 1am on a large number of Friday and Saturday nights would be
intolerable, and against our right to peaceful enjoyment of our property.
In conclusion, we wish the applicants every success with the award
winning Deer’s Glade Caravan Park. However, any further development of
‘Muntjac Meadow’ as a party venue licensed for music and alcohol so
close to a dangerous expanse of water a: could be lethal, b: could cause
criminal damage to an SSSI, and c: would be seriously detrimental to the
peace and tranquillity currently enjoyed by the many neighbours in close
proximity, both human and avian.

A new site.
Description and Reasons for Notification:
The site consists of a lake of artificial origin set in parkland. The lake is fed by Hagon
Beck, a small tributary of the River Bure, and a channel connects it with another lake
downstream to the south-east. Several wetland habitats are present including alder carr,
reedswamp and marginal vegetation in addition to open water. Wildfowl form the main site
interest and the lake has held, in some recent years, the largest post-breeding flock of
Gadwall Anas strepera in Britain.
The flock of Gadwall usually reaches a peak in September and in several years, over 500
birds have been recorded. The flock therefore represents between 3% and 12% of the
British wintering population and in two of the last nine years more than 1% of the northwest/west European population. In addition, flocks of Teal, Mallard, Shoveler, Goosander
and Shelduck are present in winter and uncommon passage visitors such as Ospreys have
also been recorded.
The lake is relatively deep but is heavily silted up. It has few water plants but marginal
vegetation has developed in places and is dominated by Reed Phragmites australis with
frequent Reed-grass Glyceria maxima and Reedmace Typha latifolia. Other species present
include Panicled Sedge Carex paniculata, Yellow Iris Iris pseudacorus and Marsh Thistle
Cirsium palustre.
Mature carr, with large coppiced stools of Alder Alnus glutinosa and standard trees of
Pedunculate Oak Quercus robur are also present. The ground flora is either dominated by
Dog’s Mercury Mercurialis perennis or Lesser Pond Sedge Carex acutiformis depending on
the wetness of the ground.

Dear Licensing Team, Public Protection,
Please note the contents of the email chain below, which comprises email communications between
Deers Glade and myself. I conducted a site visit on Monday, 26th January 2015, and discussed the details of the License
application with Mr Attew, along with his business plans and additional measures to minimise any
potential noise nuisance and disturbance to other local residents. I proposed, and he has agreed to,
the License conditions in my email of 2nd February 2015. Please note that some of these conditions
are amended from the “model pool of conditions” document in order to ensure they are relevant to
the circumstances. I have checked our M3 records and note that Mr Attew has held numerous, similar events in the
past under Temporary Event Notices (TENS). However, we have no records of any complaints of
noise nuisance in relation to these events. He intends to hold similar events in the future, although,
they would fall under the proposed Premises Licence rather than TENs (assuming the Premises
Licence is granted). I have suggested he maintains links with EP to ensure any potential problems
are addressed swiftly which he is happy to do. Environmental Protection have no objection to the Premises Licence application subject to the
following conditions as agreed with Mr Attew (the applicant): ·
PN01: The Licencee/Designated Premises Supervisor shall ensure that no nuisance is caused
by the noise emanating from the premises or by vibration transmitted through the structure of the
premises;
PN02 (adapted): The premises/area to which the licence relates shall be arranged to

minimise the risk of noise nuisance to nearby properties;

PN07 (adapted): The entrance/openings to the marquee shall be arranged to minimise the

I have summarised the key points (from an Environmental Protection perspective) in the paragraph
below, which provide further clarity concerning some of the details in your Licence application and
also how you intend to run your events, based on your experience with recent events and
Temporary Event Notices. I have then provided some licence conditions which I am proposing.
As discussed last Monday, I understand it is your intention that the majority of functions/weddings
will finish by midnight. However, there will be occasions, such as the Charity Events and
Anniversary Balls, where you would need to allow a 01:00am finish (Friday/Saturday night). This is
because, although you fully expect to turn the music off by midnight, you wish to have the flexibility
of a further hour to allow for alcohol sales, etc. You stated the maximum number attending each
event is 200. You also stated that those attending events, eg weddings, would be there by
invitation and therefore, there would be no queuing, however, that some queuing may take place on
Bonfire Night, which also involves a procession from Deers Glade to the Meadow. You mentioned that although the person hiring your venue will be responsible for booking the
band/music entertainment of their choice, that you would also be personally speaking with the
band/music entertainment provider before the event and furthermore, you (or a nominated
representative) always have overriding control at each event. You stated that you have a current
list of reliable and trusted band/music entertainment providers from which your customers can
select – this is a very good idea because revisiting bands/DJs have will be more familiar with the
expectations and restrictions on your site. We discussed the implications of the “temporary
threshold shift” on those performing/providing music particularly during a late event, whereby they
become so accustomed to the music at a certain volume, they no longer perceive it as “effective” at
that level, and consequently increase the volume at intervals over the course of the evening. Therefore, I advised that it would be necessary to combat this and we would be, if anything,
expecting a reduction in volume towards the end of later finishing events. I explained that further
advice and guidance can be provided from Environmental Protection concerning the orientation of
the speakers, stage and other aspects of the performance in order to minimise any potential
disturbance to local residents.
As discussed and agreed, I have listed the conditions we discussed on Monday and I am proposing
the following conditions:

Further to the consultation in respect of the above premises license application, I have no
comments to make in respect of that part of the application relating to the shop at the caravan
site known as Deers Glade.
With regard to the Meadow Weddings element (the marquee), we have recently held a site
meeting with the applicant and he has followed that up with an e-mail detailing his proposed
uses for the site over the year. On the basis of that information planning permission will likely
to be required for the siting of the marquee and I will be responding to the applicant
accordingly. For your information those details and Kerys’ comments in respect of where we
are in respect of the potential impact on the nearby SSSI are below:
Andy,
Further to our site meeting and in response to the Licence enquiry from Environmental Health,
I would provide the following comments.
Concern has been raised by conservation bodies and the public regarding the potential
disturbance that may be caused to wildfowl on Gunton Great Lake (a SSSI) from the events held
on Muntjac Meadow. At this stage it is not clear whether the existing or proposed activities run
by Deers Glade Caravan and Camping Site on Muntjac Meadow has any impact on the special
interest features of the adjacent SSSI, however it would be prudent to consider to the issue. The SSSI has been notified for its post breeding population of Gadwall.
Whilst Local Authorities have a general duty to conserve and enhance biodiversity when
carrying out their normal functions, under the Natural Environment and Rural Communities Act
2006, I gather that there is limited scope within the Licencing powers to consider any potential
impact on a nature conservation site. I have discussed the proposed Licence with Louise Oliver
at Natural England who informed me that Natural England also had limited powers in relation
to Licencing. It has to be concluded then that there can be no objection raised with regard to
any potential impact on the SSSI in response to the Licencing consultation. However, as
discussed at the site meeting and in response to Mr Attew's email below, it is probable that
Planning Permission will be required for some/all of the proposed activities on Muntjac
Meadow which can be associated with the Licence application.
I would suggest that it is at the planning stage that the consideration of the impact of the
Licensing Sub-Committee

proposals on the special interest features of the SSSI is considered, in accordance with the
Council's statutory duties and as a 'Section 28G' authority under the Wildlife and Countryside
Act 1981 (as amended). Further consultation with Natural England at the planning application
stage will then be required and it is possible that should potential impacts arise restrictions
may be placed on activities held on the meadow. However, assessment of the potential
impacts of any development will be assessed fully at the application stage.

Background
We understand that a premises licence application has been made which includes provision for
amplified/non-amplified music to be played in close proximity to Gunton Park Lake Site of Special
Scientific Interest (SSSI). The RSPB consider that the proposed location for events likely to cause
disturbance to the interest features of the SSSI, however, if the Council are minded to approve the
application, we recommend that restrictions of noise levels and/or numbers of events be secured through
appropriate conditions.
Nature conservation interests
The proposed site is approximately 120m from Gunton Park Lake SSSI. This site is designated for its
wetland habitats and important populations of post-breeding and wintering wildfowl. Of particular note are
the numbers of gadwall, which are of national importance. Gadwall can be present at the site year-round
but reach notable numbers following the breeding season, with peak numbers usually in September.
Flocks of teal, mallard, shoveler, goosander and shelduck are also present in winter.
Comments on the proposal
Many waterfowl species (including gadwall and shoveler) are sensitive to disturbance caused by human

activity, particularly during the period August/September until April/May . Noise disturbance can affect
birds’ survival through interruption to feeding and increasing energetic costs due to birds being displaced
away from sources of noise. Such displacement may be temporary if noise levels are low, but may be
longer-term or permanent if noise levels are high, erratic or associated with visible human activity. Any
such impact could therefore be detrimental to the SSSI through a reduction in the numbers of waterfowl
using the site.

The Council is a Section 28G authority under the Wildlife and Countryside Act, 1981 (as amended) and
therefore has a duty...
“...in exercising its functions so far as their exercise is likely to affect the flora, fauna or geological
or physiographical features by reason of which a site of special scientific interest is of special
interest....to take reasonable steps, consistent with the proper exercise of the authority’s
functions, to further the conservation and enhancement of the flora, fauna or geological or
physiographical features by reason of which the site is of special scientific interest.”
Therefore, although there are no direct provisions for the protection of the SSSI (or other conservation
interests) under the licensing objectives for this type of application, the Council must consider potential
impacts on the SSSI in determining the application. However, it is our view that consideration of impacts
on the SSSI should be made under objective d) relating to public nuisance, as set out below.
d) The prevention of public nuisance
Our concerns relate to public nuisance arising from the impact of the playing of amplified (or nonamplified) music (or other significant sources of noise) between 12.00 and 01.00 on the interest features
of the SSSI which is approximately 120m from the meadow where events would be sited. We understand
that this may occur at any time of year, although it is anticipated that the majority of events will take place
during spring, summer and autumn.
SSSIs are designated in order to “conserve and protect the best of our wildlife, geological and
physiographical heritage for the benefit of present and future generations,” and they are of importance to
the public through the provision of “cultural services to people and the economy including tourism,

education, sense of place and recreation as well as clear conservation benefits.” For these reasons, we
consider that impacts on the SSSI would constitute a public nuisance due to the potential effects on
public amenity and environment.
Recommendations
The RSPB consider that the proposed location for events risks disturbance to the interest features of the
SSSI, however, if the Council are minded to approve the application, we recommend that conditions
requiring restrictions of noise levels and/or numbers of events be secured. Such restrictions should be
applied during the period in which gadwall numbers are at their highest and the birds are most sensitive
to disturbance, i.e. in the autumn (particularly in September), winter and early spring. It may also be
possible to restrict noise levels and human activity in the meadow (ie. outside the marquee) during this
time. As these periods are likely to coincide with colder weather it is probable that such restrictions could
tie in with periods where numbers of proposed events would already be low, however, for the avoidance
of doubt, we recommend that such restrictions be secured through appropriate conditions.

Dear Sir
-----------J- would-like object to the above-license application.
To allow a licensed club premises in the Countryside would encourage crime and drunken
disorder. Giving people extra time to drink and then stumble out into an unlit area would not
help public safety, for themselves or the local residents. Allowing alcohol to be sold at a
campsite will encourage binge drinking and aggravate the problems and disputes that already
bring the police to Deer's Glade throughout the summer.
The noise from previous marquee events at the meadow was disruptive to the close
neighbours and was a public nuisance. The noise was clearly audible both outside and inside
ours and our neighbour's houses. It would also be a public nuisance to the 100 or so families
"at the campsite who have come for the peace and tranquillity of the countryside location as
advertised on Deer's Glade website.
The traffic to the firework display last year caused gridlock and was also a public nuisance on
side roads and the A140. Country lanes are not built to carry this volume of traffic so these
events bring a danger and nuisance to the public, visitors and locals alike. The applicant is
asking to do these 365 days a year!
The proposed site for the marquee is about 100m from a shallow muddy lake. Children from
the campsite often come to play in Hagen Beck on White Post Road during daylight in the
summer. Allowing a late night party venue so close to this lake is a recipe for disaster and a
danger to children as it will be too much of a temptation for them to resist if their parents are
preoccupied with the party

Dear Sirs.
Re the Application for an alcohol & entertainments licence for Meadow
Weddings on Whitepost Road.
Whilst I am keen to promote business in rural areas I recognise that the
business should be suitable for the surrounding area. The playing of
amplified music will create unacceptable distress to many. In fact there
are seven communities in the Ward I represent which will be subjected to
something which will seriously encroach on their lives.
I have no objection to the sale of alcohol on the existing caravan site as it
could well increase profit margins.

I would like to object to the amended above application on the basis that
D ) Public Nuisance
That the applicants say that they are away from public access and in a
secluded location . They are in fact 120 meters away from a SSSI site , Great
Water Gunton which is protected by law as it is home to a number of
wildfowl whose well being it is illegal to disturb. As a member of the RSPB I
object to the wildfowl being disturbed and their habitat being put at risk by
noise generated by campers at ' The Meadow ' and those attending parties and

events in the marquee . Also to amplified music playing in the marquee
situated at ' The Meadow ' disturbing the wildfowl on the SSSI site. Also that
Fireworks let off at the Deer's Glade Bonfire Party at ' The Meadow ' have
previously disturbed and distressed the wildfowl on SSSI Great Water
Gunton.
The applicants state that there are no near neighbours to ' The Meadow '. I
object on the basis that there are near neighbours living in the villages of
Hanworth, Gunton Park and Alby and that the granting of a seven day
Licence from 12pm - 1am for the sale of alcohol and the playing of amplified
music would be of detrimental effect to the lives of these parishioners .

I wish to object to the request for a licence to sell alcohol at Deers Glade camp
site on the following grounds:a) Public Nuisance.
I fear the sale and consumption of alcohol can only cause an increase in the
already unacceptable noise levels coming from the camp site
( shouting and screaming from children and adults), and the subsequent increase
in physical and mental distress caused to local residents.
b) Protection of children from harm.
The diminished responsibility of drinking parents may not be compatible with the
dangers of drowning or hypothermia presented to their children by the on-site
fishing pond and easily accessible stream and small river (Hagon Beck)
I also wish to object to the request for a licence to provide alcohol and amplified
music until 1am at the wedding marquee site on the following grounds:a) Prevention of crime and disorder.
I fear the likelihood of drunken, antisocial behaviour and noise disturbing near
neighbours living along White Post Road.
b) Prevention of public nuisance.
I fear the noise of amplified music until 1am (potentially every summer weekend)
would impact on approximately 6o near neighbours, all within a one mile radius,
causing physical and mental distress.
Noise pollution is of course a subjective matter, but an objective precedent was
set a few years ago when a young local couple held a wedding celebration in
woods 3/4 mile south of Deers Glade camp site and were fined heavily for the
disturbance.
I believe that similar, regular disturbances from the wedding marquee site (also 3/4
mile from my home on Alby Low Common) would also constitute a public
nuisance.

As clerk to Alby with Thwaite Parish Council I have been asked by several parishioners from Alby
to object to this application.
In particular to the entertainments Ii~en§e b~ing granted to marquee on Muntjac Meadow as
amplified music noise would carry across a quiet rural area affecting local residents.
Also we question if the marquee has ever been given planning approval as it was in situ for several
months last year?
