PNWCG AVIATION WORKING TEAM MEETING MINUTES FEBRUARY 25, 2003 Members Present: Dave Doan WADNR, Susie Bates PWR-NPS, Jon Rollens USFS, Sandra LaFarr USFS, Clay Hillin BLM, Bill Bulger USFS, Greg Zopettii USFWS, Steve Rossiter BIA, Jim Ziobro ODF. Meeting convened at 0900 at the Glacier Room of the Gifford Pinchot Headquarters in Vancouver Wa. Introductions: New Members Susie Bates from National Park Service and Jon Rollens USFS. We now have a representative from the USFWS ( another Z , that’s rare) Greg Zoppetti. Welcome to the new members. Dave Doan is new chair and Jon Rollens is Vice Chair FYI Clay is the unofficial ( don’t know how you got elected, but thanks) keeper of the working team website. This site is tied in with the PNWCG website. Visit http://www.fs.fed.us/r6/fire/pnwcg/aviation. Charter As required the group reviewed the AWT charter to make sure it was current. 1. Changed title word Wildfire to Incident. 2. Under Mission changed wild-land fire to all incident 3. Under objectives #1 we changed the word fire to aviation. 4. Not sure I captured this right- Second sentence in membership added and changed the Office of Aircraft Services and the USFS Aviation Safety are not members of the PNWCG but play -. 5. Under Officers- change elect to rotate. 6. Under duties- Added- Rotation mechanism is – each year. 7. Under vice-chairperson added- will serve as liaison for steering committee and other working teams. 8. Under Subcommittees need to strike first sentence. Not sure where we go with this, my assumption being this needs to be forwarded to steering group for their approval. Need to discuss at next meeting. Safecoms Bill Bulger reported that the Safecom system is set to go national in about a month Aviation Working Team and Training team relations Quite a discussion on working team relations. Focused on the helicopter manager position and how the changes occurred and didn’t in the eyes of those effected The AWT needs a liaison to the steering and training committee as well as other teams. This was fixed in charter. The vice chair will be used in this role. Hopefully this will help seal the cracks that issues seem to fall through. ATGS program Need to review this program. Chairman will resurrect the ATGS WT advisory committee to try and move the improvement of this program to a conclusion. The USFS apparently has committed some money and FTE’s to the program. We’ll try to tie in with that. SEAT Program Approximately 11 new SEATS under contract- none in NW. BLM had 27 at one time. USFS indicates it will be getting more involved in program. Discussion of SEAT managers and training program followed. Recommendations are going to Fire Managers and PNWCG. PNWCG Steering Committee request Dave Doan gave report on the Steering committee meeting held the day before (02/24/03). Reported the yearly accomplishments of the AWT. Jim Ziobro was kind enough to put a list together and I editorialized a little more to emphasize the good work and the contributions of the AWT members. The steering committee requested that the AWT accumulate an inventory of available aviation resources and present to them by the first of April. The group agreed to forward that information to Sandra LaFarr by March 17th. AWT and other non member agency relations It was agreed that the National Guards and the BCFS need to be more a part of our issues. The group agreed to have the next meeting include those parties so issues could be resolved. That meeting was scheduled for April 24th and Jim Z would contact ONG and Dave D would do so with BCFS and WNG. ( NOTE: that meeting has been rescheduled for April 29th) Meeting Dates It was agreed to have meetings on the 2nd Tuesday of the 1st Month in the calendar quarter and the meeting would be held no matter what, unless all members can’t show. (Course we already have rescheduled the April meeting, nice try huh)Those meetings would not be rescheduled. FYI July 8th and October 14th are the next dates. Aviation Policy Standards matrix The matrix was revised and I believe Clay H agreed to revise it on the website. This accomplished one of our annual duties. Aviation Traffic Area Policy Discussed the California implemented ATA and agreed that what has happened in NW is kind of not uniform. The working team agreed to get the policy as it is in California and adopt as a standard in the NW. This will come from working team to the steering committee. We need to agree on miles first.
