College of the Redwoods
Program Review Committee
Executive Summary
Adopted November 6, 2009
Mission Statement The College of the Redwoods’ Program Review Committee leads and facilitates authentic assessment as it relates to student success and planning at the institution for all subject and service areas.
The committee reviews Annual and Comprehensive Program Reviews that provide the strong foundation upon which College of the Redwoods develops, identifies, states and documents quality improvement plans and goals including providing the direction of prioritization of funding, and support needs as organized under
the strategic planning objectives.
Objective: To provide an evaluative Executive Summary of this program’s review for authors, the Integrated
Planning Committees, and the District.
Program Review Subject/Service Area: AJ & Fire Technology
Program Review Authors: Ron Waters, Gary Sokolow, Ed Trigeiro, Bill Honsal
Summary
3. Commendations:
AJ and Fire Tech courses up to date with Curriculum
Committee and Recommendations:
1. Program strengths:
AJ: program doing well; fill rates are good, 2 Basic Academy programs offered each year
Fire Tech: New program. Have presented two degree courses and several advanced officer technical courses (Next year Fire
Tech will have their own program review)
2. Program challenges/obstacles:
Fire Tech: Genesis of the fire academy program was initially supported by Fund 15, but there was no committed funding for a complete fire program; considerations put to current
administration
Additional Comments:
Goal is to attract current fire fighters and law enforcement to complete the AA degree program on both the law enforcement and the fire‐sides respectively for career advancement
Both AJ & Fire Tech: due to the state of the current
CA state budget, no funding to hire part‐time law enforcement AJ instructors. That leaves one full‐ time faculty member to teach all 10 courses. Only instructors for Fire Tech are part‐time.
Challenge in moving the law enforcement and fire tech to the Health Occ division and creating an encompassing department title
Recommendations: Fire Tech ‐ Discussion of budgetary considerations for continuing this program
4. Program Budget/Funding Sources:
Fire Tech: Lacking long term budget planning (program has enough current equipment. Will likely have a full class in Fire
I Academy, but have no funds to put on the course.)
Needs two coordinators, storage, support
Needs chairs, computers, projector
Could offer more sections with another faculty position
5. Program Goals/Plans:
AJ: 1)Continue to increase retention and success for courses
AJ 1 – AJ 11 and 2)expand online course from only two to include all AJ degree courses;
Fire Tech: Noted: Need an Institution‐wide discussion of budgetary considerations for continuing this program and input from Police
Academy on how budget considerations for Fire
Tech will affect their programs
Fire Tech: Goal is to attract current fire fighters and police to complete the AA program on the law enforcement and fire‐side for career advancement;
Continue to add fire tech courses – first class of Fire
I scheduled for spring 2012, (now pushed to spring
2013)
Process:
Completed Executive Summary forms will be sent to program review authors.
PRC will forward Executive Summaries to the appropriate integrated planning committees.
6. Program Outcomes Assessment (PLOs/SLOs):
AJ: not a lot of data except for enrollment trends;
Outcomes are determined through POST, and assessed through (26) formal written tests and (3) separate module accumulative tests plus (14) field tests;
Recommend: developing a few outcomes related to educational goals;
Recommend: citing sources
7. Student Success/Achievement/Basic Skills obstacles/challenges:
AJ: Overall good student success and retention
Six courses have success rates below the institutional range; one in particular: AJ 88‐A (This was a one‐time experimental course and no plans to offer the course again at this time)
Reading 360 is not good preparation for AJ courses.
PRC Recommendation: 1) All programs would benefit from a formalized, institution‐led follow‐up system/tracking of our graduates. 2) Clarification/development of process from grant funded programs/positions to district funding. 3) District‐wide plan for technology and equipment maintenance and replacement.
Process:
Completed Executive Summary forms will be sent to program review authors.
PRC will forward Executive Summaries to the appropriate integrated planning committees.

Annual Program Review Update Subject/Service Area: AJ & Fire Technology
Annual Program Review Update Authors: Ron Waters & Ed Trigeiro
Summary and Recommendations: Additional Comments:
1. Program strengths:
2. Program challenges/obstacles: Mike Wells will be filling in for the Fall 2011 Basic Law Enforcement Academy as the
Coordinator, but this position needs to be a full‐time manager, not a faculty member, as the academy runs year‐ round. With only one academy in the 2011‐2012 year, the immediate need is taken care of, but long‐term planning to fill this position is needed.
3. Commendations/Recommendations:
4. Program Budget/Funding Sources:
5. Program Goals/Plans:
6. Program Outcomes Assessment (PLOs/SLOs):
We take strong issue with the implication in the
Executive Summary that somehow the budget for the
Police Academy should affect the budget for the Fire
Technology program. These are two completely separate programs. One budget should not affect the budget of the other program.
Process:
PRC will forward completed Executive Summaries to program review authors.
Authors will have two weeks to provide feedback and corrections on errors of fact and/interpretation
PRC will forward Executive Summaries and authors reponse (if available) to the appropriate integrated planning committee and the CPC.
