There were three substitute Members in attendance as shown above. (100) MINUTES The Minutes of meetings of the Committee held on 18 August 2011 were approved as a correct record and signed by the Chairman. (101) ITEMS OF URGENT BUSINESS The Chairman stated that there was one item of urgent business which he wished to bring before the Committee. It concerned recommendation of a site visit to 17 Gladstone Road, Fakenham. This would be taken at item 9 on the Agenda. (102) DECLARATIONS OF INTEREST Councillors R Reynolds and R Shepherd declared interests, the details of which are given under the minute of the item concerned. Development Committee 1 15 September 2011 PLANNING APPLICATIONS Where appropriate the Planning Officers expanded on the planning applications; updated the meeting on outstanding consultations, letters/petitions received objecting to, or supporting the proposals; referred to any views of local Members and answered Members’ questions. Background papers, including correspondence, petitions, consultation documents, letters of objection and those in support of planning applications were available for inspection at the meeting. Having regard to the above information and the report of the Head of Planning and Building Control, the Committee reached the decisions as set out below. Applications approved include a standard time limit condition as condition number 1 unless otherwise stated. (103) BRISTON - PF/11/0373 - Erection of agricultural contractors storage and maintenance building; Land off Tithe Barn Lane for Mr C Nutkins Councillors R Shepherd and R Reynolds declared personal interests in this application as they were acquainted with the Applicant. The Committee considered item 1 of the Officers’ reports. Public Speakers Mr Serne (Briston Parish Council) Mr Morrissey (supporting) The principal objection, unsuitability of the highway network, still remained the same since the previous application had been refused under 01/0971. Councillor J A Wyatt, the local Member, told the Committee that the last site visit had been 9 years ago. He proposed that a site visit should take place before the application was determined. He was seconded by J H Perry-Warnes and it was RESOLVED unanimously That consideration of this application be deferred to allow an inspection of the site by the Committee and that the local Member and Chairman of the Parish Council be invited to attend. (104) MORSTON - PF/11/0583 - Demolition of existing outbuilding and erection of replacement ancillary accommodation; Scaldbeck House, Stiffkey Road for Mr J Keith The Committee considered item 2 of the Officers’ reports. Public Speakers Mr Keith (supporting) The Parish Council had objected because of the flat roof. However the flat roof was integral to the design and officers were satisfied that the proposal was acceptable. Development Committee 2 15 September 2011 The Local Member, Mrs L Brettle, thanked Members for attending the site visit at Morston. She agreed with the Parish Council that the design could be more in sympathy with the surroundings but took into account that the building would be partially screened by trees. She proposed approval. The proposal was seconded by Mr R Shepherd and it was RESOLVED unanimously To approve subject to the imposition of conditions. (105) ROUGHTON - PF/11/0756 - Conversion of agricultural building to residential dwelling; Heath Farm, Norwich Road for Demogratz Ltd The Committee considered item 3 of the Officers’ reports. Amended plans had been submitted and Officers considered the design to be acceptable. The principal concern with this application was that it was only fractionally outside the HO9 policy area. The Planning Policy and Property Information Manager had provided a statement that explained that had this situation been envisaged when the policy was drawn up, it would have been catered for. He advocated approval. There were no objections from Environmental Health. It was proposed by S Partridge, seconded by B Smith and RESOLVED unanimously That the Head of Planning and Building Control be authorised to approve this application subject to successful negotiation on the rooflights and the imposition of appropriate conditions. (106) RUNTON - PF/11/0770 - Siting of portable building for use as coastal surveillance station; Land at Car Park, Beach Road, East Runton for National Coastwatch Institution Councillor B Smith declared a prejudicial interest in this application as he was a member of Mundesley Maritime Museum and knew members of Coastwatch. He vacated the Council Chamber during consideration of this matter. The Committee considered item 4 of the Officers’ reports. Public Speakers Mr Newsome (supporting) This application had been the subject of a recent site visit. Support had been received from various organisations and a petition had been submitted, but this was prior to the application being received. The Parish Council had since objected. A response had been received from the Conservation, Design and Landscape Manager. He had no objections and considered that the height, colour and footprint of the structure were in keeping with the nearby caravans. An additional condition regarding the colour of the structure had been imposed. Development Committee 3 15 September 2011 The local Member, Mrs H Eales, told the Committee that the Parish Council and residents were supportive of the principle but had concerns regarding the area of the car park which would be taken up. She asked the Committee to consider a smaller structure. Councillor J A Wyatt said that he supported the application on the grounds of coastal safety. He proposed acceptance. Councillor S Partridge seconded the proposal, saying that he did not consider that too much car park space would be utilised, especially as the structure would, of necessity, be near the cliff edge. The Development Manager said that Property Services considered the impact on the car park would be minimal. It was RESOLVED by 8 votes to 4 To approve with temporary 5 year permission. Conditions also required regarding the type of fencing to be erected around the building, external colour of the building and the exact height of the supporting legs. (107) RUNTON - PF/11/0990 - Retention of two-storey front extension with revised ridge height; 4 Golf Close, West Runton for Mr and Mrs Hyde The Committee considered item 5 of the Officers’ reports. Public Speakers Mr Hyde (supporting) In 2009 permission had been granted for a 2 storey extension to the property. This was currently under construction. However, the plan had been incorrectly drafted. The consequence was that the height of the front extension had been raised and the eaves had been lowered. Officers did not consider that it adversely affected the amenities of the bungalow on the east of the property. There had been no representations from the neighbours or objections from the Parish Council. The local Member, Mrs H Eales, said that she would have asked for this to be brought before the Committee at an earlier stage if she had realised the size of the extension. However, as no objections had been received she would not oppose. It was proposed by S Partridge, seconded by J H Perry-Warnes and unanimously RESOLVED To approve. (108) WITTON - PO/11/0863 - Erection of single-storey dwelling; Workshop at Ash Tree Farm, Well Street for Mrs C Leggett The Committee considered item 6 of the Officers’ reports. The site was within the Countryside Policy Area. Therefore the erection of a dwelling would be contrary to planning policy. Development Committee 4 15 September 2011 The local Member, Councillor Mrs L Walker told the Committee that she supported the residential dwelling and read out a letter of support from a neighbour. She told Members that the existing building could eventually be used for an industrial purpose which might impact negatively on the area and considered that the bungalow would enhance the site. Councillor B Smith supported the officers’ recommendation but Councillor N Smith supported the view of the local Member. The Development Manager said that if brownfield sites come forward they should still comply with relevant planning policy. He appreciated Mrs Walker’s concerns but did not want to set a precedent. Councillors S Partridge and J H Perry-Warnes suggested a site visit, but were not supported. It was proposed by Mr B Smith, seconded by Mrs L Brettle and RESOLVED with 7 votes to 5 To refuse on the grounds that the proposal would result in the erection of a new dwelling in the Countryside and Undeveloped Coast Policy Areas contrary to Development Plan policy and there are no material considerations which would outweigh this decision. (109) APPLICATIONS RECOMMENDED FOR A SITE INSPECTION The Committee considered item 7 of the Officers’ reports. RESOLVED That a site inspection be arranged in respect of the following applications and that the local Member and Chairman of the Town or Parish Council be invited to attend: FAKENHAM – PF/11/0808 - Erection of two-storey dwelling with accommodation in roof space; 17 Gladstone Road for Mr and Mrs Darrell (this had been raised as an item of urgent business) TRIMINGHAM – PF/11/0720 – Extension of caravan site to provide additional touring pitches on land at Woodlands Holiday Park for Mr E Harrison (110) APPLICATIONS APPROVED UNDER DELEGATED POWERS The Committee noted item 8 of the Officers’ reports.
