Jurisdiction
1.1.
North Norfolk District Council is the Licensing Authority under the
Licensing Act 2003 in respect of Premises licences for the sale of
alcohol or regulated entertainment. Where a valid application for a
premises licence or variation is received and relevant representations
are made, before determining the application, the authority must hold a
hearing to consider the case.
2.
Description and Location of Premises
2.1. A single storey detached new brick built building ( comprising changing
rooms for sports teams; a lounge and bar) standing on the edge of the
playing fields in a central location in the village

3.1.
The premises on this site have not been licensed in recent years.

The current application
4.1.
The application was made by the Hindringham Playing field committee
( a registered charity) as a premises licence so the facilities can be
operated on a franchise basis providing facilities not only for the sports
clubs but for the village generally.
4.2.
The application seeks the following permissions from Monday to
Saturday 1100hrs to 2300hrs and Sunday 12 noon to 1900hrs

Sale of alcohol on and off the premises
•
The provision of regulated entertainment including: plays; films; live
music; recorded music; performance of dance; dancing
5.
Representations
5.1.
The application was received on 5 May 2011 deemed acceptable and
consultation started. However, subsequently the police stated that they
had never received their copy of the application from the applicant and
sought extension of the consultation period.
5.2.
The formal consultation period for this application was therefore
extended to 21 June 2011
5.3.

6.1.
The Sub Committee is asked to consider and determine this
application.
6.2.
When considering this application the Sub Committee will need to have
regard to the North Norfolk District Council Licensing Policy and to
statutory guidance under the Licensing Act 2003 issued by the
Secretary of State
6.3.
In determining this application the Sub Committee may take the
following actions:
o Grant the application
o Grant the application subject to conditions
o Refuse the application

This application must be determined and notified to the applicant within
5 working days from the conclusion of the hearing.
Appeals
There is a right of appeal to the decision of the Sub Committee to the
Magistrates court within 21 days.
