College Council Minutes February 2nd, 2015 Page 1 REDWOODS COMMUNITY COLLEGE DISTRICT Minutes of the College Council Meeting 7351 Tompkins Hill Road, Eureka, CA, Board Room Monday February 2, 2015 MEMBERS PRESENT Kathy Smith, Keith Snow-Flamer, Lee Lindsey, Ahn Fielding, Pru Ratliff, Debbie Topping, Steve Sandeen, Melissa Ruiz (phone), Tom Zagoria, Dustin Scheive MEMBERS ABSENT Dan Calderwood, Peter Blakemore, Phillip Mancus CALL TO ORDER President/Superintendent Kathy Smith called the meeting to order at 3:03 p.m. MINUTES DATED 11/3/2014 A motion was made by Pru Ratliff and seconded by Keith Snow-Flamer to approve the minutes dated 12/1/2014 ACTION A vote was taken and Council voted unanimously to approve the minutes as presented. NEW BUSINESS BP/AP 3410 NONDISCRIMINATION An accreditation reference was added to the bottom of the BP. The language removed from AP 3410 Nondiscrimination was inserted into APs 3420, 3430, and 3435. The title changed from Unlawful Discrimination to Nondiscrimination. A motion was made by Steve Sandeen and seconded by Dustin Scheive to send BP and AP 3410 Nondiscrimination out for a 30 day constituent review. ACTION A vote was taken and Council voted unanimously to send BP and AP 3410 Nondiscrimination out for a 30 day constituent review. AP 3420 EQUAL EMPLOYMENT OPPORTUNITY Changes were made to remove “and approve” from the procedure due to the fact that the Chancellor’s office no longer needs to provide approval. AP 3420 was updated to include language that was removed from AP 3410 Nondiscrimination. Council member asked why only Classified jobs are sent out. It was clarified that this procedure includes what is legally required but that Minutes-College Council Page 2 of 8 February 2nd, 2015 processes can vary on a case by case basis. Council member stated that the language “notice to” (just before the section on applicant pools) needs to be removed or expanded upon. Council member suggested that the language regarding screening committees be structured as bullet points or numbers. A motion was made by Ahn Fielding and seconded by Steve Sandeen to send AP 3420 Equal Employment Opportunity out for a 30 day constituent review with the intent that the “notice too” reference be researched. A vote was taken and Council voted unanimously to send AP 3420 Equal ACTION Employment Opportunity out for a 30 day constituent review contingent upon the aforementioned change. AP 3430 PROHIBITION OF HARASSMENT AP 3430 was updated to include language that was removed from 3410 Nondiscrimination. A motion was made by Debbie Topping and seconded by Steve Sandeen to send AP 3430 Prohibition of Harassment out for a 30 day constituent review. ACTON A vote was taken and Council voted unanimously to send AP 3430 Prohibition of Harassment out for a 30 day constituent review. BP/AP3560 ALCOHOLIC BEVERAGES ON CAMPUS The BP is being brought forward for review – there are no changes. The AP was changed to include language that states that servers of alcohol are not to drink at an event even if they are over the age of 21. Council member stated that “Security” needs to be changed to “College of the Redwoods Public Safety”. A motion was made by Ahn Fielding and seconded by Pru Ratliff to send BP and AP 3560 Alcoholic Beverages on Campus out for a 30 day constituent review. ACTION A vote was taken and Council voted unanimously to send BP and AP 3560 Alcoholic Beverages on Campus out for a 30 day constituent review. BP 3601 COLLEGE OF THE REDWOODS FOUNDATION The BP was changed to reflect the new Foundation Bylaws and Purpose. A motion was made by Steve Sandeen and seconded by Pru Ratliff to Minutes-College Council Page 3 of 8 February 2nd, 2015 send BP 3601 College of the Redwoods Foundation out for a 30 day constituent review. ACTION A vote was taken and Council voted unanimously to send BP 3601 College of the Redwoods Foundation out for a 30 day constituent review. BP/AP 6750 PARKING Council member stated that “Security” needs to be changed to “Public Safety”. Council member suggested removing the new language regarding skateboards. Discussion ensued regarding parking permit returns and refunds. A motion was made by Keith Snow-Flamer and seconded by Pru Ratliff to send BP and AP 6750 Parking out for a 30 day constituent review contingent upon the aforementioned change. ACTION A vote was taken and Council voted unanimously to send BP and AP 6750 Parking out for a 30 day constituent review contingent upon the aforementioned change. BP 7150 EVALUATION This is a new BP that complies with accreditation standards. A motion was made by Pru Ratliff and was seconded by Tom Zagoria to send BP 7150 Evaluation out for a 30 day constituent review. ACTION A vote was taken and Council voted unanimously to send BP 7150 Evaluation out for a 30 day constituent review. AP 7160 PROFESSIONAL DEVELOPMENT AP 7160 was updated to add a reference to the ACCJC Accreditation Standard as well as language from procedures regarding leaves and release time. The procedures the new language came from are being recommended for sunset. A motion was made by Keith Snow-Flamer and was seconded by Steve Sandeen to send AP 7160 Professional Development out for a 30 day constituent review. ACTION A vote was taken and Council voted unanimously to send AP 7160 Professional Development out for a 30 day constituent review. Minutes-College Council Page 4 of 8 February 2nd, 2015 BP 7235 PROBATIONARY PERIOD: CLASSIFIED EMPLOYEES BP 7235 Probationary Period: Classified Employees was updated to meet Ed Code and the Collective Bargaining Agreement. A motion was made by Pru Ratliff and seconded by Keith Snow-Flamer to send BP 7235 Probationary Period: Classified Employees out for a 30 day constituent review. ACTION A vote was taken and Council voted 9-1 [Sandeen voted Nay] to send BP 7235 Probationary Period: Classified Employees out for a 30 day constituent review. BP/AP 7240 CONFIDENTIAL EMPLOYEES The policy defines what a confidential employee is according to Government Code. A motion was made by Steve Sandeen and seconded by Debbie Topping to send BP and AP 7240 Confidential Employees out for a 30 day constituent review. ACTION A vote was taken and Council voted unanimously to send BP and AP 7240 Confidential Employees out for a 30 day constituent review. BP/AP 7262 MANAGEMENT PERFORMANCE EVALUATION Council member stated that the language needs to be changed on bullet number 4 from “faculty member” to “Manager”. A motion was made by Pru Ratliff and seconded by Steve Sandeen to send BP and AP 7262 Management Performance Evaluation out for a 30 day constituent review. ACTION A vote was taken and Council voted unanimously to send BP and AP 7262 Management Performance Evaluation out for a 30 day constituent review. BP/AP 7340 LEAVES Updated to reflect family medical leave laws. Language was added from AP 7340, AP 7341, AP 7343, and AP 7346. This policy does not refer to employees who are covered by a contract. A motion was made by Steve Sandeen and seconded by Dustin Scheive to send BP and AP 7340 Leaves out for a 30 day constituent review. ACTION A vote was taken and Council voted unanimously to send BP and AP 7340 Leaves out for a 30 day constituent review. AP 7163 PROFESSIONAL STAFF DEVELOPMENT LEVELS Has been incorporated into BP 7240 Confidential Employees. BP 7241 CONFIDENTIAL STAFF PROBATIONARY PERIOD Has been incorporated into AP 7160 Professional Development. BP 7243 RELEASE TIME FOR CONFIDENTIAL STAFF BP 7511 CONSENSUAL RELATIONSHIPS Covered in AP 3430 Prohibition of Harassment and AP 3455 Discrimination and Harassment Investigations. A motion was made by Pru Ratliff and seconded by Steve Sandeen to send the aforementioned policies and procedures out for a 30 day constituent review. A vote was taken and Council voted unanimously to send the ACTION aforementioned policies and procedures out for a 30 day constituent review. INTERIM ADMINISTRATIVE PROCEDURES These administrative procedures were adopted on an interim basis last week and are now going through the formal policy and procedure process for adoption. AP 3507 FIRE SAFETY Council member stated that there is an inconsistency regarding training for students and employees. Council member suggested changing the language to state that “basic training” will be provided. Council member stated that “Security” needs to be changed to “Public Safety”. Council member stated that “Student Life” needs to be changed to “Residential Life”. Minutes-College Council Page 6 of 8 February 2nd, 2015 AP 3520 LOCAL LAW ENFORCEMENT No feedback AP 3540 SEXUAL AND OTHER ASSAULTS ON CAMPUS Council member stated that “Security” needs to be changed to “Public Safety”. Council member stated that the Sheriff’s Office Phone number needs to be corrected. AP 5502 STUDENT SEXUAL MISCONDUCT INCLUDING SEXUAL VIOLENCE No feedback A motion was made by Debbie Topping and seconded by Lee Lindsey to send the aforementioned procedures out for a 30 day constituent review with the intention that the aforementioned questions will be answered during the constituent review period. ACTION A vote was taken and Council voted unanimously to send the aforementioned procedures out for a 30 day constituent review with the intent that the aforementioned questions will be answered during the constituent review period. OLD BUSINESS COLLEGE COUNCIL COMMITTEE DESCRIPTION Council member stated that the KT rep should be voting instead of nonvoting. Council member stated that “Manager’s Council” needs to be changed to “Management Council”. President Smith stated that more revisions will be made and the description will be brought back in March. ACCJC RESPONSIBILITY MATRIX Council reviewed the ACCJC responsibilities that are related to College Council. BP/AP 2325 TELECONFERENCING There was no constituent feedback on BP and AP 2325 Teleconferencing. A motion was made by Steve Sandeen and seconded by Ahn Fielding to send BP and AP 2325 Teleconferencing to the Board for a first read. ACTION A vote was taken and Council voted unanimously to send BP and AP 2325 Teleconferencing to the Board for a first read. BP/AP 4050 ARTICULATION There was no feedback on BP and AP 4050 Articulation. A motion was made by Steve Sandeen and seconded by Keith SnowFlamer to send BP and AP 4050 Articulation to the Board for a first read. ACTION A vote was taken and Council voted unanimously to send BP and AP 4050 Articulation to the Board for a first read. AP 4235 CREDIT BY EXAM Council member suggested removing “Tech Prep” in this AP because that language is no longer used. A motion was made by Steve Sandeen and seconded by Ahn Fielding to send AP 4235 Credit By Exam to the Board for a first read contingent upon the aforementioned change. ACTION A vote was taken and Council voted unanimously to send AP 4235 Credit By Exam to the Board for a first read contingent upon the aforementioned change. BP/AP 5040 STUDENT RECORDS, DIRECTORY INFORMATION, AND PRIVACY There was no constituent feedback on BP and AP 5040 Student Records, Directory Information, and Privacy. ACTION A vote was taken and Council voted unanimously to send BP and AP 5040 Student Records, Directory Information, and Privacy to the Board for a first read. AP 5130 FINANCIAL AID There was no constituent feedback on AP 5130 Financial Aid. A motion was made by Debbie Topping and seconded by Keith SnowFlamer to send BP and AP 5040 Student Records, Directory Information, and Privacy to the Board for a first read. BP 5530 STUDENT COMPLAINTS There was no constituent feedback on BP 5530 Student Complaints. A motion was made Tom Zagoria and seconded by Lee Lindsey to send BP 5530 Student Complaints to the Board for a first read.
