Contact Roy if you need copies of the handouts. Evaluation of Use of Contractor Strike Teams-Objectives 1. Determine how much use contractor crew and engine strike teams received in 2006. 2. Determine if the restrictions placed on use of contractor strike teams nullified the benefits of having contractor strike teams. 3. Determine if there is enough demand and support for procuring contractor strike teams in the future. Proposed evaluation of contract strike teams while on incidents to determine performance, use, advantages/disadvantages, etc. Roy is available to do these field reviews. DECISION: Support the concept of field reviews when contract strike teams are dispatched to incidents. Evaluation of Effectiveness of Contract AdministrationObjectives. 1. Determine if existing contract administration activities are adequate to ensure that high quality contract/agreement resources are available for use on incidents. 1 5/29/2016 2. Identify adjustments in contract administration activities that could help strengthen the quality and performance of contract/agreement resources. Referenced OIG report on contract crews on incidents. Presented six evaluation questions. The Blue Ribbon Task Group would conduct the evaluations, primarily via interviews, document review and report back to the Steering Committee. AGREED Discussion regarding the Steering Committee’s role, and that of the Training Working Team, in “screening” the companies PNWCG contracts or makes agreements with to provide training to contractor crews/engines. Carl Gossard will meet with the Training Working Team at their next meeting to discuss expectations of the SC regarding selection of and the qualifications of companies/individuals to contract/agree with to provide training for Suppression Vendors. Evaluation of Conversion to Best Value Contracts/AgreementsObjectives 1. Determine if the objectives of best value contracting have been met. 2. Identify problems/issues with the best value contracting process. 3. Provide recommendations for addressing problems/issues. Aviation Operations Plan Revisions-Mark Kahley Mark presented the Revised DRAFT of the Aviation Operations Plan for this year. DOI has not sent direction to the field yet regarding the use of Huey aircraft. DECISION: WA DNR will unilaterally implement the revised plan pending National DOI direction. Once (if) that direction is received the SC will sign the Aviation Ops plan via e-mail concurrence while the document is being routed around for signature. 2 5/29/2016 Operations Working Team- Steve Dickinsen, for OWT. The OWT revised the Charter, primarily changed incident to all risk type language. Application for Type I IMT members was revised, most significant changes are to the IC application which the OWT strengthened the Leadership qualifications for IC and extended the narrative response. DECISION: Support changes to Charter. Support changes to the Type I IMT application. OWT will draft the recruitment letter for Type I IMT recruitment to be signed by PNWCG Chair. Round Robin-5 minutes each-Items of significance; Fish and Wildlife Service Engine Crew Leader position vacancy Pam where was/is this vacancy. BLM State FMO will be advertised externally and internally soon. Forest Service Fire and Aviation Director is advertised. Oregon Dept. of Forestry Suppression Crew Contracts have been awarded resulting in 159 crews, 61 contractors and 11 strike teams. New this year, OR Fire Marshal mobilization plan requires CWPP be completed or county to be working on one for the Conflagration Act to be invoked for that county. Severity RequestsRe-affirmed we will be doing Interagency Severity Requests coordinated for Forest Service, BLM and FWS through Terry Burgess, SORO. BLM and FS have agreed to same definitions for resources, Carl Gossard will send definition to other federal Steering Committee members. NPS and BIA have a separate process.
