Kinnaur District is on the northeast corner of HP, having the
three high mountains ranges i.e. Zanskar, Greater Himalayas and
Dhauladhar, enclosing valleys of Sutlej, Spiti, Baspa and their
tributaries. (235 kms from State Capital)
The much religious Shivlinga lies at the peak of Kinner Kailash
mountain.
The Whole region is approached from ttwo directions:
from Shimla on the Hindustan-Tibet Road
From Manali - Kaza over the Shamdu Pass

NIC District Centre
 NIC Centre was setup in District Headquarter in the Year
1989 with an area of 500 sqft.
 The district website of the Lahaul & Spiti was the Major
step of NIC in the active involvement of the District
Administration, initiated IT activities in this remote
district in the year 2001.
 The VC studio was created in year 2005 in area of 300
sqft.
 This centre is now equipped with latest hardware items.

Vahan ( Vehicle Registration):
 The VAHAN Software used for New Vehicle Registration, Renewals,
NOC, Tax Collection, Fitness etc.
 Implemented & Running at 3 Subdivision Kalpa, Bhabanagar and Pooh
 The online data transmission is taking place from all the RLAs
 New Registration, Transfer of Ownership, Change of Address,
Duplicate RC, Hypth Termination/Addition, Token Tax etc. is done
through this application.
 Integrated with eHSRP (High Security Registration Plate) Vendor in all
3 RLAs .
 SMS Alerts to the vehicle Owner.

 Software for issuance of Driving License, Conductor
License and Learner License being used in all the RLAs.
 Running at all Subdivision Kalpa, Bhabanagar and Pooh
 Issuance of all types of Licenses related to Learners,
Conductors and Drivers
 eSignature module implement in all RLAs
 Daily online data transmission is taking place from all
the RLAs.

Himbhoomi
 The Land Record (Himbhoomi) Computer Centres have been
established in all the six tehsils of District Kinnaur.
 The project has benefitted the revenue staff in timely preparation of
records and public has been facilitated by way of availability of ROR
at Tehsil Centres and through LMKs (Lok Mitra Kendra).
 The web based onnline Nakal (Records of Rights) is available to the
public.
 Nakal are issued for Four locations Nichar,Kalpa Moorang and
Sangla. However remaining tehsils have internet connectivity
problem.
 The ROR is generated on real time by accessing the Tehsil servers.
The public has been provided access to view the Land details

eParman/Lok Parman-patra
 This software is used for the issuance of 14 types of certificates ( e.g.
Bonafied Himachali certificate, income certificate, agriculture
certificate, sc/st certificate etc.) from all Revenue offices in distirct.
 Implemented in all six Tehsils/Sub Tehsil (Kalpa, Nichar, Sangla,
Moorang, Pooh & Yangthang) .
 Online Lok Parman-Patra is mplimented in locations: Kalpa,
Nichar Moorang & Sangla.
 There is provision to reissue certificates already issued and
varification through online.

Treasury
 eSalary: This web based software is implemented in the
District Treasury Office Kinnaur and five sub Treasury
office s to generate the salary scrolls of 5000 employees
in the district of various departments.
 Epension: It is used used for generation of
Superannuation and family pension of all State Govt.
Employees.
 HPOTIS : The HPOTIS software has been
implemented in the District treasury and in all the 5 Subtreasuries of the District.
 E-Stamp: The software is running in all the 5 locations
of the District

Welfare Deptt. (eKalyan/epehchan)
 eKalyan: The welfare department is using this
software for processing of monthly pension disbursement
to various categories.
 Total of 4174 Pensioners are enrolled on this system.
 ePehchan: s/w is implemented in the DWO Office
for issuance of the Disability and Senior Citizen
identity cards.

 Shastr software is implemented in the District
eGovernance Centre for Issuance of Arms License in
the District
 Total of 3850 license are issued in the district
 NDAL s/w is implemented to generate unique
number to license holder in the District

IVFRT
 A Mission Mode Project being implemented at SP office,
the designated FRO (Foreigners Registration Officer)
 IVFRT has modules of cFRO, cForm , sForm
 cFRO (Centralised Foreigners Registration) Module has
facility to register foreigners staying for more than 180 days.
 The other facility in cFRO is VISA extension, Exit Permit
etc.
 DSC required for software to work
 cForm is implemented for Hoteliers to register foreigners
staying in there hotels
 sForm is used by institutes for registration of students of
foreign origin

 The Animal Diseases outbreak reporting is done through
this system.
 There are 3 Nodes in District Kinnaur in this Mission Mode

 The NADRS has provision for case reporting and
monitoring
 Daily case reporting is being done from these locations

 Digital Locker: The Aadhaar based biometric
authentication online software is used to secure,
share,upload digitally signed document is being
implemented in the district
 Weather Forecast:Daily weather forecast for the district is
updated through this web based portal
 Jeevan Praman: online biometric based Live Certificate
verification for Government Pensioners

 MCTS : Updtions / data entry is being done regularly by
CMO/BMO officials.
 Manav Sampada (PMIS) The data is being updated by all
user department regularly regarding updation of service
books of each employee.
 MNEGRA The software has been implemented in the
District Kinnaur.
 E-Samadhan The software is implemented in the DC
Office , SDM Office & Tehsil Offices of the District. Other
line departments viz. PWD, IPH, Education, Health, DFSC
etc are also using this software.
