Gordon State College Office of Institutional Effectiveness/Institutional Research Goals, Outcomes and Evidence of Improvement 2011‐2015 http://www.gordonstate.edu/ie/home Mission Statement It is the mission of the Gordon State College Police Department to safeguard the lives and property of the people we serve, to reduce the incidence and fear of crime, and to enhance public safety through community partnerships while working with a diverse college community to improve the quality of life. Our mandate is to do so with honor and integrity, while at all times conducting ourselves with the highest ethical standards to maintain public confidence. Unit Outcomes Assessment Results Report 2011‐2012 Goals 1. Develop a true emergency capable dispatch system. 2. Develop a Field Training Program for newly hired police personnel. 3. Change the current radio system to the FCC required 12.5 kw bandwidth Outcomes 1. To implement a 911 capable dispatch center 2. To improve new hire training and officer accountability 3. To meet FCC required changes for 2012 Review of Outcomes 1. GSC had a need for a safe campus. 2. GSC police required officers to learn of campus responsibilities 3. GCS required current radio communication connectivity Evidence of Improvement 1. The GSC Police Department added a dispatch center to the LCSO 911 center to handle all emergency calls when a dispatcher was not on duty at GSC. 2. Created a Field Training Officer handbook that covered training, policies, and emergency planning for the campus. 3. With the help of the State of Georgia licensing, the radio band was changed to meet current needs. 2012‐2014 Goals 1. Build a safe room for emergency response personnel during tornadoes and inclement weather 2. Develop a policy for a psychological test for newly hired personnel 3. Implement training opportunities for leadership development for all supervisors Outcomes 1. To create a tornado safe location for emergency first responders 2. To higher capable and mentally prepared police professionals 3. Ensure reduced liability and a better trained law enforcement leader Review of Outcomes 1. Emergency response personnel have need of a Safe Room so that they are capable of responding to weather emergencies 2. Pending Human Resource approval – expected in August 2015 3. Over 30% of full time personnel – supervisors and officers attend or have attended higher education in leadership training. Evidence of Improvement 1. Built a FEMA approved safe room capable of holding 18 emergency response personnel 2. Pending 3. Ongoing training has reduced officer turnover, lowered complaints after calls for service, and has improved report writing. 2014‐2015 Goals 1. Improve the existing Fire Safety Plan by identifying equipment and by training personnel in every campus structure. 2. Improve the Emergency Response Plan for ICS Command Staff and BOR personnel 3. Increase the level of understanding of policies for Public Safety Personnel. Outcomes 1. Ensure a clear understanding of safety and planning for first responders 2. Create an ERP that flows consistently with best practices for ICS and community response. 3. Reduce liability through policies that are clear, practiced, and understood by all team members. Review of Outcomes 1. Fire Safety Planning should be updated to meet current demands for this institution. 2. ERP changes allow for emergency response personnel to get a quick understanding of GSC – (locations and expectations for outcomes) 3. All personnel should be able to test policies for best practices in their job responsibilities. Evidence of Improvement 1. AFSR has been rewritten to meet BOR and GSC needs 2. ERP is in the final stages of a complete reorganization and has been transformed to flow and read more easily. 3. Pending
